The amount allocated for both in the referendum was $1 . 4 million. The remodel of the Fire Station is well underway and the specifications for the aerial platform truck have finally been completed. ISince March 22 , 1988, the aerial platform truck committee made of volunteers from the Fire Department, has worked in excess of 700 I unpaid man hours in the development of these specifications and bid sheet. Since March 22 , 1988 , the committee members have tra- velled to Florida, Pennsylvania, Wisconsin and Virgina to view I aerial platform truck manufacturing facilities. In addition, they have visited the cities of Maple Grove; Anoka; Hudson, Wisconsin; and St. Paul to gather information on existing aerial platform vehicles in use. All this has been at no expense to the I City of Chanhassen. As you can see from the attached document, it was no small task to gather, compile and edit the information necessary to come up with proper specifications for such a large I item. RECOMMENDATION 1 The specification process is now complete to include review by this office and the City Attorney ' s office. With Council ' s approval, we anticipate opening the bids on February 13 , 1989 at I 4 : 00 p.m. After the bid sheets are tabulated, then we will bring them back to the Council on February 27 , 1989 . I have requested that Fire Inspector Mark Littfin and Fire Chief Dale Gregory be I present at the Council meeting to help in answering any specific questions the Council may have concerning this equipment. In the interest of their time, I would ask that if this item is removed from the consent agenda, that it be dealt with first thing after 1 the consent agenda approval . Any bids deemed as taking total exception to these specifications shall result in immediate rejection of the bid. Bid Security Each bid shall be accompanied by a Bid Bond, Certified Check, or Cashier's Check in an amount of not less than five percent (5%) of the total bid amount. Bid Security shall be furnished by the company that will manufacture the apparatus proposed. Bid Securities by salesmen or agents of the manufacturer are not acceptable. Bids must remain firm for a period of thirty (30) days. Should the successful Bidder refuse to honor his bid in any way, the Bid Security shall be forfeited to the City as liquidated damages, not as a penalty. Performance Bond The successful Bidder shall be required to submit a Performance Bond in the amount of 100% of the total bid award. Such Bond shall be provided within ten (10) days after receiving written notice of award of contract. Information Required with Bid Each Bidder shall provide with his bid: a. These General Instructions, Requirements, and Specifications sheets as a part of the Bidder's bid proposal. All questions and fill-in blanks MUST be filled out completely. FAILURE TO DO SO SHALL CAUSE IMMEDIATE REJECTION OF THE PROPOSAL AT TIME OF OPENING. b. A set of "Manufacturer's Specifications" consisting of a detailed description of the apparatus and equipment proposed and to which the apparatus furnished under contract MUST CONFORM. The "Manufacturer's Specifications" SHALL BE TYPED IN THE SAME SEQUENCE AS THESE SPECIFICATIONS for ease of checking compliance to same. These specifications shall indicate size, type, model, and make of all parts, components, and equipment. c. A list of exceptions to the City's specifications, under the following rules: The following chassis, aerial, fire pump, water tank, and body specifications shall be strictly adhered to. Exceptions shall only be allowed if they are equal or superior to that specified, in the sole opinion of the City, and provided they are listed and fully explained on a separate page entitled: "EXCEPTIONS TO - 4 - i , • ' SPECIFICATIONS". The Bidder's exception list shall refer to the City's specifications by page and paragraph to prevent misinterpretation. All exceptions not taken shall be assumed by the City to be included in the Bidder's proposal, and the Bidder shall conform to the City's specifications, regardless of cost to the Bidder. ' PROPOSALS TAKING "TOTAL EXCEPTION" TO THE CITY'S SPECIFICATIONS SHALL NOT BE ACCEPTED. ' d. The total purchase price of the complete apparatus, equipped as per this specifications. Discounts for chassis progress payments, etc. must be shown at the time of the bid. e. The delivery of the apparatus in calendar days from time ' of contract acceptance. f. The length of time from bid opening that the Bidder's price is valid. IMPORTANT NOTE: ' Any Bidder who does not understand any portion of the specifications and/or requirements, or who wishes to present a question on the same, shall do so in writing to the City. Verbal answers shall not be binding. Intent of Specifications ' It is the intent of these specifications to cover the furnishing and delivery to the City of a complete