MEMORANDUM
TO: Todd Gerhardt, City Manager
FROM: Todd Hoffinan, Park and Recreation Director
DATE: April 28, 2014 0-
SUBJ: Spring Meeting between the City Council and Park and
Recreation Commission — 2014 Discussion Points
The Park and Recreation Commission is looking forward to meeting with the
Mayor and City Council to discuss potential future projects and acknowledge
past successes.
Potential Future Proiects
1. Athletic Field Lighting — Ball field space is in demand. Adding lights on a
ball field doubles its utility during prime time evening hours, allowing two
games to be played each evening instead of one. The 2014 CIP currently
contains $175,000 in park dedication funding for athletic field lighting.
2. Bluff Creek Drive Trail Extension — Currently the Bluff Creek Drive trail
extension terminates south of the Hwy 212 /Bluff Creek Drive bridge. A
4,100 foot extension to the trail is needed to reach the Minnesota River Bluff
Regional Trail. This project is currently scheduled in the 2015 MSA annual
road improvement program with a $500,000 park dedication fund allocation
for the trail component.
3. Pedestrian Trail to the Arboretum — A pedestrian underpass of Hwy 41 at
Hwy 5 is needed to reach the Minnesota Landscape Arboretum. Upon
entering the Arboretum property, a 6,100 foot trail is needed to reach the
main grounds. Staff is anticipating working with the Arboretum and other
partners on a late summer federal funding application for this project.
4. Bandimere Park Expansion — The City acquired two 2.5 -acre parcels in
2012. The westerly parcel is included in the Hwy 101 South improvement
project; the easterly parcel is proposed for park expansion. The 2014 CIP
contains $25,000 for expansion planning and design. A successful open
house to discuss proposed expansion plans and components was held on
Tuesday, April 22, 2014. Future additions and improvements to the park as
depicted in a concept drawing would require an estimated total investment of
$4,300,000.

The Park and Recreation Commission would like to acknowledge the City
Council for leading the efforts to complete the following projects last year.
1. Rice Marsh Lake Trail Extension — This long- awaited 3 -mile trail loop
was completed last fall through cooperating projects between the Cities of
Chanhassen and Eden Prairie. The trail opened with rave reviews and
continues to be acknowledged as one of the most beautiful trail loops in the
metropolitan region.
2. Riley Ridge Park — Riley Ridge Neighborhood Park opened in July of
2103 with the assistance of a neighborhood full of new families and adult
volunteers. Area neighbors love the new addition a neighborhood park in
their area and spent the remainder of 2013 getting to know one another
better through frequent visits to the park.
3. Hwy 101 North/Pleasant View Road Pedestrian Improvements
4. Hwy 41 /Church Road Pedestrian Improvements
In closing, the Park and Recreation Commission would like to acknowledge the
City Council leadership in kicking off the 5 -Year Neighborhood Park Picnic
Shelter initiative with the planned installation of the first three picnic shelters
later this year.
