SUBJ: Resolution Authorizing the City Manager to Sign
N� the POSTBOARD Application for Training
Reimbursement Monies
On January 1 , 1982, the State of Minnesota began collecting money
from a 10% surcharge on all moving traffic offenses. From this
N� penalty assessment money, the POSTBOARD has been appropriated a
~~ percentage to be used as a reimbursement to local units of
government to offset the cost of providing continuing education
to peace officers.
This 1982 law also required that the reimbursement application
forms be signed by two employees of the local unit of
@� government . The first signatory must be the Chief Law
Enforcement Officer of the agency. The second signatory must be
an Officer designated by a Resolution of the governing body.
N� This means that it has to be an elected official or the
Manager/City Clerk.
Last year we received back approximately $800. 00, and this money
N� is to be used exclusively for reimbursement of costs of
in-service training.
N� The Council Resolution is just a formality which is required by
-- the State prior to disbursement of these monies.

Dear Chief Law Enforcement Officer:
You will find enclosed the two forms that you must use in applying for
the POST Board ' s continuing education reimbursement program for peace
officers. The reimbursement period is from July 1 , 1988 through June 30,
1989 . No local unit of government can be reimbursed more than its actual
expenditure on continuing education.
Please review the rules relating to reimbursement before you complete
your application. These rules are given on the application form itself,
but I wish to emphasize that the application must be returned within 60
days , October 1 , 1989 , of distribution so that our disbursement of funds
can be made as soon as possible.
Please also note the following requirements regarding your completion of '
the application form:
1 . You must provide all information that we request. '
2 . There must be two signatures, yours and that of another
applicant designated by resolution of the governing body
( you may use a resolution from a previous year if that is
satisfactory to your council ) .
3. The signatures must be notarized.
4. The application must be accompanied by a roster of your
peace officers.
You should detach the goldenrod-colored copy and keep it for your own
records. The other copies must be returned to our office.

APPLICATION FOR REIMBURSEMENT FOR THE CONTINUING EDUCATION
OF PEACE OFFICERS AND CONSTABLES

1. The information furnished on this application is classified as public data and public data not on individuals pursuant to
the Minnesota Government Data Practices Act. You are not required by law to provide the information that is requested,
but your local unit of government will not receive reimbursement unless you do provide it.
2. The application must be completed and returned to the POST Board within 60 days of distribution in order to insure
that your local unit will receive the reimbursement to which it is entitled. The Executive Director may grant a brief
extension in an emergency.
3. The amount of reimbursement depends upon the number of peace officers and constables who are eligible in all local
units. Reimbursement will not be made to more than one local unit for the continuing education of same licensee.
4. Reimbursement funds are disbursed only to defray the costs of providing POST-approved continuing education. Any
other claim is unlawful and will result in denial of any reimbursement funds in future years. It will also jeopardize the
license of the chief law enforcement officer, and it will be grounds for criminal prosecution of the responsible public
official.

Pursuant to Minnesota Statutes 626.86 and Minnesota Rules part 6700.1800, we hereby apply for reimbursement from the
POST Board to help defray the expenses that our local unit of government has incurred in providing continuing education
for its peace officers and/or constables during the past fiscal year (July 1 —June 30).
On behalf of the County/City/Town of , we affirm that:
1. We are seeking reimbursement only for the continuing education of peace officers and/or constables who were I
employed by this local unit for at least eight months between July 1 and June 30;
2. The local unit has incurred the expense of making at least 16 hours of POST-approved continuing education available
to each of these peace officers and/or constables;
3. This local unit has employed peace officers and constables under the conditions stated above;
I4. The names, license numbers, and dates of employment of these officers are listed on the attached roster;and
5. This local unit has expended approximately$ in providing POST-approved continuing educa- I
tion during the fiscal year. (This total includes salaries and travel expenses of the licensees attending courses.) If
necessary, the unit can substantiate this affirmation by documents in its files.
Please submit the appropriate amount of reimbursement to our local unit's treasurer.