aerial fire apparatus equipped as hereinafter specified. With a view to obtaining the ' best results and the most acceptable apparatus for service in the Fire Department, these specifications cover only the general requirements as to the type of construction- and tests to which the apparatus must conform, together with certain details as to finish, equipment, and appliances with which the successful Bidder must conform. Minor details of construction and materials where not otherwise specified are left to the discretion of the ' manufacturer, who shall be solely responsible for the design and construction of all features. The apparatus shall conform to the requirements of Pamphlet 1901 of N.F.P.A. for motor fire apparatus, latest edition, except where otherwise noted in these specifications. Bids shall only be considered from manufacturers who have an established reputation in the field of fire apparatus construction. Each Bidder shall furnish satisfactory evidence of his ability to construct the apparatus specified, and shall state the location of the factory where the apparatus is to be built. He shall also show he is in a position to render prompt service and to furnish - 5 - replacement parts for said apparatus. No bid shall be considered from a firm which has not been continuously engaged in the manufacture of aerial fire apparatus for a period of at least five (5) years. i At least ' fifteen (15) similar units must have been sold and delivered of the type described herein. The apparatus body and the aerial device MUST be manufactured in the United States of America. Quality and Workmanship The design of the apparatus must embody the latest approved automotive engineering practices. The workmanship must be of the highest quality in its respective ' field. Special consideration shall be given to the following points: accessibility of the various components which require periodic maintenance operations; ease of operation, driving, fire pump and aerial operations; and symmetrical proportions. Construction must be rugged, and ample safety factors must be provided to carry loads as specified and to meet both on and off road requirements and speed conditions as set forth under "Performance Tests and Requirements". Welding shall not be employed in the assembly of the apparatus in a manner that will prevent the ready removal of any component part for service and/or repair. General Construction - The complete apparatus, assemblies, subassemblies, component parts, etc. , shall be designed and constructed with the due consideration to the nature and distribution of the load to be sustained and to the general character of the service to which the apparatus is to be subjected when placed in service. All parts of the apparatus shall be designed with a factor of safety which is equal to or greater than that which is considered standard and acceptable for this class of equipment in firefighting service. All parts of the apparatus shall be strong enough to withstand general service under full load. The apparatus shall be so designed that the various parts are readily accessible for lubrication, inspection, adjustment and repair. Bidder's specifications must meet minimum requirements of N.F.P.A. Pamphlet #1901; Underwriters Laboratories, Inc. ; and all State and Federal Department of Transportation vehicle regulations at time of sale of unit. - 6 - ' The apparatus shall be designed and constructed, and the equipment so mounted, with due consideration to distribution of ' the load between front and rear axles that all specified equipment, including a full complement of specified ground ladders, full water tank, loose equipment, and firefighters shall be carried without overloading or injuring the apparatus. The aerial ladder shall be designed as a modular component of the apparatus. The aerial ladder, its support structure, and outrigger system shall be designed to comprise an integrated assembly, removable from the carrier vehicle as a single self- supporting unit. The design shall facilitate repair, modifications, or replacement of the aerial device, apparatus ' body, or chassis individually, as required by wear from use, obsolescence, or for purposes of refurbishment. ' Criteria and Code Conformance The aerial ladder shall be designed to conform to the intent of ' ANSI/NFPA 1901 Standard For Automotive Fire Apparatus. The following additional design criteria shall be applicable to this specification to the extent specified herein: American Society for Testing and Materials (ASTM) A-36 Specification for Structural Steel Society of Automotive Engineers, Inc. , (SAE) SAE Handbook 11 American Welding Society (AWS) AWS014.4-77 Classification and Application of Welded Joints for Machinery and Equipment ' American Society of Non-Destructive Testing (ASNT) ASNT Guidelines; Procedure