Approve resolution for Sprinkling Restrictions from August 15,
2000 through October 31, 2000
Staff recommends adoption of the revised resolution for sprinkling restrictions
from August 15, 2000 through October 31, 2000,
This sprinkling restriction resolution was discussed at the June 12, 2000 City
Council meeting, The restrictions are required during the Lake Lucy Water
Storage Reservoir Reconditioning Project. The resolution includes the revisions
discussed at that meeting including the addition of a provision to allow a limited
number of sod watering permits to be issued,
City staff has met with Bob Lukes of Lukes Sod Company, Inc, and Steve Bielski
of Clearwater Irrigation, Inc, to discuss the restrictions and the potential impacts
to homeowners, Both of these individuals had spoken at the City Council meeting
on June 12 and volunteered to assist the City in preparing the final resolution,
Failure to adopt the resolution may result in delays to the necessary work on the
Lake Lucy Water Storage Reservoir as this work is not possible without sprinkling
restrictions, These delays may result in cost increases for the work and shorten ~
the lifespan of the existing tank.

RESOLUTION PROHmITING USE OF CITY WATER
SUPPLY SYSTEM FOR SPECIFIED PURPOSES,
WAIVING REQUIRED LANDSCAPE ESCROWS,
AND POSTPONING REQUIRED PLANTING
WHEREAS, the City will be repainting a water storage facility; and
WHEREAS, it is necessary to prohibit the use of water during the time the storage
facility will not be in use to ensure that adequate water supply is available for fire protection
and other essentÜd purposes.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Chanhassen, Minnesota:
1. Pursuant to Chanhassen City Code Section 19-28, in addition to the odd-even
watering schedule currently in place, the use of water from the City public water
supply system for watering lawns is further prohibited from August 15, 2000 through
October 31,2000 even on days when it would otherwise have been allowed, except
as follows:

· watering of lawns between the hours of 9:00 a.m. and 3:00 p.m. by a hand held
hose, watering can, or soaker hose made of a porous material that allows water to
weep through the hose not through holes, a nozzle or other attachments;
· watering oflawns between the hours of2:00 a.m. and 4:00 a.m.;
· watering of new lawns for the first 10 days after sodding or seeding by sþecial
permit issued by the City's Public Works Director/City Engineer. The permit
shall be issued for specific days on a first come first serve basis. The permit shall
only be issued if the Public Works Director/City Engineer determines that there is
an adequate water supply. Subsequent to the issuance of a permit if the Public
Works Director/City Engineer determines that there is an inadequate water
supply, the Public Works Director/City Engineer may revoke the permit;

2. The City Manager shall rescind the watering restriction prior to October 31, 2000 if
the water storage facility is placed back in service prior to that date.
3. Landscape escrow otherwise required in conjunction with permits and other City
approvals shall be waived for permits and approvals issued by the City from July I,
2000 through October 31, 2000.
4. Landscaping that is required by City Code or permit to be planted in 2000 need not
be planted until June 1,2001.
