DATE: April 17, 2014
SUBJ: Monthly City Council Update
Fire Department Overview:
Staffing is at 38 active firefighters as of March 31, 2014. There are three firefighters currently
on leave and four firefighters in their probationary period. We have initiated the recruiting
process for this year and anticipate that we will need to hire 4 -6 firefighters to maintain our
staffing levels.
Year to date we are at 178 calls as of the end of March. At this time last year, we were at 133
calls.
Staff Time (not call related): Our staff time for community events, fire education, duty crew
standby, and department meetings is at 711 hours for YTD compared 499 hours in for the same
period in 2013. The difference is driven by the 2014 severe weather station standby of 103
hours.
Training: Training hours we are at 1,239 for the year versus 1,510 in 2013. Currently we are
focused on completing our mandatory training that is required by OSHA & NFPA (Right to
know, Blood Borne Pathogens, Lock Out/Tag Out, etc), and EMS re- certification. We are
offering fireground officer training/right front seat to the entire department in the first two
quarters of 2014. This training will emphasize the skills necessary to make decisions as an initial
incident commander, transfer of comnixid, and crew leadership on the fireground.
Safety: Safety is always important to us and we embrace the continued health and wellness of
our members through risk reduction endeavors such as health surveillances, ongoing education,
and our safety officer program.
Compliance: Our annual health surveillance, ladder, pump, SCBA, PPE, and hose testing is
scheduled throughout the year. Annual compliance testing begins in the second quarter of this
year.
Fire Marshal:
Fire Prevention: There is nothing new to report on at this time.
Fire Investigations: The first serious fire to report on was the fatal motel /cabin fire on Monday,
March 17"" at 2:06 am. The fire department was paged out at 2:06 am with the first chief on
scene at 2:16 am. Upon arrival they observed a two -unit cabin with half of it fully involved. We
were advised early on that there may have been a person in there at the time of the fire. The fire
was extinguished in about 15 minutes. With the high possibility that there may be a fire victim -
we requested assistance from the State Fire Marshal's office as well as an investigator from the
Carver County Sheriff's Department. T' he deceased person was located a short time later and
was removed from the fire scene. There was a working smoke detector in the unit, but no fire
sprinklers. (Sprinklers were /are not required in this occupancy.) The cause of the fare is still
under investigation at this time. Since then the remains of the building have been demolished and
removed. This is the first fire fatality in Chanhassen in over 25 years.
Fire Inspections: Current projects at various stages of completion include: K. Hovnanian Town
Homes, John Arthur Town Homes, fake Riley Town Homes, Powers Point office /warehouse,
Bluff Creek Senior Cottages, Great Plains Strip Mall, State Farm Insurance, a nail salon,
Southwest Village Town Homes, and Autobahn Motorplex.
