I . 1988 Audit Documents: The City Council previously received
1 a copy of the "1988 Financial Audit" , "Management Report" , and
"Compliance Audit" . Bob Voto of Voto, Tautges , Redpath & Co.
will be present to discuss these documents. I have asked Bob
Ito keep his remarks as short as possible. If you are unable
to find your copies of any of the above documents, please
feel free to call me and we will deliver a new set for you.
III. Position Classification Plan: This is typically a consent
agenda item. This office is responsible for updating all
positions within the plan and to submit a copy of the updated
I report to the City Council each year. That work function was
completed in January and is a part of the attached plan docu-
ment. Pursuant to the plan, goals were prepared for each of
I the operating departments. I had hoped that a discussion of
these between staff members and Council could occur either
through a retreat or as a part of a worksession ( this
meeting) accepting the udpated Position Classification Plan.
I We have been unable to establish a retreat date and conflicts
between Karen Olsen ' s calendar and the City Council ' s have
continued to postpone this meeting. Hopefully, we will still
I be in a position to accomplish that feedback on the goals
program.
As noted above, Karen Olsen of Labor Relations Associates
I will be present Monday evening. Ms. Olsen was retained in
1988 to complete an analysis of all City positions and to
insure that the City was in compliance with the State' s
I comparable worth statutes . A part of that process included,
again, updating all positions and having Ms . Olsen compare

all of our positions to those of all cities within the metro- '
politan area. [Note: A multi-city study was completed this
past year involving literally every metropolitan city in con-
formance
with the comparable worth statute. ] The analysis
excludes Minneapolis and St. Paul. The analysis was
completed, again, as a result of state legislation which
forced all cities, large and small, to analyze the work
responsibilities associated with each position and to
establish a point value for that position in comparison to
all other positions within each city. The report prepared
by Labor Relations Associates is included as Attachment 2.
From a state standpoint, the primary proof as to a city' s
compliance lies in the preparation of a scattergram showing
the relationship of all positions within the city and in
comparison to each other. That document is also included
in Attachment 2 .
Personnel Policy Update: Given the size of the Position
Classification Plan and supporting documents as well as other
documents going out Friday, it was not possible to include that
document in this packet. The Council can anticipate this item on
a future agenda.

The Planning Commission went over a list of goals for the
Commission and Planning Staff regarding this year 1989 .
I
Essentially, this list is a "to do" list. When this was pre-
sented to the Planning Commission, we discussed setting priori-
ties on the items and it was the Planning Commission' s feeling I
that they would like input from City Council relative to the
items on the list and what priorities should be taken with
accomplishing the list.
A. Comprehensive Plan Issues: I
The first priority should be to complete the update. I met with
I
Mark Koegler and we have a tentative schedule established for
completing the Comprehensive Plan update which would bring the
draft to the Planning Commission in May for their consideration.
That schedule does not anticipate further expansion of the Comp
I
Plan issues beyond the 2000 MUSA line designation. As you are
aware, we have had inquiries for expansion of the MUSA line, spe-
cifically along Hwy. 5 . At this time under the Comprehensive
I
Plan, there is no guidance provided as to the types of land use
that should occur outside the year 2000 MUSA line boundary. I
believe it would be in the city' s best interest to evaluate what
I
types of land use designations would be appropriate beyond the
year 2000 and specifically for the A2 Districts lying south and
east of the present developed portions of the city. This will
I
involve a major amendment to the Comprehensive Plan and may be
appropriate to roll into the present update which is progress at
this time.
B. Zoning Code Amendments : I
Some of these are in process at the present time, some are new II items that have been identified. Briefly:
1 . Contractor ' s yards - the Planning Commission will be
authorizing public hearing on the amendment for contractor ' s

