On April 14 , 1989 , bids were opened for the subject project. As
1 noted in the April 17 , 1989 correspondence from Van Doren, Hazard,
Stallings (attached) , two bids were received on the project.
They are as follows:
1 Siehndel Construction , Le Sueur, Minnesota $43 ,788 . 97
Adcon, Inc . , Andover, Minnesota $61 , 785 . 00
I The engineer ' s estimate for this project was $67 ,515 . 00 . We have
therefore been very fortunate again in obtaining a very reason-
able low bid on this project.
IA reference check was conducted on Siehndel Construction and is
documented in the attached letter from Van Doren, Hazard,
Stallings . As noted, they appear to specialize in projects of
I this nature and no major problems were discovered in talking with
their references.
1 The construction approach on this project, i .e. work on one
street at a time, is in accordance with our preference and I
therefore feel comfortable in recommending that the Carver Beach
I Road/Laredo Drive Improvement Project No. 88-21 be awarded to
Siehndel Construction Company of Le Sueur, Minnesota in an amount
of $43 ,788 . 97 .

Manager' s Comments: You will recall that the Park and Recreation
Commission scrambled to find projects/programs to cut or delay so
as to keep these two sidewalk projects in the 1989 budget. The
excellent bid is helpful in that the Carrico property acquisition
will exceed original estimates. A separate report outlining the
City Attorney' s negotiations with Carrico is anticipated this
week or early next week.

estimate for the project was $67 ,515 .00 It is our opinion that the

approximaely $250 , 000 annually. Their main business practice is
concrete curb and gutter; concrete sidewalks and some concrete
' street paving . T1ey operate as both a prime contractor and as a
subcontractor . In the past two years Siehndel Construction has
completed sidewalk and curb and gutter projects for MnDOT in
' Willmar for $70 , 000 , for the City of Wilimar for $70 ,000 and for
the City of LeSueur for $49 , 000 . In addition , they have completed
the sidewalks and curbs for Hardees ' restaurants in Chaska , Waconia
and six other metro area locations .
Siehndel Construction is prepared to begin work immediately
following award and execution of contract documents . They propose
' to completely construct the sidewalk along one street , e . g . Laredo
Drive , including restoration before moving along to the next
street . They prefer to stay on the job until it is completed
' before moving on . As a routine matter ; we checked on a few
references provided by the contractor . We discovered no major
problems .
