Kincannon and Edward J. Kranz to the Regional Transit Board
1 The Regional Transit Board (RTB) was established by the 1984
Minnesota Legislature to conduct short and mid-range transit
planning to promote service in the seven county metropolitan
area. In January, 1989 , the governor suggested that the legisla-
' ture consider removing the RTB as part of its effort to restruc-
ture metro area planning. The RTB is still in place but has been
reorganized of the new 11 member board, 8 shall be appointed by
I the Metropolitan Council, one from each of the council districts.
District G consisting of Metropolitan Council District' s 12 and
14 represents the cities of Chanhassen and Chaska.
IThe Southwest Metro Transit Commission is supporting the nomina-
tions of Gayle Kincannon representing District G and Edward Kranz
representing District H (Dakota County) . Gayle Kincannon has
I served as a member of the Southwest Metro Transit Commission
since its inception in 1986 . Prior to that, she served the
Metropolitan Transit Commission for 6 years. Ms. Kincannon has
I served on many committees including the Transportation Advisory
Board, LRT Advisory Committee, served as a liaison to the
Metropolitan Council and as a chair of the Operations Committee
for Project Mobilibity ( see attached resume) . Edward Kranz has

served as a member of the RTB since 1984 representing Dakota
County. Southwest Metro Transit has found Ed Kranz to be one of
the key leaders to foster and encourage transit service in the
I metropolitan area and has demonstrated his ability to advise and
work cooperatively with local government.
IRECOMMENDATION
Staff recommends the City Council adopt the following motion:
II "The City Council approves the attached resolution in supporting
the nominations of Gayle Kincannon and Edward Kranz to the
Regional Transit Board. "

A Resolution recommending the nomination of Gayle M. Kincannon to the Regional '
Transit Board.
WHEREAS, Gayle M. Kincannon has served for three years as a member of the
Southwest Metro Transit Commission representing cities of Chaska, Chanhassen
and Eden Prairie; and
WHEREAS, Gayle M. Kincannon has been instrumental in fostering and encouraging
local public transit service particularly in suburban areas; aqd
WHEREAS, Gayle M. Kincannon has been a transit activist and has served as a
member of many metropolitan planning and advisory committees; and
WHEREAS, Gayle M. Kincannon has demonstrated her ability to advise and work
cooperatively with governmental agencies;
NOW THEREFORE, BE IT RESOLVED by the city council of the City of Chanhassen,
Minnesota that the City Council recommends the nomination of Gayle M. Kincannon
representing District G consisting of Metropolitan Council Districts 12 and 14,
to the Regional Transit Board.

The Metropolitan Council will be appointing the newly restruc-
tured Regional Transit Board by the end of July 1989. I am
asking for your support for reappointment to the Regional Transit
Board representing District H. District H consists of the
greater part of Dakota County and .parts of Washington and Ramsey
Counties . I have served this area since 1983 . I am familiar
with your transit needs for the future. The following are some
of the improvements in transit for your area that have been
accomplished during the past few years . The record will show
that .1 have supported and in some cases initiated the following:
o Improved MTC service to suburbs.
• Metro-mobility service to suburbs .
• Expansion of DARTS in Dakota County.
• Specialized trans i L planning and staged improvements for opt
out cities (Rosemont_, Apple Valley, Eagan, Burnsville , Savage
and Prior Lake) .
• Specialized service planning for Lakeville and Farmington.
o New suburban service for Washington and Ramsey Counties
(North East Suburban Transit) service for Oakdale, Maplewood
and North St. Paul. .
• New suburban service for Hastings (Hastings Commuter '
Express) .
• New restructured suburban service for Eden Prairie, I
Chanhassen and Chaska .
o New restructured suburban service for Shakopee.
• New service demonstration grants for cities, towns and coun-
ties to start new transit. service.