SNT-TC-1A. - II The aerial device shall be designed, fabricated, and tested in accordance with these codes and specifications. Engineering Drawings An approximate scale drawing of the proposed apparatus shall be ,' submitted with each bid. The scaled drawing submitted with the bid shall include the following: A. Overall height to top of aerial device from ground B. Sizes of all compartments, width, height, and depth ' C. Overhang front and rear D. Wheelbase, overall length, and overall width of apparatus - 7 - II Drawing must show, but not be limited to, such items as the chassis being utilized, lights, horns, sirens, pump panels, all compartment locations and dimensions, etc. In actuality, this blueprint shall be a visual interpretation of the unit as it is to be supplied. A blueprint must be approved by the City prior to any metal being , sheared or cut for the unit. The City, the Manufacturer's Representative and the Apparatus Manufacturer shall each have a copy of this blueprint. This blueprint shall then become a part of the total contract. Pre-Construction Conference A pre-construction conference shall be conducted at the manufacturer's factory prior to any metal being cut. All travel, meal and lodging expenses for up to five (5) Fire Department personnel shall be the responsibility of the successful Bidder. Inspection Trips Two (2) inspection trips for four (4) people shall be made to the facility where construction of the apparatus is to be completed. The first shall be made upon completion of the chassis and aerial device. The second shall be made upon final completion of the finished apparatus, prior to delivery. All travel, meal, and lodging expenses shall be the responsibility of the successful Bidder. Apparatus Weight Weight distribution shall be in accordance with the recommendations of the National Fire Protection Association (NRPA) . The apparatus shall comply with all applicable requirements of the Federal Motor Vehicle Safety Standards in effect at the time the contract is awarded,- The apparatus shall have a certified Gross Vehicle Weight Rating sticker applied to the vehicle to assure the apparatus conforms to all laws pertaining to weight carrying capacity of the vehicle. Apparatus Dimensions ' The apparatus shall not exceed the following maximum dimensions: Overall Height: 12 feet 6 inches Overall Length: 48 feet 6 inches Overall Width: 102 inches APPARATUS WHICH EXCEED THESE MAXIMUM DIMENSIONS SHALL BE REJECTED. - 8 - ' Warranty ' The following warranties and warranty periods shall be considered as the MINIMUM acceptable to the City: a. Chassis One Year b. Chassis Frame Rails Lifetime Parts and Labor c. Diesel Engine Five Years Parts and Labor d. Transmission Three Years Parts and Labor ' e. Aerial Device f. Fire Pump Five Years Parts and Labor One Year g. Fire Pump Panel Gauges Three Years h. Water Tank Lifetime ' i. Apparatus Body Five Year Parts and Labor The Bidder shall provide detailed warranty information with his ' proposal. The warranties shall be printed on the manufacturer's form. Any bid received with a dealer's or agent's warranty shall cause immediate rejection of the proposal. The Bidder shall ' state the warranty term offered for the above major components of the apparatus. This warranty shall not apply to: a. Normal maintenance services or adjustments. b. Any vehicle which shall have been repaired or altered outside of the manufacturer's factory in any way so as, in the manufacturer's judgment, to affect its stability, nor which has been subject to misuse, negligence, or ' accident, nor to any vehicle made by the manufacturer which shall have been operated at a speed exceeding the manufacturer's rated speed, or loaded beyond the ' manufacturer's rated capacity. c. Associated equipment furnished with the chassis, signaling devices, generators, batteries, or other trade accessories, inasmuch as they are warranted separately by their respective manufacturers. I This warranty shall be in lieu of all other warranties, expressed or implied, all other representations to the original Purchaser, and all other obligations or liabilities, including liability for ' incidental or consequential damage on the part of the Bidder. The City shall neither assume any other warranty or liability on the Bidder's behalf unless made or assumed in writing by the Bidder. 