yards to delete those from the A2 District at its next
meeting.
' 2 . Update the Zoning Map - This needs to be done to reflect
zoning changes that have occurred since the zoning map was
previously drawn.
3 . The Blending Ordinance - I have not been able to research
this yet. My understanding is that it is intended to provide
' guidance to future developments occurring next to low density
residential projects.
4. Rezoning of BF District to A2 - My understanding is this has
' been talked about off and on for quite some time. I would
recommend the rezoning be held off until we have completed
the update to the Comprehensive Plan and then do the rezoning
if appropriate pursuant to the updated Comp Plan.
5 . Convenience Store Moratorium - I am preparing an analysis on
the convenience stores hopefully for initial review by the
' Planning Commission at their next regular meeting. Following
review by the Planning Commission, the item will be forwarded
to City Council for possible changes to the zoning code rela-
tive to convenience stores and to gas stations.
6 . Sign Ordinance - This is another item that I have not been
' able to do the research on yet and determine what needs to
taKe place.
7 . Update the Zoning Code - I have added this item to the list
' and the intent is to go through the Zoning Code and do some
general updates, eliminate some of the conflicts and restruc-
ture to make it clearer.
' 8 . Trash and Recyclable Users - This was brought up as a result
of the Admiral Waste Conditional Use Permit question of
' extending their permit. The Planning Commission has asked
where should this type of user be located within the City of
Chanhassen and has asked staff to do an analysis . This would
be addressed in the Comprehensive Plan update.
9 . Wetland Violations - There has been interest from Planning
Comission and City Council members to add a section to the
' Wetland Ordinance which specifically addresses how violations
to the wetland ordinance would be handled.
10 . Tree Ordinance Review - There is an interest to tighten up
the regulations covering tree removal as well as screening
requirements and how those are applied to specific site
plans.

11. Rezoning 21 Acres Lots the RR District - The intent is to '
rezone those areas to include some of the agricultural uses
from these areas that have been subdivided in the rural resi-
dential areas. '
12 . Noise Ordinance - I have not been able to research this
issue. ,
13 . Storage - There has been some concern with the type of
storage that has been allowed in certain districts within the
City.
14. Front Yard Fencing - This is a new issue and is a concern
about what type of fencing should be allowed in the front
yard. Presently, there is no limitation on fencing in front
yards .
Items C are other items that have been identified for consideration:
1. Updating Development Procedures - I am in the process of eva-
luating the processes that other cities are using for review
of development proposals. The intent would be to require
complete applications in compliance with the codes and elimi-
nate the lengthy list of conditions on applications that go
to Planning Commission and specifically that go to City
Council. This would require establishing a Design Review
Board (made up of staff) and about a two week longer pro-
cessing
time.
2 . Computerize Land Use Files - The city has talked about this
several times over the past few years . It is a question of '
what priority should be placed on this and staff time to
review.
3 . Wetlands Mapping - To update the existing wetland map. This '
is being done by Fish and Wildlife Service and hopefully this
will be completed during this year. There is limited staff
involvement to the wetland mapping. ,
4 . Tree Cover Mapping - This is a similar situation and this is
being done by the DNR. We are hoping for this mapping to be
completed this year.
5 . Trail Involvement of the Planning Commission - The Planning
Commission would like to be involved in the trail planning
and any programs for trails in the City of Chanhassen. Two
members ( Erhart and Headla) have expressed an interest in
participating directly.
6 . Light Rail Transit - The Planning Commission has expressed an
interest in identifying the impacts and what types of '

planning the city should be doing to accommodate the light
rail transit. This should be incorporated into the
Comprehensive Plan .
7 . Recycling Oil There has been an interest and work has been
done on this previously, it just needs to be brought back up
' for consideration.
8 . Eurasion Water Milfoil - This needs to be brought into the
' wetland and lake issues so that the city is up-to-date on
this particular issue.
' Obviously, the above list would involve a considerable amount of
staff time to accomplish all of these items in the coming year .
Further, I would anticipate additional items by adding to this
list. Therefore, staff and the Planning Commission would like
' some direction from City Council on what items should be done as
a first priority and what items have a lower priority and pro-
bably should not be considered for the coming year.

