As you are aware, an Eastern Carver County Transportation
I Planning Study is underway and is being conducted by the con-
sulting firm of Howard, Needles, Tammen and Bergendoff (HNTB) .
At our recent Technical Advisory Committee meeting, the attached
1 Supplemental Agreements were presented for consideration. These
supplemental agreements are administrative in nature and have no
financial impacts to the original $6 , 000 commitment of the City
of Chanhassen to this project.

Supplemental Agreement No. 1 administratively reflects the $3, 000
matching funds to match the recently dedicated $3, 000 par-
t ticipation from MnDOT for light rail transit planning.
Supplemental Agreement No. 2 authorizes expanding the scope of
the study to include the City of Waconia and the surrounding area
I and extends the total contract to a $33 ,100 ceiling by increasing
the Carver County participation by $2 , 200 and the City of Waconia
participation by $2 , 900 . The Technical Advisory Committee
favorably endorsed these two supplemental agreements.
1 It is therefore recommended that the City Council accept
Supplemental Agreements No. 1 and 2 for the Eastern Carver County
I Comprehensive Transportation Planning Study and authorize their
execution.

TO 1
JOINT POWERS AGREEMENT

AN EASTERN CARVER COUNTY
COMPREHENSIVE TRANSPORTATION PLANNING STUDY ,
THIS SUPPLEMENTAL AGREEMENT made and entered into by and ,
between Carver County, the City of Carver, the City of Chanhassen,
the City of Chaska, and the City of Victoria hereinafter referred
to as the "Agencies" .
WITNESSETH: '
WHEREAS, the Agencies did enter into a joint powers agreement,
whereby the Agencies did agree to participate and cooperate in the
preparation and completion of a Comprehensive Transportation
Planning Study of eastern Carver County; and
WHEREAS, it was agreed that the consulting firm of Howard
Needles Tammen and Bergendoff (HNTB) would be hired by Carver
County to prepare and complete the Comprehensive Transportation
Planning Study of eastern Carver County; and
WHEREAS, a contract was executed between Carver County and
Howard Needles Tammen and Bergendoff (HNTB) for the required scope
of work; and '
WHEREAS, the transportation technical committee charged with
overseeing the Eastern Carver County Comprehensive Planning Study
voiced interest in expanding the tasks of the study to include
light rail transit (LRT) planning; and
WHEREAS, the Carver County Regional Rail Authority did submit '
a grant application to the Minnesota Department of Transportation
for light rail transit (LRT) planning funds; and
WHEREAS, the Minnesota Department of Transportation has
allocated $3,000.00 to the Carver County Regional Rail Authority
for light rail transit (LRT) planning; and ,
WHEREAS, the County of Carver and the Carver County Regional
Railroad Authority did enter into a joint powers agreement,
attached hereto and made a part hereof, to perform light rail
transit (LRT) planning in compliance with the stipulations of, said
$3,000.00 allocation.

WHEREAS, the Eastern Carver County Comprehensive Planning
Study including light rail transit (LRT) planning is proposed to
I not exceed $28,000. 00 in cost, and approximately $6 , 000.00 of this
amount would be attributed to the light rail transit (LRT) portion
of the study;
INOW, THEREFORE, IT IS MUTUALLY AGREED AS FOLLOWS:
REVISION SECTION 1. EASTERN CARVER COUNTY TRANSPORTATION TECHNICAL
ICOMMITTEE ORGANIZATION AND RESPONSIBILITIES.
Section 1.04 be revised to the following:

outlined above shall conform with the purposes and tasks listed in
I the "Scope of Study" documents attached hereto, made a part hereof,

Section 2.01 -be revised to the following:
I2.01 The consultant contract including supplements shall not
exceed $28,000 and shall be approved by a majority vote of the
I Eastern Carver County Transportation Technical Committee prior to
execution by Carver County and the consultant. Cost to the
municipalities and to the county shall be shared as follows:

! LRT PLANNING STUDY
SCOPE OF SERVICES
Tasks
1.0 Review and revise 2010 population and employment forecasts in
coordination with affected cities, townships and County.
2.0 Review current land use plans and proposed land use changes in
coordination with the County and affected cities and townships.
3.0 Determine 2010 travel demand between eastern Carver County and the
Metropolitan Area.
' 4.0 Analyze the anticipated 2010 transportation system (highways and
transit) and determine deficiencies.
5.0 Determine the role of transit and LRT in accommodating the travel
demand and removing deficiencies.
6.0 Inventory and analyze the existing railroad corridors and coordinate
' with Hennepin and Scott County Regional Railroad authorities.
7.0 Select LRT corridors for preservation/implementation in eastern
' Carver County.
8.0 Prepare LRT policies for inclusion in the Carver County Comprehensive
Plan.
9.0 Prepare draft report of the findings and recommendations of the

THIS SUPPLEMENTAL AGREEMENT made and entered into by and