1 Delivery Responsibility ' Delivery of the apparatus shall be completed within 360 calendar days after the award of contract. All pricing shall be net and shall include delivery of new apparatus per City's instructions; all transportation and delivery charges prepaid to the City. - 9 - 1 1 Delivery shall be made by the manufacturer's representative, who shall employ a factory trained and certified delivery engineer who shall drive the truck to the in-service location and remain in town for at least three (3) days to train the members of the Fire Department in the use and maintenance of the vehicle. In addition, the manufacturer shall provide a factory trained and certified delivery engineer to conduct an on-site preventative maintenance and operational training program on the aerial device. The Fire Chief may waive any days of training at his discretion. ' Performance Tests and Requirements A road test shall be conducted with the apparatus fully loaded ' and a continuous run of ten (10) miles shall be made under all driving conditions, during which time the apparatus shall show no loss of power or overheating. The transmission drive shaft or shafts, and rear axles shall run quietly and be free from abnormal vibration or noise throughout the operating range of the apparatus. The apparatus, when loaded, shall have not less than 25% nor more than 45% of the weight on the front axle, and not less than 55% nor more than 75% on the rear axle. The successful Bidder shall furnish a weight certificate showing weight on the front axle, rear axle, and total weight for the completed apparatus, including a full water tank, at time of delivery. The apparatus shall meet the following requirements: , A. The apparatus must be capable of accelerating to 35 MPH from a standing start within 30 seconds on a level concrete highway without exceeding the maximum governed speed of the engine. B. The service brakes shall be capable of stopping the fully loaded vehicle in 30 feet at a speed of 20 MPH on a level concrete highway. C. The apparatus, fully loaded, shall be capable of obtaining a speed of 55 MPH on a level concrete highway with the engine not exceeding its full load governed RPM. D. The apparatus shall be tested and approved by Underwriters Laboratories, Inc. in accordance with their standard practices for pumping engines. ' E. The Manufacturer shall furnish copies of the Pump Manufacturer's Certification of Hydrostatic Test, third party aerial testing certification, the engine manufacturer's current Certified Brake Horsepower curve, and the Manufacturer's Record of Pumper Construction Details when delivered. ' - 10 - ' The Bidder, at his expense, shall have Underwriters Laboratories, Inc. conduct the tests required under "Certification of Fire ' Department Pumper", Subject 822 , dated May, 1966, or latest. A certificate of compliance with these tests shall be forwarded to the City. Failure to Meet Tests In the event the apparatus fails to meet the test requirements of ' these specifications on the first trials, second trials may be made at the option of the Bidder within 30 days of the date of the first trials. Such trials shall be final and conclusive, and failure to comply with these requirements shall be cause for ' rejection. Failure to comply with changes as the City may consider necessary to conform to any clause of the specifications within 30 days after notice is given to the Bidder of such ' changes shall also be cause for the rejection of the apparatus. Service Center and Parts Depot Each Bidder must be able to display that they have in recent times and are currently maintaining an established service center and parts depot capable of satisfying the warranty service requirements and part requirements for the model and quantity of vehicles bid. Service Center must have supplied parts to at least ten (10) fire departments and serviced at least twenty (20) fire trucks within the past year. The Bidder must be willing, ' upon request, to submit a current parts price list covering all parts for the model of apparatus bid. ' The Bidder must state the location of an authorized service center, with a staff of factory-trained mechanics, well versed in all aspects of service for all major components, of the apparatus t within a reasonable distance of the City. In addition, the successful Bidder must maintain a separate service facility at the manufacturing site, in order to satisfy- the need for possible major emergency service work. ' Local Representation ' In order to assure the City that prompt, knowledgeable, professional representation is made on behalf of the manufacturer, the manufacturer must maintain a representative within a reasonable distance from the City. This representative must be competent and knowledgeable with respect to the sale and service of fire apparatus and emergency vehicles. The representative must make available factory trained mechanics who ' are completely trained in the servicing and maintenance of the product offered and must be equipped to offer prompt service on the product in the City's in-service location. These mechanics must hold current and valid certifications from the manufacturer. - 11 - I Technical Evaluation Technical evaluation shall be based upon the ability of the Bidder to meet or exceed the minimum requirements set forth in the