SUBJ: Review of 1987 Activities and 1988 Goals and Objectives
Attached for your review are the Planning Department Goals for '
1988 as well as the Department' s evaluation of goal achievement
for 1987 . Also provided is a summary work tasks completed by the
Planning Department and a computation of planning cases processed
in 1987 compared to previous years.
In reviewing 1987 work tasks, the following items stand out:
1 . Completion of all requirements of the Lake Ann Sewer Facility
Agreement.
2 . Administration of 134 planning cases , a significant portion
of which were rural subdivision as well as major urban sub-
divisions ( Lake Susan Hills West, Saddlebrook, Kurvers Point,
Shadowmere) .
3 . Adoption and implementation of the revised septic system
ordinance.
4 : Continuation of the Comprehensive Plan update process which
now includes a proposed trail plan.
5 . Continued participation in the Coalition of the Southwest
Communities regarding the Metropolitan Council' s preparation
of the water quality policy plan and the transportation
policy plan.
6 . Continued participation in transportation studies such as the
Southwest Corridor Transportation Coalition for the improve-
ment of TH 5 and TH 212 and the initiation and execution of
the Joint Powers Agreement for the preparation of the II
Environmental Impact Statement and Design Study Report for TH
212.
7 . Concept alignment review of the TH 212 corridor. '

IThe Comprehensive Plan revision process is approxately
complete. The revised Land Use and Housing Chapters have 5been
II reviewed by the Planning Commission. A delay in the update pro-
cess occurred because the Park and Recreation Commission ini-
tiated the park needs survey and a comprehensive trail plan for
the city. Since this effort is completed, the Planning
I Commission is about to begin the final review stages of the plan
update. The Transportation Chapter which will undoubtedly be the
most controversial as major changes are being proposed. The
II public hearing process that will occur this
the proposed new intersection of TH 101 and THa5 just west on
Dakota Avenue. Also to be discussed is the rejuvenated process
for the construction of TH 212 with proposed interchanges at TH
I 101 and the extension of County Road 17.
While conducting the Comprehensive Plan update process , the City
I did meet with the Metropolitan Council several times to resolve
issues regarding the Lake Ann Sewer Facility A g ree
time, the City is in full compliance with that this
IIn administering the 134 cases this most _
cessed since 1984) a number of road improvementissuesesurfaced.
As of this date, several road improvement feasibility studies are
I in process: Woodduck Lane, Tanadoona Drive , Teton Lane, and the
realignment of West 78th Street. These projects signify the con-
tinuing infill development in the older areas of Chanhassen and
II also represent a positive step toward proper transportation
planning.
The one goal in 1987 that was not achieved was the computerization
I of Planning Department data. Major objectives are to develop a
"land parcel based" information system as well as to develop
planning case, septic system and socio-economic information
I retrieval . Because there now exists a coordinated effort in
house to achieve this goal department wide, this goal can be
achieved in 1988 .
IAttached are status reports of the Southwest Metro Transit
Program and the Solid Waste Program. The Assistant Planner has
I established a smooth working program for spring and fall leaf
pick-up in conjunction with the Public Works Department; however,
more work looms on the horizon as local governments are respon-
sible for developing programs consistent with county and regional
solid waste plans . A Solid Waste Chapter of the Comprehensive
Plan will be developed by the Planning Staff for inclusion in the
Comprehensive Plan update process .
IThe Southwest Metro Transit operation will reach a significant
milestone in 1988 . The 18 month demonstration
expire in June of 1988 . The Southwest Metro Board gwillwbel
1 evaluating whether or not the decision to opt-out from the MTC

service was appropriate. As the Assistant Planner details , the
Southwest Metro service has learned alot in the past year and is
building on success . It appears at this point that the service
will continue.
The remaining goals of the Planning Department are ongoing acti-
vities
which are administered on a day to day basis . It should
be noted that while these goals seem very general in description,
these activities take up a significant portion of the Planning
Department Staff' s time during the day.
The Planning Commission was equally busy in 1987. Besides the
Comprehensive Plan review process, the Planning Commission was
involved in the TH 212 concept alignment review process and was
obviously busy with the significant amount of case load this
year. Three commissioners will be appointed by the City Council
in January.

