DATE: August 9 , 1989 1 SUBJ: Curbside Recycling Contract The City entered into a curbside recycling contract with Waste Management to provide curbside pickup of recyclables every other 1 week to residences of the City of Chanhassen. The current contract is for 87 per household per month ( $3,045/month) . Waste Management has contacted staff to request that the monthly payments be increased by approximately $1,685 to cover the addi- 1 tional cost that Waste Management is incurring. The changing and satiated market for recyclables throughout the metro area is resulting in increased costs to the contractor. 111 The contract states that either the city or the contractor may cancel the contract at any time upon written notice. Waste Management has contacted staff to state that they will have to 1 use this clause and give the city 30 days notification if the request for increase fees is not approved. Waste Management is very hesitant and sorry that they have to request such an ' increase, but they are losing money and cannot afford to continue the curbside program in Chanhassen. ' RECOMMENDATION The request for the increase in the amount of the contract is such that the budget would have to be amended to cover the addi- 1 tional costs. Therefore, the City Council must act on whether or not they wish to approve the increase costs for the curbside recycling to complete the contract until December 31, 1989 . The 1 increase in monthly billing would be retroactive from August, 1989, and would total an increase amount of approximately $8 , 500. Should the City Council not wish to approve the increase in costs, then staff will contact Waste Management and they will 1 then have to make the decision whether or not to give the city 30 day notice for backing out of the contract. 1 r I Don Ashworth August 9, 1989 Page 2 Manager' s Comment Staff finds few options in regards to the notification by Waste Management, Inc. As the Council is in the process of selecting a citizen' s committee to review this issue, staff cannot see recom- mending ceasing of the contract even though such will produce costs exceeding current budget. Staff would anticipate discussing this item during our budget work sessions . City Planner IDATE: May 16, 1989 SUBJ: Recycling Committee 1 The City has been receiving several calls from residents II interested in joining the Chanhassen Recycling Committee. I have been sending applications to those interested in the committee. Before establishing any committee, I would like direction from yourself and the City Council as to how large the committee IIshould be and who should be on it. The committee should have representatives from the general 1 public, waste haulers ( large and small) , City Council, Carver County liaison (Rick Schneider) , and a city staff liaison. Does the City Council want the group to be a commission with by-laws , I etc. or just an informal committee? Does the City Council wish to interview those interested in being on the committee and limit the number or should all interested be permitted to attend? II am hoping to establish the committee sometime in May with its main goal being to recommend a long term recycling program for Chanhassen. Please let me know your thoughts on the Recycling ICommittee. Manager ' s Comments : I would suggest that the Council establish Ithe Recycling Committee as such - a committee. It should not be a commission. A commission would necessitate by-laws , full transcription of minutes, and could not really consider haulers I or other professionals such as Rick Schneider, as members. Once the committee has researched issues and potentially drafted a model ordinance, I believe staff should be in a Position to I administer that ordinance. Examples of committees which have developed ordinances which have later been administered by City staff include the animal, horse, wetland and building expansion committees . In the attached memorandum (Attachment #2) , it was discussed that the 1 committee should consist of representatives from the general public, waste haulers , City Council, Carver County liaison and a city staff liaison. 1 Staff advertised for this committee and received the attached applications. We have scheduled the applicants to be interviewed at 6 : 30 p.m. just prior to the regular meeting on August 14, 1 1989. The applicants have been scheduled at ten minute intervals in order to complete the interview process before the regular meeting begins at 7 : 30 p.m. Two of the applicants , Victor 1 Hallberg and Patti Flakne are out of town and will not be attending this meeting. 1 1 1 1 1 1 1 4 . Councilwoman Dimler asked about a rmit for Instant Webb and congratulated Pe 9 Mayor Don Chmiel on 34 years of marriage. Councilman Workman made a presentation regarding the Carver and Scott County Humane Society. Councilman Johnson wanted staff to look into setting up a procedure of inspecting conditional use permits. Councilwoman Dimler moved, Mayor Chmiel seconded to direct staff to draft an ordinance restricting acreage that a tax exempt entity can occupy. All voted in favor except Councilman Boyt who opposed and the motion carried. ADMINISTRATIVE PRESENTATIONS: RECYCLING COMMITTEE, ASSISTANT CITY PLANNER. Jo Ann Olsen asked for Council direction on whether or not to advertise for the , recycling committee and how many people that committee should be. Mayor Chmiel stated that no more than 7 people consisting of citizens from within the City Council and County. Mayor Chmiel and Councilman Johnson volunteered to serve on this committee. The City Council wanted to interview the candidates to select the members. Mayor Chmiel moved, Councilman Johnson seconded to adjourn the meeting. All voted in favor and the motion carried. The meeting was adjourned at 12:15 a.m..
