IProject and Site Description
The Saddlebrook subdivision is located between Kerber and Powers
Boulevards approximately a mile north of West 78th Street. The
I development totals 80+ acres and proposes a mixture of multi-
family and single-family units totalling approximately 140 .
I The utility and street construction was completed last fall . As
a part of the street construction, an off-street trail system was
to be constructed along Saddlebrook Trail , Saddlebrook Curve and
Saddlebrook Pass . The off-street trail system was to consist of

a six-foot wide bituminous trail but was later changed to a five-
foot wide concrete sidewalk to conform with the City ' s evolving
residential sidewalk/trail standards . In conjunction with the
I street construction, the boulevards were graded and granular
foundation installed for the proposed sidewalk.
I Last year, in order to allow existing residents with sidewalk
frontage to complete their yards, the City constructed sidewalk
in front of six homes . This has been a joint effort between the
developer (Builders Development Finance) who did the grading and
I rock portion of the installation and the City who contracted for
the actual placement of the walks . Also at that time , rough
grading and gravel base was installed by the developer along the
I entire walkway alignment in the subdivision in order that
prospective buyers would know going in that a walk was proposed
on their property .
It is therefore necessary to proceed with the remaining walkway
construction as planned. Since our construction estimate is over
$15 ,000 , it is necessary to publicly bid this project. The total
IIestimated cost of the project is $20 , 430 . Boulevard restoration

will be the responsibility of the developer. It is therefore
recommended that the attached plans and specifications for walk-
way construction in the Saddlebrook subdivision be approved and
authorize advertisement for bids.

City Engineer 's Comments: I
The original trails proposed for Saddlebrook were to be six-foot
wide bituminous. The City agreed to reimburse the developer an
amount not to exceed $14 ,900 for constructing the bituminous
trail , exclusive of grading costs . Park and trail fees were to
be paid by the developer, i .e. no credits given. The change to
concrete, although a foot narrower, has increased our costs.
Although the City is now contracting for the installation of the
walkway, the developer ' s original financial commitment will be
maintained, i . e. his bid tabulation included $19 ,080 for walkway
construction of which 900 feet ( $4 ,050 ) of bituminous trail along
Powers Boulevard has already been installed by him. As noted,
the grading and rock has been placed by the developer and the
final sodding of boulevards will also be his . A final cost
accounting for the City ' s obligation will be provided after bids
are received and will be included with the staff ' s recommendation
for award.