specifications during the expected life of the apparatus bid. Estimates concerning the ability of the fire apparatus to perform accordingly shall be made by the City. 1 a. Quality of workmanship, materials, and components used in construction of fire apparatus. b. Functional design of fire apparatus. c. Warranties. d. Any other factors the City deems to be relevant. Liability/Insurance The Bidder, if his bid is accepted, shall indemnify, defend, and hold harmless the City from any and all claims, suits, and legal proceedings of any kind or nature, and assume all liability for the use of any patented process, device or article forming a part of the apparatus or any equipment furnished under the contract. The bidder shall supply a signed affidavit (Certificate of Insurance) certifying that the manufacturer of the aerial device I is providing combined coverage of bodily injury and property damage of two million dollars ($2, 000, 000. 00) maximum, within ten (10) days of notification of the award of the contract. Payment Terms . The City agrees to purchase and pay cash for the apparatus and miscellaneous equipment pursuant to the following terms and conditions. All prices shall be less any taxes. Each unit shall be paid for in total upon delivery of the apparatus to the Fire Department and acceptance by the City Council. Delivery shall be defined as the point in time when the City assumes physical possession of the apparatus. An invoice shall be presented to the City on or before this date. The apparatus, without exception shall not be placed "in fire service" prior to full payment of apparatus. The apparatus quoted shall be warranted to be free from defects in material and workmanship under normal use and service in accordance with the warranty terms and conditions as previously set forth. All discrepancies discovered during delivery engineer training and apparatus testing shall be covered under the manufacturer's warranties. NO EXCEPTION TO THIS SHALL BE CONSIDERED. ' The Bidder shall indicate the total contract price for apparatus specified in words and dollar figures. ' - 12 - I Progress Payments The City shall consider progress payments provided that the following format is followed in proposing the payment to the City: ' a. Chassis Progress Payment - The City shall provide a cash payment in an amount equal to the value of the fire apparatus chassis at the time of receipt of the chassis at the aerial ' and body manufacturer's facility. The amount of the payment shall be documented on the Proposal Form, as well as the total deduction the Bidder proposes from the grand total of the bid. b. Aerial Progress Payment - City shall provide a cash payment in an amount equal to the value of the aerial device thirty ' (30) calendar days after receipt of fire chassis at the manufacturer's facility. The amount of the payment shall be documented on the Proposal Form, as well as the total ' deduction the Bidder proposes from the grand total of the bid. An invoice shall be presented to the City at least thirty (30) ' calendar days prior to the expected receipt of payment by the Bidder. ' Addenda and Interpretations No interpretation of the meaning of the specifications or other contract documents shall be made to any Bidder verbally. Every ' request for such interpretation shall be in writing and addressed to the City, and must be received at least ten (10) days prior to the date fixed for the opening of the bids to be given ' consideration. Any and all such interpretations and any supplemental instructions shall be in the form of written addenda to the specifications which, if issued, shall be mailed by certified mail to all prospective Bidders not later than five (5) ' days prior to the date fixed for the opening of bids. Failure of any Bidder to receive any such addendum or interpretation shall not relieve any Bidder from any obligation under his bid as ' submitted. All addenda so issued shall become a part of the contract documents. "Or Approved Equal" Clause The mention in the specifications of apparatus, equipment or material by brand name or by such specified description of same as is hereby made, is intended to convey to the Bidder's understanding, the degree of excellence required. Any article, equipment, or material which shall conform to the standards and excellence so established, and is of equal merit, strength, durability and appearance to perform the desired function, is deemed eligible for offer as a substitute. The qualifications of the offering shall be judged as to their conformance with these - 13 - specifications. Any equipment offered other than herein specified shall be subject to a competitive demonstration and evaluation by the using department. Such demonstration to be provided on request within ten (10) working days after the receipt of bids. The result of that demonstration and evaluation shall be of prime importance in the recommendation to the governing body for the final contract award. ' Liquidated Damages If the vehicle is delivered after Bidder's specified delivery , date, liquidated damages shall be applied to the Bidder at the rate of One Hundred Dollars ($100. 