The prices for 3 of the low hour (under 1000 hours) 2 to 3 year old machines were between $35,270.00 and $36,857.00. These prices appeared high after I was informed that with govern- ment discounts, we could purchase a new bacthoe for about $37,000.00 I adver- tised again for bids on a new backhoe and received 4 bids: Long Lake Ford at $36,494.00, Carlson's Lake State Equipment at $37,450.00, Carlson Tractor and Equipment at $38,780.00, and Ziegler, Inc. at $47,959.00. I am recommending the low bid from Long Lake Ford Tractor for a model 555C. This bid includes a 3 year parts and labor warranty. Justification for the purchase of this unit can e shown by the fact that we have spent $16,075.00 in 4 years on backhoe rental. This amount was arrived at while paying a low $25.00 per hour rate. I have received 2 quotes for the purchase of a Bobcat mounted broom to be used on sidewalks, downtown cleaning and blacktop repair areas: Lano Equipment at $3,530.00 and Minneapolis Equipment Co. at $3,995.00. I recommend the purchase of the Sweepster model LH-72 from Lano Equipment. Both companies bid the same brand and model of broom. I also received 2 quotes for purchasing a ground compactor to be used when back- filling after backhoe work, watermain breaks, etc. : Minneapolis Equipment bid a Groundpounder Model R270 at $1,625.00. Carlson Equipment bid a Wacker model BS6OY at $1,949.00. I recommend the purchase of the Groundpounder from Minneapolis Equipment. Funding for these items would come from Equipment Replacement Fund #209. There is $40,000.00 in the fund for the purchase of a backhoe and cracksealer. Street Superintendent Jerry Schlenk wants to follow up for 1 or 2 years on how well cracksealers work after some time before purchasing this equipment. The $40,000.00 plus some of the $5,800.00 left over from the purchase of the 4 vehicles earlier would be used to purchase the backhoe, broom and compactor. As noted in the attached memorandum from Shop Foreman Brose, the City has averaged over 160 hours per year of backhoe rental over the past four years . This obviously is a very important piece of equip- ment in our daily activities in dealing with drainageway improve- ments , culvert corrections and utility repairs such as watermain breaks, etc . In our traditional approach, it was felt that a used backhoe could be available at- a reasonable rate. As noted, the results of our original bidding for this item were quite surprising in that only a few thousand dollars separated the new machines from the used machines as we had specified. We were also surprised to learn that our $25 ,000 estimate for a used backhoe was con- siderably low which forced us into reprioritizing our equipment needs in line with the budget requirements. I believe that the bids that we have received in this process have been very competitive and I concur with Foreman Brose ' s recommendation that the City accept the low bid from Long Lake Ford Tractor for a new Model 555C Tractor Backhoe. As shown in the attached fund summary, the $12, 000 budget shortfall for this can bee accommodated without having to delay the crack sealer purchase due to the $30 , 600 budget surplus which exists from the Vehicle/Lawnmower/Snowblower acquisitions bid earlier in the year. I believe it is important begin a crack sealing program in the City and I therefore intent to continue to pursue this item this year. T Don Ashworth May 18 , 1989 Page 2 Acquisition of the bobcat broom and ground pounder, while minor purchases in comparison, are necessary pieces of equipment which facilitate an effective street maintenance and utility repair program. I therefore would concur in recommending that these items be authorized for acquisition as a part of this year ' s - equipment replacement fund. As summarized in the attached memorandum, the low bidder for the bobcat broom is Lano Equipment at $3 ,530 and the low bidder for the ground compactor is Minneapolis Equipment at $1,625 .
