Using the specification sheet developed for the Public Works ' Chevrolet Blazer, we sent out four requests for bids . We received the following quotes : ' Thurk Brothers $14 ,152 . 00 Timmerman Leasing $14, 395 . 00 (Bronco II) Lenzen Chevrolet $15,119. 00 (Blazer S-10) Star West No bid received 1 You will also note in Scott Harr' s memo that the bid from Thurk Brothers did not include automatic transmission, a radio or a rear seat. Adding these items in, the total cost for the vehicle is $14,152. 00. ' Recommendation On March 27 , 1989 , the City Council approved Resolution 89-46 in part, authorizing the purchase of two inspection vehicles in the Iamount of $32, 000 (budget amendment to Fund 209-4704) . The AM/FM radio would be an additional $250 . 00 . The vehicle with these three additional items would come to $14 ,152 . 00 , plus delivery, etc. Lenzen Chevrolet comes in with a price for the above vehicle of $15 ,119 .00 . ' Timmerman Leasing has a price of $14 , 395 . 00 for a Ford Bronco II . Based on the above data, Thurk Brothers Chevrolet has the lowest price. Please recall that the Blazer that Gary Warren has was also purchased from Thurk Brothers, and he is happy with it. Although ,_ r I can see a need for them, because this is a non-budgeted item and we have to = adjust the budget for 1989 for it, I was wondering if we couldn't cut just a little bit and is it a possibility that they drive their own vehicles and then we reimburse them for gas and mileage? IICouncilman Boyt: That's not a savings. IDon Ashworth: I honestly do not think the City would save anything Y y rig i.n that. Councilwoman Dimler: I'm asking a question. Also, then on the numbers where you know, I was a little bit confused here. You're using these numbers to I indicate the need and the total numbers for 1987, how many inspectors did we have in 1987? II Jim Chaffee: Are you looking at building permit totals in new residential? 79-88? Councilwoman Dimler: Yes. I just can't see that drastic of an increase. When II did the numbers, I totaled all the new construction and it was 329 in 1987 and • 373 in 1988 and that's only an increase of 13%. If you were using the numbers to justify your need, I guess I don't see it. IMayor Camiel: You don' t have the coimier_ci.al buildings on there do you? I Jim Chaffee: Right. And the numbers that we're using to justify our needs are the numbers of inspections that are done and permits issued. Not evaluation. I think that's what you're getting at isn't it? ICouncilwoman Dimler_: Yes. Jim Chaffee: Yes, it's the number of inspections that we actually do nave II skyrocketed. Not necessarily the evaluation of the construction that is occurring. Councilwoman Dimler: Those were my only two questions. IMayor 21:-ni.el: Any other questions? ICouncilman Boyt: Only that we're probably being too conservative. Mayor Chmiel: I think l,e probably are but we're going to have to see where we're going with th economy that's coming in. The situation that's happening, I I know we have to do something. Councilman Boyt: I would make the other point that I think we discussed this at II other budget meetings in previous years but the City has got to get out of the business of directing building permit fees into the general fund. You just can't do that anymore. :le've got these on the backs of the building inspectors IIride a good bit of the funding of the City as a whole. Councilman Johnson: We're doing, this particular thing is a fee for service and people are paying the fees and I don't think they're quite getting the service yet. _ Resolution #89-46: Councilman Boyt moved, Councilman Johnson seconded to approve the hiring of two additional full-time inspectors (one mechanical and one building) and to amend the 1989 budget, Fund 125-4010, Personal Services in the amount of $52,000.00. In addition, Fund 209-4704 should be amended to include two inspection vehicles (4 wheel drive) in the amount of $32,000.00. All voted in favor and the motion carried. ADMINISTRATIVE PRESENTATIONS: CURBSIDE RECYCLING, ASST. CITY PLANNER. Jo Ann Olsen: At the last minute Mr. Gnade pulled out of his bid to do the curbside recycling and it was for personal reasons. His wife became ill. Waste Mangement Inc. has stated that they can still provide the service. It's 37 cents per household per month and it would be through the end of December, 1989 and it comes to around $24,000.00 to $25,000.00. It's still within what is budgeted. Staff is recommending that the City Council accept their bid. It's not like some of the other places where you've got the little thing with the slots?