00) each calendar day the vehicle is late. The City understands and accepts that delivery is contingent upon delays or failure to deliver caused by or resulting from fires, strikes, labor trouble, accident, or by any other cause which is unavoidable or beyond the control of the Bidder. • 1 1 I I - 14 - 11 User's Litt ' The Bidder shall provide the Name, Address, and Telephone Number of at least fifteen (15) similar units that have been manufactured and delivered to Fire Departments in the United States. The piping from the pump to the rear of the vehicle shall be 5" minimum heavy duty galvanized pipe. IIThe pipe shall connect to the turntable waterway swivel and shall also extend through the rear panel of the vehicle and terminate in (NST) thread with a 4" Storz thread and cap with chain II above the rear step and be centered between the rear tow eyes. This connection will serve as the rear waterway inlet. Intake shall have a 30 degree angle. II - A 4" 1/4 turn to 5" 1/4 turn Stortz adapter shall provided . - 2 - 1 1/2" , 1 - 2 1/2" crosslays with 200' capacity recessed in front of the pump panel with rollers both vertical and horizontal . All discharge and intakes shall have 30 degree angles. II - Each crosslay section shall be separated with an aluminum divider. The crosslav floor shall be provided with slatted oak hardwood flooring . Each crosslay section shall be equipped with a 1 1/2" 90 degree discharge elbow ( for 1 1/2" hose ) or a 2 1/2" , 90 degree II elbow ( for the 2 1/2" hose) to permit the use of a preconnected hose from either side of the apparatus without kinking or restricting water flow. It shall consist of an 800 minimum pound payload platform , three steel ladder sections, a steel turntable, torque box and outriggers. It is also the intent of the purchaser to secure a fire service proven piece of apparatus which is manufactured in the U.S.A. It is not the dintent of the purchaser to deviate from this requirement. Therefore, platforms attached to booms , whether solid or lattice, or articulating arms will not be con- sidered as meeting these specifications or the intent of these speci- fications. YES NO HYDRAULIC SYSTEM ' The hydraulic system shall be used to power all outrigger and ladder functions with manual direct control stations provided for each system. A piston pump shall be provided and bolted directly to the PTO. The pump shall be capable of oil flows of 42 gpm at up to 2500 psi . YES NO A sufficient quantity hydraulic oil reservoir shall be provided to supply the needs of the hydraulic system. The filter shall have a bypass circuit protected by a 50 psi check valve shall be installed around the Pressure filter . A gauge showing clean , dirty and bypass shall be provided . The filter shall be easily accessible for maintenance. The pressure line filter is required even if a suction line filter is pro- vided in the reservoir due to its inability to trap contaminates entering the system. The incoming flow shall be filtered by means of a return line filter installed on the lid of the reservoir. This filter shall have a absolute rating of 10 microns. A filter condition gauge shall be provided . The oil reservoir shall have a dip stick to indicate hydraulic oil level . The tank fill shall be provided with a strainer screen and vent cap. An air to oil hydraulic cooler shall be installed in the hydraulic system to maintain proper hydraulic oil temperatures for maximum efficiency. YES NO All steel tubing and rubber covered steel braided hydraulic hoses uti- lized shall have a minimum brust pressure rating of 10,000 psi . Hoses and tubing shall be property sized to minimize heat build up during extended periods of operation or cause flow restrictions. YES NO A system relief valve as well as individual circuit relief valves shall be provided to prevent damage to any function or circuit . All hydraulic oil put into the system by the manufacturer shall be filtered to three microns before being put into the system. One emergency hydraulic pump shall be parallel plumbed into the hydraulic system and be electrically driven from the chassis batteries. The emergency pump system shall be capable of limited functions of the ladder and outriggers to stow the unit. The pumps shall be controlled from both the right and left outriggers and turntable control stations with spring loaded monentary contact switches. The emergency pumps shall be protected from over heating with thermal circuit breakers. Each main supply line attached directly to the hydraulic