SUBJ: Curbside Recycling Program = =
On Wednesda y, March 22nd, staff was informed by Rick Schneider,
1 Carver County Recycling Coordinator that Gnade Recycling was not
going to provide Chanhassen with curbside recycling. Staff had
met with Mr. Gnade the day after the City Council accepted Mr.
Gnade' s low bid to confirm the contract. Mr . Gnade understood
1 all of the terms and was prepared to begin curbside pickup on
April 3 , 1989 . Mr. Gnade had begun the process to get the bond
required by the city so that the contract could be signed.
In all of my contacts with Mr. Gnade, his consideration of
pulling out was never mentioned. As a result, the Chanhassen
Villager ran a front page article on the program. Luckily, we
1 were able to stop the article from being published in the Carver
County Herald and South Shore Weekly and were able to stop the
printing of 3 , 600 brochures. Staff will run a retraction in all
1 three papers next week. We should still expect many calls from
residents expecting a program and wanting to know what happened.
1 As soon as i heard what happened, I contacted Waste Management,
Inc. , the other bid for the program. They stated they would look
into whether they could still provide the program. I should know
by the March 27th City Council meeting whether their bid is still
1 valid and if the City Council should accept their bid.
The only positive thing about this situation is that Gnade pulled
out now rather than_ in the middle of the program and we may end
up with a more reliable contractor. As you know, I did have some
misgivings about using Gnade Recycling but had nothing concrete
that could be used to not accept their low bid since it met all
1 of the conditions . As of today, Mr. Gnade has yet to return my
calls and offer an explanation.

UPDATE
Waste Management, Inc. contacted me ( 3/23 ) and stated that they '
could provide the service beginning May 1, 1989 . The City
Council should move to approve their bid for curbside pickup
every other week at a cost of 87 per household/month. As
always , I have much more confidence in their ability to provide a
well run curbside pickup and although the bid is higher then
Gnade' s , I am sure we will receive a much better program. '
RECOMMENDATION
Staff recommends the City Council accept the bid for curbside '
recycling from Waste Management, Inc. at 87 /household/month.
