I SUBJ: Final Plat Approval, Minnewashta Highlands (Formerly
Known as Schwaba-Winchell)
1 The preliminary plat for Minnewashta Highlands was approved by
the City Council on April 11, 1988 subject to the following con-
1 ditions:
1 . The applicant shall enter into a development contract with
the City and provide the City with the necessary financial
Isureties .
2 . The applicant shall apply for and obtain permits from the
I watershed district, DNR and other appropriate regulatory
agencies and comply with their conditions of approval.
I3 . Construction on Lake Minnewashta Parkway shall be prohibited.
4 . Lots that are required to share a singular sanitary sewer
service will be required to provide a 6-inch cleanout on
I each branch of the service located between the house and the
wye (refer to Attachment #2) .
5 . Lots required to share a singular water stub will be required dl 1 to provide a curb at the wye and on each branch of the wye _
(refer to Attachment #3 ) . /
I6 . An acceptable grading plan shall be provided by the develoct per
ti for the correive si z distance grading of Lots 4 and 5
prior to the issuance of building permits .
1 A 15-inch diameter culvert will be required underneath the
northerly proposed driveway.
1 8 . A grading, drainage and erosion control plan for each lot
will be required as part of the building permit application

9 . All private accesses shall be served by the internal cul-de-
sac. No private accesses shall be allowed onto Minnewashta
Parkway. '
10 . The accessory building on Lot 3 shall be removed.
11 . Landscaping feasibility plans be worked out by staff and if I
possible be returned to the City Council with the final plat.
The conditions of the preliminary plat approval should be con-
tained in the development contract. The last item on landscaping
feasibility to screen adjacent properties has not been submitted.
The intent was to provide a screen between these homes and the
existing homes. There was a concern whether pines would provide
a screen due to the slope of the land. Staff feels plantings
along the perimeter would provide a screen. Also mentioned at
the Council meeting was the possibility of berms on the east side
of the subdivision. The berm does not appear to be a workable
alternative due to the slope of the land. It is recommended that
pines be planted near the top of the slope for every 40 ft. of the
rear perimeter of the subdivision. The pines should be clustered
and be no smaller than 6 ft. in height. Plantings should occur
after final grading and before completion of public improvements
and before issuance of building permits .
RECOMMENDATION
Staff recommends City Council approve the final plat for
Minnewashta Highlands subject to the following conditions being
included in the development contract: '
1 . The applicant shall enter into a development contract with
the City and provide the City with the necessary financial
sureties.
2 . The applicant shall apply for and obtain permits from the
watershed district, DNR and other appropriate regulatory
agencies and comply with their conditions of approval .
