II SUBJ: Final Plat Approval for Great Plains Golf Estates
IThe applicant has submitted a final plat for City Council appro-
val for Great Plains Golf Estates. The submitted final plat con-
tains Lots 1, 2 and 3 , Block 1 at the northwest corner of Hwy.
1 101 and Creekwood Drive. The remaining portion of the site is
being platted as Outlots A, B, C, and D. The City Council
directed the applicant to plat the proposed outlots into the
1 approved single family lots within 5 years. The applicant is in
the process of selling all or a portion of the nursery to meet
the five year deadline. The preliminary plat was approved with
the following conditions :
1 1. The applicant receive access permits from MnDOT and Carver
County.
I2 . The final plat shall provide for a roadway easement dedica-
tion of 27 feet on both sides of TH 101 and 17 feet on the
1 south side of County Road 14, east of TH 101.
3. What was shown as Outlot A on the June 1, 1987, preliminary
plat shall be deemed as a roadway easement.
I4 . Provision of a 20 foot trail easement for off-street trails
along both sides of TH 101 and CR 14 .
II5 . All street improvements shall conform with the City standards
for rural construction.
II6 . Acquisition of a drainage easement through Lots 4 , 5 , 6 , and
7 , Block 2 , coincident with the ravine and ponding area.
1 7. All slope areas in excess of 25% shall be restricted from any
and all building and grading activities.

8. Drainage and utility easements shall be dedicated as I
necessary for placement of all utility improvements .
9 . Approval of the final grading, drainage and erosion control II plan by the city, watershed district and DNR and compliance
with all conditions.
10. Approval of the preliminary plat is conditioned upon two soil I
treatment sites per lot where any sites have been changed due
to the realignment of the street and readjustment of lot lines.
Condition #1 does not need to be provided at this time, since the I
three lots that are being final platted abut existing public
street. Conditions #2, #3 , and #4 need to be provided prior to II signing of the final plat. Condition #6 will be required upon
final platting of the remaining outlots and Conditions #5 and #7
will be a requirement as the development is improved.
IIRECOMMENDATION
Staff is recommending the City Council adopt the following motion: I
"The City Council approves the final plat for Subdivision #86-31
for Great Plains Golf Estates as shown on the final plat dated II"July 6 , 1989" subject to the following conditions:
1 . The final plat shall provide for a roadway easement dedica-