Ii . Official map of Highway 101 and Amendment to Chapter 15 of
the Comprehensive Plan - The City Council tabled action on
amending the Comprehensive Plan and adopting an official map
for the realignment of Highway 101 until the official map
I could be completed by BRW and Fred Hoisington. It was
assumed that some time in December the official map would be
completed and could be brought before the City Council. This
I item is a priority item so that when the official map is
completed it should be put on the first available City
Council agenda. The reports have been written and are in the
Land Use Plan File #88-5 .
U (Vicki - send Mark copies of those reports from the 10/24/88
City Council meeting; Fred' s report, my report on the offi-
II cial map and amending the Comprehensive chapter. Also, send
Mark a copy of Alternative 2A of which we have a copy on my

I2 . Paisley Park Conditional Use Permit for Outdoor Storage -
Paisley Park currently has outdoor storage behind the studio
which has not received a conditional use permit. The outdoor
I storage needs to be screened and Red White from Paisley Park
Studios knows that they have to receive the conditional use
permit. Since they were so busy this fall with Prince' s con-
I certs, I let them put it off until this time. I will be sub-
mitting a letter to Red stating that they need to come in as
soon as possible and make application for the conditional use
I permit.-
(Vicki I will be writing that letter and a copy of that
11/'t should be sent to Mark and a file should be made for that
I conditional use permit and a copy of that letter placed in
there.

3 . Northwest Nursery - The Northwest Nursery needs to receive a
conditional use permit for expansion of the wholesale nursery
and a wetland alteration permit for alteration to the Class A II
wetland. I spoke with Mark VanHoff today (11/2/88) and they
will be making application on November 7 for the December 7,
1988 Planning Commission meeting. The revised plans need to
show the exact location of the wetland on the site and staff I
will be meeting with Mark VanHoff and Paul Burke and hope-
fully somebody from the Corps of Engineers to determine the
exact boundaries of the wetland.
4 . Pfankuch/Frost (80 & 100 Sandy Hook Road) - These two residents II
reside on Lotus Lake. In the summer of 1988, they filled in a
portion of a wetland adjacent to Lotus Lake, claiming that
II
they did so to remove purple loosestrife. Staff visited the
site with Paul Burke from the Fish and Wildlife Service and
determined that a wetland was filled and some of the fill
should be removed to permit the wetland to return to the site. II
It was felt that filling in the wetland was not the proper
way to remove purple loosestrife and in fact has not removed
purple loosestrife from the site. All of the information is
I
in Wetland Alteration Permit #88-13 .

stating that they must submit a wetland alteration permit
application. Please send a copy of this letter to Mark and
he can refer to file for more information. )
5 . Tree Protection Plan - Alan Olson (DNR Forester) during the I
winter months of 1988 'and 1989 will be identifying and inven-
torying forested areas within the city boundaries of
II
20 Chanhassen. This will involve aerial photography and on site
r field checking. Mr . Olson should have his field work

6 . Retail West Shopping Center - Jim Winkels representing the II
Retail West development is in the process of pursuing Planning
Commission and City Council approval for the shopping center
sign. The site plan approval for the shopping center required

that the sign receive Planning Commission and City Council
approval. Staff has been working with Mr. Winkels and Jim
Lasher from BRW to provide a design that meets city ordinance

requirements and also meets with the downtown redevelopment
plans . Currently, there are many illegal signs on the site
and staff has stated to Mr. Winkels that these have to be

removed prior to the other application process continuing.
' Mr. Winkels will be getting in touch with the tenants to have
the illegal signs removed. Another outstanding issue is the
motor fuel price signs for Brook' s Superette. The site plan
' review did not permit any signage on the canopy and the
zoning ordinance only allows 4 square foot signs for motor
fuel price signs to be located on the fuel pumps themselves .
' Brook' s Superette may be requesting a variance to the sign
ordinance to allow additional or larger motor fuel price
signs . Also, the developer of the site must resolve the
issue of the fence behind the building. Staff has contacted
' Mr . Winkels about this issue and this needs to be resolved in
the near future. There currently is a memo in the planning
file from Barb Dacy discussing the issue of the fence and
' landscaping.