oil reser- voir. A shutoff valve for each line shall be provided . Suitable check valves shall be incorporated on the pressure side of both pumps to ensure that one will continue to operate the ladder in the event the other fails. YES NO -31- 1 I SPECIFICATIONS 100' AERIAL TOWER BIDDER COMPLIES ENGINE FAST IDLE ACTUATOR The fast idle actuator shall be used to raise the enaine RPM to a pre- 111 set level for proper aerial operation . The fast idle switches shall be located at the right outrigger control station , the turntable control console and the platform control console. The fast idle system shall include a pressure protection valve to prevent the ' disabling of the chassis air system in the event of actuator failure. For the safety of personnel and equipment, the fast idle system shall not activate unless the transission is in neutral or drive if the fire pump is engaged . No exceptions shall be acceptable to this system. ' ENGINE START BUTTON YES NO An enaine start button shall be provided at the turntable control con- sole. A neutral safety wiring system shall be used to ensure the circuit is broken whenever the vehicle transmission is in drive and not in pump. YES NO TORQUE BOX A torque box shall be provided to transfer all aerial loads and torque into the four outriggers thus preventing the loads from being trans- ferred to the chassis. YES NO OUTRIGGERS Four double box beam type out and down outriggers shall be provided . ' The side to side spread of the outriggers shall be 18' from centerline of the vertical jack cylinders. Exceptions noted . Each jack cylinder shall have a 5" bore, a 3 3/4" rod and a 21" stroke. The jack cylinders shall be equipped with integral (one the cylinder ) holding valves which will hold the jack cylinder in either the stowed position or the deployed position should a hydraulic line ' be severed at any point within the hydraulic system. This diverter valve will allow for total operation of the aerial device from both the turntable control station and outrigger control station , even if total electrical failure occurs. Both cylinders shall be completely independent of the cable extension retraction system for the fly section . Thus eliminating the need to disturb the cable system should cylinder maintenance be required . The dual cable system shall utilize two 1/2" extensions and two 3/9" retraction cables routed via two pulley sets located on the forward and rear ends of the mid section from the front end of the base sec- tion to the rear end of the fly section . A factor of safety based on breaking strength of the cables of seven to one ( 7: 1 ) shall be provided . Note exceptions. YES NO LADDER SLIDE MECHANISM Oil impregnated nylon slide pads shall be used between the telescoping ladder sections. YES NO -37- ' SPECIFICATIONS TOWER 144 AERIAL OWE BIDDER COMPLIES ' PLATFORM CONSTRUCTION The platform framework shall be constructed from extruded square alu- minum tubing to keep the platform as light yet as strong as possible. The platform shall be 3' x 5 ' ( 15 square feet ) inside the guard rails. An additional 8" reinforced step shall be provided outside the guard rails on the front and along the two sides of the platform. A guard rail with a minimum height of 42" shall be provided around the entire platform constructed so that no opening greater than 24" square exists below the top rail . Additionally, a 4" kick plate shall extend con- tinuously around the base of the platform. The floor of the platform shall be constructed of extruded aluminum I-beam grating to allow water drainage. Collapsible gates are not acceptable due to the danger of hand injury . Continuous ladder contact between the platform and ladder shall be maintained by attaching a sliding auxiliary ladder ' section to the platform that will follow the platform as it moves away from the ladder during use. Handrails must be provided between the ladder fly section and the platform that automatically position themselves for maximum protection for transfer to or from the platform no matter what the ladder angle of elevation . ' PLATFORM LEVELING SYSTEM YES NO ' A platform leveling system shall be provided and so designed that the platform together with its rated payload can be supported and main- tained level in relation to the turntable regardless of the elevation ' of the ladder. The leveling of the platform shall be accomplished by the following two systems working together: 1 . Master/Slave Cylinders - A dual master/slave hydraulic cylinder system shall be provided with each side capable of maintaining the platform level . Two pressure regulators with pressure gauges, one mounted on the air tanks at the base section console and one mounted in the platform near the outlet manifold air filter and a two outlet manifold in the platform to accommodate quick disconnect fittings