Public Safety Director.DATE: April 19 , 1989 � USUBJ: Proposed Watering Regulations for 1989 On April 13 , 1989 , the Public Safety Commission unanimously voted to recommend an odd/even sprinkling restriction for 1989 . This I action was taken after an extensive presentation by Mr. Jay Frischman, State of Minnesota, Department of Natural Resources , Ground Water Unit. The Commission took this action upon the recommendation of Mr. Frischman, who presented information per- , taining to water conservation throughout the state of Minnesota, and in the City of Chanhassen, as well as surrounding com- munities. IIThere is no doubt that the time to conserve water on other than an emergency basis is upon us . II am attaching the information supplied by Mr. Frischman. Of par- ticular importance is the information contained within the second and third copies of the attached packet: I1 . In Mr. 'rischman's letter to me, dated March 20 , 1989, he points out that the Chanhassen City wells are in the Prairie I du Chien-Jordon aquifer, which is the most heavily used aquifer in the Twin Cities. I 2 . On the hydrograph of the Chanhassen observation well, the depth to water below land surface can be seen to be lowering steadily ( this graph ends because the observation well was filled in after 1986) . IFurther support for entering into an odd/even sprinkling restric- tion was obtained when you and I attended the Governor' s Disaster I Management conference with Fire Chief Dale Gregory recently. At that conference, information was provided to support Mr. Frischman' s statement that the time for conservation of our ground water resource is here. II I z 1 Mr. Jim Chaffee ' April 19 , 1989 Page 2 In conclusion, such a sprinkling regulation would help provide for a solution to potential short term water supply problems ' ( usually dependent upon precipitation) , as well as to help con- serve long-term needs by limiting the amounts of water taken from the ground water resources. Recommendation It is the recommendation of the Public Safety Commission and the Public Safety/Public Works Departments that the City of Chanhassen impose an odd/even watering ban effective May 1 , 1989 (no restricted hours are being considered initially) . Director' s Comments : It is always easier to relax restrictions than to try and implement them once the season begins . At some point, if the much needed rains arrive, we can look at the ' problem and decide to relax restrictions . 11