val for Roos mini-storage facility and copy of application and
' site plan and sign design for sign variance. )
Wetland Map - Staff has contacted Mr. Paul Burke from the
' Fish and Wildlife Service about using the Fish and Wildlife
Service to update our wetland map. Mr. Burke said that they
would be very pleased to do that. Mr. Burke stated that the
' Fish and Wildlife Service would review aerial photographs and
also make on site visits to create a complete and up to date
map designating the wetlands within the City of Chanhassen.
There would be no cost to the city for this except for to buy
' the maps from the Fish and Wildlife Service and that we could
also purchase mylars from them so that we can make our own
maps . In addition, Mr. Burke will be working with the city
' to possibly come up with a computer program that would allow
staff to punch in a certain area of the city and determine
whether or not a wetland does exist on that site. Mr. Burke
said that they would be initiating this in November or
' December and the map would probably be completed some time in
March. Again, there is not too much involvement from city
staff at this point but you should be aware of what is going
' on because the City Council and Planning Commission is very
interested in this . I will be writing a memo to the City
Council and Planning Commission updating them on the Fish and
' Wildlife' s offer to update our wetland map and I have also
asked Paul Burke to write a letter covering what it is they
are proposing to do. Mr . Burke' s number is 290-3131 in case
you need to get in contact with him. He is also our contact
' for any wetland alteration permits . He will visit the site
with staff to determine what type of wetland it is and
whether or not the proposed alteration is appropriate.

Pryzmus Mini-Golf Course and Driving Range: John Pryzmus is
requesting amendments to his conditional use permit to permit him
to have lighting, signage, extended hours of operation, etc. for
his mini-golf driving range operation on Hwy. 5 and Galpin
Boulevard. It was reviewed by the Planning Commission and
returned to staff to look at amending the ordinance to include
regulations for lighting standards , signage, hours of operation,
etc. for mini-golf and driving ranges . The Pryzmus conditional
use permit file contains all of the updated information. The
information has also been given to Mark Koegler.
Reviewing Amendment to the Wetland Ordinance to Section 20-409,
General Development Regulations: I would like to amend this sec-
tion by adding that stables shall not be permitted within 200
feet of a wetland. This is a condition of approval for
Conditional Use Permits for private stables in the RR and RSF
Districts . The A-2 District allows stables as a permitted
accessory use and therefore a stable in the A-2 District which is
located on property that contains a wetland would not have any
specific setbacks. The wetland ordinance itself should be
amended to contain this condition so that all areas in the city
would have to comply with the setback.
Moon Valley Mineral Extraction: Moon Valley is a non-conforming
use located on Hwy. 212 . It contains a mineral extraction faci-
lity and shooting range. This fall the owner of Moon Valley
began extracting minerals on the north side of the property where
it is serviced by a road from Pioneer Trail in Eden Prairie.
There have been complaints about this activity in that they did
not receive a mineral extraction permit and that it is
questionable as to whether or not this could be considered as an
extension of the existing non-conforming use since. Staff has
been in contact with the attorney representing Moon Valley and
has requested that a they proceed with a mineral extraction per-
mit application or else a stop work order on the site would be
issued. It appears that the owner of Moon Valley will proceed
with the mineral extraction permit although they claim that they
do not need to _do this. They are accepting bids for the cost to
provide the survey 'dnd 'recent information necessary for the
mineral extraction permit process . Once they receive these bids
they will make the determination whether they will pursue it or
not. Should they decide not to pursue it, a stop order should be
immediately issued. The City Attorney Roger Knutson is aware of
the situation and should be contacted to issue the stop work
order permit if needed. General background - Moon Valley is
extracting clay from the site for the Eden Prairie Landfill.
They are assuming that the mineral extraction will be completed
within the next two or three weeks. The applicant has stated
that he will not continue to use the northerly site as mineral
extraction but will instead maintain the site as is for possible '

' future subdivision. Staff is requiring the mineral extraction
permit so that we would have control over the extent of mineral
extraction and the reclamation of the land. The property is in
U the A-2 District and mineral extraction is permitted as a con-
ditional use permit. Staff chose not to request the applicant to
receive a conditional use permit since that would allow mineral
extraction to be continued on that site. A mineral extraction
permit would have a set time limit.
NOTE: Activity on the site has stopped for the winter. Staff is
' reviewing whether court action should be taken to require the
applicant to still proceed with the permit now rather than wait
until the applicant initiates activity again in the spring. The
' applicant' s attorney stated they will not proceed with the permit
now and still question whether they would have to in the spring.
Review A2 and BF Districts - There is a file on this with
' updated information.
Review Sign Ordinance - Planning Staff has been directed to
' review permitting or prohibiting gas canopy signage. The sign
ordinance does not specifically address gas canopy signage.
Staff should also review illuminated vs . non-illuminated
' signage.
Review Convenience Store Requirements - Several cities are
amending ordinances to require service stalls as part of con-
venience stores . The current direction of companies ( i .e. Amoco,
SuperAmerica, etc. ) is to remove service stalls and have just
convenience stores and gas pumps . Staff has contacted the City
' of Bloomington for a copy of their ordinance. The Planning
Commission also wanted staff to review outside storage/display
of sale items .
' Christmas Trees Sales - Review ordinance to allow seasonal sales .
Zoning Ordinance Amendment to Sign Ordinance - To provide regula-
tions for IOP District signs for large IOP lots and large IOP
developments ( single buildings , i .e. Rosemount) .