shall be provided . A fifty ( 50) foot refill hose shall be provided as loose equipment with this system for ' recharging the air cylinders. The breathing air system shall be "prepiped" from the turntable to the platform and to the turntable operator' s control station . Two separate air cylinders allow the second cylinder to be opened when and if the first cylinder is fully ' discharged . Air from the cylinders shall be routed through the lower regulator to be reduced from cylinder pressure to airline pressure and then travels up and through the ladder tower sections. At the ' platform. the air is passed through a filter and then through the upper regulator to be further reduced from line pressure to air mask pressure. Three quick disconnects shall be located in the platform. YES NO ELECTRIC AIR AND HYDRAULIC ROUTING SYSTEM All lines to the platform shall be totally enclosed and protected from the turntable to the platform. All lines shall be routed through the base section side rails and then through flexible aluminum conduits ' that travel under and over the mid section and end at the base of the fly section . All lines shall then pass through the fly section side rails to the platform. This system is required to reduce the maintenance problems associated with slip tubes and sheave wheels. Units that route the lines through slip tubes or over sheave wheels shall not be accep- table. YES NO MANUFACTURERS PROOF LOAD TEST PRIOR TO DELIVERY To ensure structural integrity and increased service life, a proof load test as described below shall be conducted on the aerial device prior to delivery of the finished unit. This test is necessary to verify the ladder' s ability to withstand the weight, ice and wind loads specified . Also, the test shall serve to reduce the effects of ' long term fatigue on the structure. First, the ladder shall be placed at zero degrees off the rear of the vehicle at full extension , and the distance from the platform to the ground shall be verified . With the ladder at zero degrees off the rear of the vehicle. a load repre- senting 68% of the ultimate design condition shall be suspended from the base section , mid section , and platform. The exact loading points shall be measured in inches from the pivot pin of the base section , they are 150, 430, and 1087. 5 inches. The amount of load at each sta- tion shall be based on the square inch surface area of each ladder section . Since the ultimate design condition has been established at 11 . 1 million inch pounds, the proof load must create a force of 7.6 ' million inch pounds to equal a 68% overall loading . Using the ratio of square surface area to divide a load that would generate 7.6 million inch pounds at the base the following minimum per station loads are established . Evidence of damage or permanent bending shall ' mean immediate rejection of the entire apparatus . The delivery engineer shall train the fire department personnel on the proper use and maintenance of the entire apparatus for a minimum of three days. The following tests shall be conducted : - Non-destructive testing methods shall be incorporated into the inspection to detect defects and improperly secured parts. 1 . Magnetic particle inspection shall be conducted to assure the integrity of the weldments and also detect any flaws or weaknesses. 2. Ultrasonic inspection shall be used to detect any flaws in pins, bolts and other critical mounting components. - Functional tests, load tests, stability tests and visual structural examination shall be performed . These tests shall determine any unusual deflection , vibration or instability characteristic of the unit. Upon completion of the preceding inspections, the independent testing company shall issue a Certificate of Inspection indicating that all specified standards have been satisfied . Aerial manufacturers not utilizing third party, independent testing companies shall not be acceptable. The unit shall be properly positioned on its outriggers for all the tests to be performed . 11-47- I SPECIFICATIONS 100 ' AERIAL TOWER BIDDER COMPLIES TESTS (CONTD. ) 1 . 1 - 1/2: 1 DYNAMIC STABILITY AND LIFT TEST - A test of the apparatus shall be performed that the platform and ladder sections are so designed and powered to support a load representing 150% of the manufacturer ' s rated payload capacity at maximum horizontal reach. Since this is a dynamic test, the load must be raised , lowered and rotated without evidence of instability. Specifically, 1200 pounds with the ladder fully extended at zero degrees will be rotated 360 degrees and then moved through all motions. YES NO 2. A test of the apparatus shall be performed to raise the platform from a bedded position extended to full height and rotated through ' a 90 degree turn smoothly and without undue vibration in not over 150 seconds.
