SUBJ: Eurasian Water Milfoil

Attached please find a proposed "1989 Eurasian Water Milfoil"
I booklet prepared by Mr. Steve DeCatur, 6645 Horseshoe Curve, who
is a member of the Lotus Lake Homeowner' s Association. First, I
commend Mr. DeCatur for the great amount of effort that he has
Iput into planning for the Eruasian Water Milfoil threat.
Mr. DeCatur and I have had ongoing conversations regarding what
the City of Chanhassen needs to do to be prepared to deal with
I this weed once it is found in our lakes (my research indicates
that it ' s a matter of when, not if) . I have assisted Mr. DeCatur
in establishing contacts and developing ideas . Mr. DeCatur' s
I intent is to appear at the May 8th Council meeting to provide you
with this information.
My research indicates that the response of the City of Chanhassen
Ishould be as follows :
1. Continue to educate users of our lakes to the problems
I of this weed, including posting signs at the official and
unofficial access points;
1 2. Have a contingency plan that can go into to work once a
weed is spotted, including having a relationship with a com-
pany such as Lake Restoration, Inc. , which can chemically
eradicate the weed;
I3 . To have a primary contact here at City Hall.
II have explained to Mr. DeCatur that perhaps the best approach
for any programing would be for the 1990 budget, as I am sure the
City of Chanhassen would deal with any infestation that occurs
this summer.

Todd Gerhardt and I plan to purchase 25 signs warning people
about this weed, which can be posted at the access points men-
tioned
above. I believe that awareness by the Council with an
eye toward the future is the best stance to take now.
Manager' s Comment: To the extent that administration of this
program can be kept to a minimum, I believe Park and Recreation/
Public Safety can oversee such. If the program mushrooms to
closing quasi-public accesses ( Sunrise Hills, Lot 12, Colonial
Grove, Minnewashta Lows/Heights/etc. ) ; as well as letting -
contracts ; manning of all public accesses; etc. , such would repre-
sent
workloads well beyond our current manpower and budgetary
resources. Staff will continue to provide updates to the Council
as to costs.