Please find attached copies of goals from each division within
the Public Safety Department. I have sat down and gone over
these goals with each individual and find them to be realistic
and somewhat enlightening.
I have also attached the goals submitted on January 7 , 1988 for '
your perusal . The only goals missing from the overall Public
Safety Department are those from the Fire Department. One of the
goals for the Fire Department in 1989 will be to award bids for
the aerial platform truck and monitor its development and
construction throughout the year. In addition, we will be moving
into and occupying the remodeled central fire station. Part of
this will be to fully utilize the enhanced communications capabi-
lities as provided by the EOC. Hopefully, we will never have to
use the EOC, however, in the necessity that the EOC is activated,
we will hold periodic disaster drills to insure its smooth acti-
vation. As you well Know, anytime the EOC is activated for any
kind of disaster or multiple casualty incident, the Mayor and
yourself will be critical components in the command structure for
the operation.
As always , the overall long-term goals for the Public Safety
Department are:
- To plan, organize, direct and control the various functions
performed by the departmental employees toward the preven-
tion of crime, enforcement of laws , ordinances and codes ,
and the protection of life and property.

SUBJ: Goals
Attached please find the goals I have identified for the Park and
Recreation Department for 1989. Please review and let me know if
there is anything you feel should be added.
Also attached are my 1988 Goals; . A status report is included
noting the success or failure to accomplish the goals is noted.

Park and Recreation Coordinator' s 1989 Goals
The following are the goals and objectives that I have for the
' Park and Recreation Department in 1989 :
1 . Continue to provide the Community Center Task Force with sup-
port they will need to reach a decision and disseminate
information to the community regarding the community center .
2 . Work with homeowners , DNR, the Watershed District, MPCA, and
EPA to coordinate an access on Lake Lucy as it relates to the
Lake Riley Chain of Lakes Clean Up Project.
3 . Complete the final application for the Lake Susan Park LAWCON
grant and coordinate the components of the project for a
timely completion.
4 . Continue to coordinate the Lake Ann Park expansion develop-
ment, to ensure it' s timely completion.
5 . Provide direct supervision to the Recreation Supervisor to
enable the completion of the goals established for that posi-
tion .
6 . Continue to keep the Park and Recreation Commission updated,
and provide supportive data and sound recommendations . Keep
the citizenry of Chanhassen updated on items that may affect
them, i .e . mailings, posting agenda in papers , etc.
7 . Work closely with the Planning and Engineering staff to
ensure a comprehensive review of all development plans ,
enabling better communication, not only between departments ,
but also to developers .
8 . Oversee the completion of projects outlined in the 1989 Capi-
tal Improvement Program.
10 . Assist the Park and Recreation Commission in identifying and
pursuing the acquisition of park land in southern
Chanhassen and other park deficient areas of the City, i .e.
west of Lake Minnewashta, Pheasant Hills area, etc.
11 . Establish procedure to respond promptly to correspondence,
requests , or inquiries from the residents of Chanhassen.
12 . Other Objectives:
-Attend computer workshops as necessary to continue the com-
puterization of park and recreation activities and files .
-Attend professional meetings to keep updated on current
recreational trends , legislation, and maintain an involve-
ment in the networking process .
-Monitor park and recreation issues in other communities .
-Monitor and remain current on park and recreation issues
that effect Chanhassen.
-Continue educational growth.

