6. Sidewalk Location for Lake Susan Hills West, Citywide Sidewalk Policy C I TY OF 1 CHANHASSEN 4 690 COULTER DRIVE • P.O. BOX 147 • CHANHASSEN, MINNESOTA 55317 1 (612) 937-1900 MEMORANDUM TO: Gary Warren, City Engineer FROM: Allan Larson, Sr. Engineering Technician L1 DATE: June 29 , 1989 ' SUBJ: Confirmation of Sidewalk Location and Consider City-Wide Sidewalk Policy Lake Susan Hills West, Phases I and II File Nos . 87-32 and 88-8 Staff has visited the referenced site and reviewed prospective locations for placement of sidewalk along Lake Susan Hills Drive. ' Detail measurements were taken of existing fixtures such as street lights, hydrants , etc . From these measurements it has been determined that the sidewalk would best be placed along the ' north side of Lake Susan Hills Drive in both phases. This is consistent with the alignment which was approved as a part of the platting process . This location also makes sense since it puts ' the trail on the same side as the parkland that is to be developed as a part of Phase III of Lake Susan Hills West. The sidewalk will be placed against the right-of-way line in ' Phase I (east of County Road 17 ) and one ( 1) foot off the right- of-way line in Phase II (west of County Road 17 ) as shown in Attachments 1 and 2. This will allow us to miss as many existing utilities, i .e. street lights, gate valves, telephone pedestals, hydrants , as possible. The sidewalk width has been reduced to five feet and is concrete in recognition of this being a residen- tial trail . Attachments 1. Sidewalk location map, Lake Susan Hills West, Phase I. 2 . Right-of-way cross section. c: Bob Kopp, Argus Development Gary Warren June 29 , 1989 Page 2 City Engineer ' s Comments : The City and staff has been laboring under the handicap of not I having an adopted trailway/sidewalk policy. It is even difficult for us to keep track of the difference between a trail and a sidewalk as the terms have been used interchangeably by all par- ties . This office would strongly recommend adoption of a sidewalk/trail (there I go again) policy to address issues such as construction type, width , maintenance responsibility, snow removal , liability, etc . As a practical matter, it will be a policy of this office to require all plans and specifications for subdivision improvements, where sidewalks/trails are required, to include these as part of the construction documents and require that they be built at the time of construction of the subdivision improvements . This will help tremendously to eliminate conflicts with other utilities such as NSP, MVE, cable TV, Minnegasco, and telephone, as well as resident complaints that they were unaware that a walkway was planned for their front yard. In 'addition, the City Council should strongly consider adopting a 60-foot right-of-way for all new roadways since it is virtually impossible, or difficult at least, to construct walkways within boulevard areas of a 50-foot right-of-way which is otir current urban area standard. Manager' s Comments: I totally agree with the City Engineer' s recommendation. Platting standards from the turn of the century have been 66 feet. It has only been in the past 10 to 15 years that these standards have continued to erode to 60 feet and then to 50 feet. As Gary noted, with 50 feet you simply do not have enough room for all of the underground utilities. Too often sidewalk loca- tions are forced into becoming attached to the street or left with 1 to 2 ft. separations (Laredo, West 79th Street, etc. ) . This type of design defeats the protective features originally strived for in a separated street/walking concept - not to men- tion the inability to maintain 2 ft. of sod or clear streets/ store snow in the winter.
