SUBJ: Selection Process, City Planner' s Position
' Two options are available for filling the position created
through Steve Hanson' s resignation, i .e:
' 1 . Make Selection From Candidates Considered in September,
1988 : This option' s drawback is that several of
the candidates have probably already received other posi-
t tions and are unavailable (our No. 2 candidate is still
available) . The option is desirable from the standpoint
that an appointment could be made and person be on the
job within an approximate two month time frame. This is
' a key point recognizing the number of major issues
confronting the Planning Department and the expense of
using consultive services during the interim period. If
' this option is chosen by the Council, I would suggest
that Saturday morning, May 20 or May 27 be considered for
conducting interviews. The option pre-supposes that I
have re-screened the previous applications and verified
' that three good candidates would be available on that
date; or
' 2. Readvertise for Position: This option will take the
greatest amount of time. Three advertisements would be
made - League of Cities, Minneapolis Star and
' Tribune, and APA Newsletter. The League and APA ads
could not occur prior to mid-June. Assuming normal
screening/selection/termination periods were followed, a
starting date for the new planner would logically be
' September/October, 1989 .
Should the Council act to choose Option 2 , two forms of
' providing interim planning services could be considered:
a. Contractual Service - Koegler/Hoisington: This was
the form of supplemental service used during Barbara