Park and Recreation Coordinator' s 1988 Goals
The following are the goals and objectives that I have for the
Park and Recreation Department in 1988 :
1 . Provide the Community Center Task Force and the Park and
Recreation Commission with support they will need to dissemi-
nate information to the community regarding the referendum
issues , i .e. community center , Lake Ann Park development,
trail plan, and park acquisition in southern Chanhassen. ,
2 . Finalize and have adopted the Recreation Section of the
Comprehensive Plan, including the City-wide trail plan. '
3 . Now that direction has been given as to which access point to
pursue, finalize park plan and work out details so as to
enable development of Herman Field in 1988 .
4 . Once the referendum is passed, work on the details to pursue
timely construction of the Community Center, trails , and park
development.
5 . Provide direct supervision to the Recreation Supervisor to
enable the completion of the goals established for that posi-
tion.
6 . Continue to keep the Park and Recreation Commission updated, '
and provide supportive data and sound recommendations .
7 . Work more closely with the Planning and Engineering staff to

1988 GOALS
The following is an update on the status of my 1988 goals .
1 . This was a major undertaking on both of the elections ,
involving many community information meetings . Although
we were not successful in getting the community center or
trail plan approved, a considerable amount of time was
' spent disseminating information and working with the Task
Forces .
' 2 . The recreation section of the comprehensive plan has been
completed and approved by the Park and Recreation Com-
mission. It will go to the council when the rest of the
comprehensive plan is presented.
' 3 . The access issue became unresolved when the HSZ develop-
ment was proposed. The Herman Field project was put on
' hold until the street alignment for that development was
settled. Although the street alignment is no longer an
issue, I believe the plan for the park should be recon-
sidered with resident input, due to the calls I have
' received. I have scheduled a plan review for February
with a public hearing and will continue to work toward
the development of the park.
' 4 . I have worked with consultants and engineering to pursue
the development of Lake Ann Park. Currently OSM is
working on the grading plan . I have identified areas in
1 southern Chanhassen for potential park land. I am
currently researching the availability and costs of the
properties and working with the Park and Recreation Com-
mission to establish the criteria by which to make a
selection .
' As the Community Center was not approved by the voters , I
have worked with the new Community Center Task Force to
come up with new alternatives . I worked with the Trail
Task Force to seek approval of the trail plan a second
' time but to no avail .
5 . I have set up the goals and expectations of Todd' s posi-
tion and he has done an excellent job. Todd has a good
handle on his responsibilities and has needed little
supervision .

6 . Keeping the Park and Recreation Commission updated and
providing them with background information on related I
items has become a major part of my daily job. It seems
the Park and Recreation Commission is taking on more
controversial items all the time, which requires more
time to be spent on issues .
7 . Communication in this area has improved. I will continue
to pursue improving such in the future.
8 . The 1988 CIP was nearly completed as revised. The only
major project that will not be completed until early 1989
is the trails along Carver Beach Road and Laredo Drive.
9 . Working with Engineering and the Park Maintenance Depart-

The following is a list of my 1989 Goals :
1 . Create an illustrated park map and recreation guide for the
City of Chanhassen. Include information concerning depart-
ment philosophy, park sites, activities , facilities and future
development.

2 . Update the recreation programming process by creating
instructor contracts , a comprehensive evaluation system and
' overhauling registration procedures .
3 . Continue development of new recreation programs in order to
' better meet the needs of the existing and future population.
4 . Use newspapers to effectively publicize information con-
cerning parks , league sports, recreation programs and spe-
llcial events .
5 . Continue citywide mailing of a publication which provides
' park and recreation information.
6 . Improve Chanhassen' s special events , including the Easter
1 Egg Hunt, The 4th of July Festival , Golf Tournament, Okto-
berfest and Halloween Party.
7 . Develop a winter festival to begin the winter of 1990/91.
' 8 . Maintain a high level of communication with the Park and
Recreation Coordinator and Park and Recreation Cominmis3lon
' by submitting reports concerning recreation programs and
issues .
9 . Create a photograph and graphics file to aid in future
' publication of park and recreation information.

10 . Continue involvement with the Chanhassen Athletic Asso-
ciation as City Liaison to their board, to help coordinate a
growing youth sports program in Chanhassen. ,
11. Initiate the process for development of an asphalt trail
through the mature forest area of Lake Ann Park, including a
description of uses, complimenting activities, rest areas,
etc.
12 . Continue to develop a comprehensive ice skating lesson '
program and work with area hockey associations in developing
a quality hockey program.
13 . Improve seasonal employment operations by clarifying posi- ,
tion descriptions, diversifying recruitment methods,
holding employee orientation meetings and creating employee
evaluations .
14. Work with District 112 Community Education, Minnetonka Ser-
vices , Chaska Park and Recreation Department and Shakopee
Community Recreation to combine programs or leagues which
cannot be supported separately in each community.
15 . Actively pursue continued education in the recreation field '
by attending the Minnesota Recreation and Parks Association
Annual Conference, the Minnesota Beautiful Conference,
enrolling in computer classes and workshops and obtaining
certification in identified areas of need.

