' SUBJ: Raft Public Hearing Notices
' An ordinance amendment to consider requiring permits for rafts
was tabled to allow such to be placed into public hearing format.
Staff would request clarification as to the Council ' s intent.
' Specifically, general items , affecting all of our citizens , are
placed into a public hearing format published in the local
newspaper. Cases involving a particular parcel , i .e. rezoning,
' variance, conditional use, etc . are not only published, but a
notice sent to any property owner living within 500 feet of the
application. It is my recollection that the motion to table
included a request to have staff notify all properties within 500
1 feet. As noted at the meeting, the requirement to issue permits
for rafts was not directed at Carver Beach. In fact, I did not
really see the Carver Beach raft as being a reason for proposing
1 the ordinance amendment . Since our last discussion, I have con-
firmed that the City purchased the materials for the raft and
such was constructed by City personnel on City time.
1 Accordingly, there is no question but that the raft is owned by
the City.
Back to the issue as to notification. Does the Council wish that
1 ) the general public hearing notice format be followed; or 2)
send special notice to all property owners within 500 feet of the
Carver Beach raft; or 3 ) send a notice to all property owners
1 within 500 feet of any potential raft application. If the answer
is all properties within 500 feet of every lake, then the cost of
doing such becomes so prohibitive as to question the necessity of
making the ordinance modification, i .e. the cost from Carver
1 County Abstract would be $2 , 000 to $4 , 000 , not including mailing
costs of an additional $1 , 000 . If the Council ' s intent is to
directly notify each owner , then it would be cheaper to send an
individual notice to every property owner within the community at
a cost of approximately $1 , 000 .
