SUBJ: Position Classification Plan/Pay Compensation Plan
1 This item has been placed on the consent agenda based on the
results of the Council ' s special meeting on July 26, 1989 with
Karen Olson of Labor Relations. At this meeting, Ms. Olson
explained the results of the multi-city study and her recommen-
dation regarding the city' s compliance with the State' s
Comparable Worth Statutes. It was staff' s feeling after this
1 meeting that the Council was in agreement with Ms. Olson' s recom-
mendations and that the item be placed on the next agenda for
formal approval.
' Recommendation
Staff recommends approval of the 1989 Position Classification and
Pay Compensation Plan as presented.

Councilman Boyt asked that 1989 Goals be placed onto this agenda. '
I would anticipate that the issue is one of "Where do we stand on
the Position Classification Plan and goal setting process?" . At
issue may also be whether a Council goal setting session/retreat
should be considered. Lori has attached a separate memo
regarding discussions with Chuck Lofy ( the Council requested
tapes from Dr. Lofy to determine if a seminar facilitator would
be necessary) .
Regarding the "Position Classification and Pay Compensation
Plan" , I would like to set a time where Council members could
meet with Karen Olson of Labor Relations Associates. This proce-
dure had been requested at our last worksession. [Not all mem-
bers would attend with primary questions being comparables used
by the consultant. ] Optional dates include a one to two hour
period during the following time frames :
Monday, July 17 1 : 00 p.m. to 4 : 00 p.m. ,
Tuesday, July 18 9 : 00 a.m. to 12 : 00 p.m.
Wednesday, July 26 6 :00 p.m. to 8 : 00 p.m.
* Note: This meeting was suggested to be at Labor Relations
office given the volume of supportive data used in
the analysis process. Their address is 7501 Golden
Valley Road, Golden Valley, Phone: 546-1470.
Regarding goals and objectives, attached please find staff' s
goals listing prepared at year end. Given the current date,
potentially having the Council rank/prioritize or to make notes
on your copies may be a means to get input back to staff. I
would have preferred doing this as a part of a worksession, but
special meeting dates appear to be at a premium. (This ties to
Lori' s memo which we should also be discussed Monday evening. ]

IIThe following agenda has been set for Monday, June 5, 1989 :
II . 1988 Audit Documents : The City Council previously received
a copy of the "1988 Financial Audit" , "Management Report" , and
"Compliance Audit" . Bob Voto of Voto, Tautges , Redpath & Co.
1 will be present to discuss these documents . I have asked Bob
to keep his remarks as short as possible. If you are unable
to find your copies of any of the above documents, please
feel free to call me and we will deliver a new set for you.
III. Position Classification Plan: This is typically a consent
agenda item. This office is responsible for updating all
I positions within the plan and to submit a copy of the updated
report to the City Council each year. That work function was
completed in January and is a part of the attached plan docu-
ment. Pursuant to the plan, goals were prepared for each of
I the operating departments . I had hoped that a discussion of
these between staff members and Council could occur either
through a retreat or as a part of a worksession ( this
1 meeting) accepting the udpated Position Classification Plan.
We have been unable to establish a retreat date and conflicts
between Karen Olsen ' s calendar and the City Council ' s have
I continued to postpone this meeting. Hopefully, we will still
be in a position to accomplish that feedback on the goals
program.
I As noted above, Karen Olsen of Labor Relations Associates
will be present Monday evening. Ms . Olsen was retained in
1988 to complete an analysis of all City positions and to
I insure that the City was in compliance with the State ' s
comparable worth statutes . A part of that process included,
again, updating all positions and having Ms . Olsen compare

all of our positions to those of all cities within the metro-
politan area. (Note: A multi-city study was completed this
past year involving literally every metropolitan city in con-
formance with the comparable worth statute. ] The analysis
excludes Minneapolis and St. Paul. The analysis was
completed, again, as a result of state legislation which
forced all cities, large and small, to analyze the work
responsibilities associated with each position and to
establish a point value for that position in comparison to
all other positions within each city. The report prepared
by Labor Relations Associates is included as Attachment 2.
From a state standpoint, the primary proof as to a city' s
compliance lies in the preparation of a scattergram showing
the relationship of all positions within the city and in
comparison to each other. That document is also included
in Attachment 2 .
Personnel Policy Update: Given the size of the Position
Classification Plan and supporting documents as well as other
documents going out Friday, it was not possible to include that
document in this packet. The Council can anticipate this item on
a future agenda.
