Extension of MSAS 106 - Audubon Road: TH 5 to W. 78`" Street (0.06 existing miles). Extension of MSAS 118 - Century Boulevard: TH 5 to W. 78th Street (0.10 existing miles). Designation of MSAS 128 - Dakota Avenue: Lake Drive East to TH 5 (0.07 existing miles)." City Council approval requires a simple majority vote of the City Council present. BACKGROUND A portion of the state gas tax revenue and other state revenue associated with transportation are distributed to cities and counties to be used on roadway improvements. State Aid funds are provided by the Highway Users Tax Distribution Fund. The Minnesota Department of Transportation (MnDOT) State Aid program exists to provide counties and municipalities with financial and technical resources for the local roadway network. State Aid fund allocations are largely based on the total number of miles of streets within the city. Up to 20% of the City's street system can be designated as a state aid route. As the City adds more streets to the community more state aid routes can be designated. These streets are primarily collector roadways that have the most traffic. State aid funds can only be used on state aid routes designated by the City or other County or State roadway project. Each year, the City submits a Certification of Mileage to MnDOT. The certification summarizes the mileage of Trunk Highways, County-State Aid Highways, Municipal State Aid Streets, County Roads and Local Roads within the City. The annual certification allows cities the opportunity to generate additional needs based on the streets constructed during the previous year. The streets requested for state aid designation are collector roads and are in need of improvements in the near future.