1 SUBJ: Review of 1988 Goals
1 The following is a summary review of my 1988 goals . The success
or failure to accomplish said goals is noted. A short descrip-
tion of the process or steps used in completing these goals is
also included.

1988 Department Goals
1 . A regular staff meeting was not adopted. When an issue or
topic merited discussion, a meeting was scheduled. Impromptu
meetings are also used to exchange information. All parties
find this to be an adequate method of keeping up-to-date.
2 . This was accomplished through written and verbal reports to i
both you and the Park and Recreation Commission .
3 . At the time there was no comprehensive listing of recreation 1
programs available to residents or to City Hall staff for
reference purposes . With the creation of the cooperative
Education and Recreation Brochure, a source for easy
reference of services is now available.
4 . I have worked closely with both these organizations during
the formation of the joint brochure. Programs which are
currently combined include adult basketball , broomball and
volleyball; youth summer soccer and a portion of fall soccer.
5 . Family outings was one area of deficiency in programming
which is now being expanded with events like Oktoberfest and
Friday Family Movies . Existing programs include the
Easter Egg Hunt, Halloween Party, and 4th of July Celebration.
Development in youth programs continues with the emphasis on
providing basic recreation classes and programs . New
programs this year include dance lessons and a new skating
program. Adult programs continue to expand with the only
limiting factors being the number of participants and availa-
bility of facilities . Senior citizens are well served by
local and area organizations . Emphasis is on making the
information explaining these services available to them.
Special populations are not presently addresed at the City
Park and Recreation level.
6 . I attended the following conferences and workshops in 1988 :
Minnesota Recreation and Park Annual Conference; Minnesota '
Beautiful Conference; Minnesota Recreation and Park Two-Day
Institute for Professional Development; Student Section
Workshop - In Pursuit of the Future. I also became an active
member of the National Recreation and Park Association.
7 . Ongoing.
8 . Oktoberfest came off as a big success . A winter festival was
postponed for development in 1989 . The Women' s Regional
Tournament was hosted in August. I
9 . The Chanhassen Athletic Association continues to improve in
areas of program development, promotion and organizational
structure.
10 . Joint adult programs have been developed, including
volleyball , basketball and broomball. Obstacles to overcome 1
to further development include: number of participants ,
either overabundance or lack of; and lack of facilities .
11 . A good skating lesson program has been developed at City
' Center Park. Work on the indoor hockey rink has progressed.
It has been rough going; however, in the area of seasonal
employees , there have not been enough applications received
to fill all positions .
' 12 . I reviewed the contract with Minnetonka Community Services
for provision of the Lake Ann Beach Program. After further
' review of other community' s beach programs and discussion
with the City Manager, it was decided to continue our
contract with MCS for the upcoming year.
' 13 . Employee guidelines and procedure handouts are distributed
to each seasonal employee. Orientation meetings are held to
review these guidelines , acquaint the employee with other
' procedures and to answer questions . Formal evaluations are
not utilized since they do not affect wage guidelines .
' 14 . Submission of appropriate information to area newspapers is
an ongoing process . Newspapers are an effective medium in
which to promote programs and special events .

with the Chaska/Chanhassen Hockey Association, a quality
hockey program.

other aquatic program offerings in the area to determine if
' they are meeting the need for aquatic programs in Chanhassen.
Re-evaluate the contract with Minnetonka Community Services
for providing the Lake Ann Beach Program to determine if it
best meets our needs.
13. Supervise a quality summer and winter seasonal employment
program by holding employee orientation meetings,
' establishing employee guidelines and procedures, and by main-
taining a schedule of periodic evaluations .
14. Assemble information about park facilities , recreational
leagues, class offerings , and programs for seasonal publica-
tion in the Chanhassen section of the newspaper.
