SUBJ: 1990 LAWCON Grant Pre-Application Meeting
IIMonday morning I met with Marsha Taubr with the Outdoor Recreation
Grant Section of Department of Trade and Economic Development
1 (DTED) . At that meeting I presented the pre-application for the
Lake Lucy Access on the site known as the Lake Lucy Highlands
outlot on the northwest side of the lake (Dirk ' s property) .
1 The pre-application simply is a Statement of Need, a Statement of
Purpose and a short questionnaire ( see attached ) . The meeting
with the DTED staff was to determine if the project is eligible
I and if it is competitive (as all projects submitted compete for
available funds on a point system. )
Marsha indicated that the Lake Lucy Access project, although eli-
1 gible, will probably not be competitive. She said that most
applications received to date are comprehensive park plans that
will earn more points than a single facility proposal .
1 Additionally she said that since the City received a 1989 Grant
for Lake Susan Park, they would not likely want to fund another
project so soon. Ultimately, she said that we could submit the
I detailed application (due September 1) , however she was not at
all optimistic that it would be funded.
Please let me know if I should proceed with the detailed applica-
1 tion . If such is desired the attached resolution should be
passed to be included in the application.

Information required to be included in a final application is
1 horrendous. Most of the statistical information can be achieved
by having Mark Koegler summarize and extract this infor-
mation from the current Comprehensive Plan update process

currently being completed. However, this represents dollars.
Whether the amount is $1, 000 or $2, 000, the Council has asked
that staff look at every opportunity to reduce these types of
costs . Finally, if the determination has already been made that
our project will not be funded, spending any consulting dollars
is not warranted. It is obvious to me that DNR has narrowed its
focus to solely considering the Greenwood Shores Park area for
the boat access. Potentially the Mayor' s discussions with Joe
Alexander will prove fruitful; however, I remain skeptical .
The long shot would be to continue saying to the Watershed
District that we continue to support the chain of lakes
project, that we will acquire the lot on the northwest corner of
the lake, and that DNR will build the access at that point. This
option carries risk of suit from the Watershed District,
inability to purchase the lot for the $75 ,000 currently allocated
(owner asking $150, 000) , or DNR deciding not to build it - anyone
of which potentially adding significant cost to the City or
killing the project.
Hopefully staff can provide an update on the administrative
meetings suggested by Mr. Alexander.

Lake Lucy Public Access
Project Purpose -
II The Lake Lucy Public Access Project involves the acquisition of
7 acres and the construction of a public boat access on the
northwest side of Lake Lucy. This project is important, not only
to the Chanhassen community, but also to the Minnesota Department
' of Natural Resources, Minnesota Pollution Control Agency,
Environmental Protection Agency, the Riley Purgatory Bluff Creek
Watershed District, and the City of Eden Prairie.
The Watershed District is the local agency sponsoring a federally
funded Riley Chain of Lakes Clean Up Project, with the DNR sche-
duled to carry out the program. This million dollar project is
contingent upon all lakes in the chain having public boat access ,
( i .e. Lakes Riley, Susan, Ann, and Lucy) and the City of
Chanhassen has been asked to provide such. As Lake Riley is
U shared by the cities of Chanhassen and Eden Prairie, they too,
have an interest in seeing access on Lake Lucy.
' This application is for the acquisition of the 7 acre parcel on
the northwest side of the lake and for the construction of a
public boat access , 7 car/trailer parking spaces, trails to con-
nect this site to the existing city-wide trail system, and the
preservation and improvement of the existing wetlands . Acquisi-
tion costs are expected to be roughly $50 , 000 to $100 , 000,
however, such will be determined through the appraisal process .
' The total cost estimate for the construction of the access is
$118, 300. This brings the total project cost to approximately
$200, 000.
' The property is presently vacant and contains a mix of upland and
wetland areas. According to the Carver County Soil Survey, the
southwestern portion of the property consists of Terril Loam
' soils which can support road construction. Wetland areas occur
along the lakeshore and along the northeastern portion of the
site. The upland area has been used for agricultural purposes in
the past.

Lake Lucy Public Access
Statement of Need - ,
As outlined in the Statement of Purpose, the Lake Lucy Access is
needed if the Watershed District is to proceed with the Riley
Chain of Lakes Clean Up Project. As access is needed on all of
the lakes in the chain, and Lake Lucy is the only lake without
access , this project is important to the DNR, PCA, EPA, Purga-
tory Riley Bluff Creek Watershed District, and to the City of
Eden Prairie.
The City of Chanhassen is guided by a Comprehensive Plan. Within
the Recreation Section of this plan, it identifies the need for
public access on all of the City' s lakes . Specifically it states ,
"Chanhassen has a longstanding goal of providing a public
access on each lake within the City. The community contains all
or part of ten lakes which are legally public waters and, as
such, should be accessible. Because it is impossible for
everyone to live on a lake, the establishment of public accesses
is imperative if the entire community is to enjoy the amenities
associated with lakes. " '
Additionally, Lake Lucy is identified as a Group 4 lake by the
Metropolitan Public Access Committee, whose members include the
Metropolitan Council , DNR, and DTED. This indicates that while
it does not have top ranking priority, it is over 100 acres in
size, has a depth of over 10 feet and should have suitable
access . The Committee has identified DNR and DTED as possible
funding agencies for access .

A RESOLUTION AUTHORIZING THE SUBMITTAL OF A LAWCON GRANT
APPLICATION FOR THE LAKE LUCY PUBLIC ACCESS
BE IT RESOLVED E that the City of Chanhassen acts as the legal
sponsor for the project contained in the Community Development
Application to be submitted on September 1, 1989 and that Lori
Sietsema is hereby authorized to apply to the Development of
Trade and Economic Development for funding of this project on
' behalf of the City of Chanhassen.
BE IT FURTHER RESOLVED that Chanhassen has the legal
' authority to apply for financial assistance, and that institu-
tional, managerial, and financial capability to ensure adequate
construction, operation, maintenance and replacement of the pro-
posed project for its design life.
BE IT FURTHER RESOLVED that Chanhassen has not incurred any
costs, has not entered into any written agreements to purchase
' property, and has not contracted for or begun construction on
energy conservation measures for the proposed project.
' BE IT FURTHER RESOLVED that Chanhassen has not violated any
federal, state, or local laws pertaining to fraud, bribery,
graft, kickbacks, collusion, conflict of interest or other
unlawful or corrupt practice.
' BE IT FURTHER RESOLVED that uoon approval of its application
by the state, Chanhassen may enter into an agreement with the
' State of Minnesota for the above-referenced project, and that
Chanhassen certifies that it will comply with all applicable laws
and regulations as stated on all contract agreements and
described on the Compliances Checklist of the Community
' Development application.
AS APPLICABLE, BE IT FURTHER RESOLVED that Chanhassen hereby
' declares that a Redevelopment Area be established as identified on
the geographic location map provided with the completed
application.
' BE IT FURTHER RESOLVED that the Redevelopment Area was iden-
tified as meeting slum and blight conditions pursuant to the
definitions of Minnesota Statutes 469. 002 ( Subd. 11) or 469. 174
' (Subd. 10) .
NOW, THEREFORE, BE IT RESOLVED that Lori Sietsema is hereby
' authorized to execute such agreements as are necessary to imple-
ment the project on behalf of the application.

INTRODUCTION
The State Demographer g apher estimates that the City of Chanhassen has a
median household income of $41, 983 . The average household size
is 2. 9 persons, and there are 2, 745 households in the City
according to the 1988 Donnelly Demographic Profile. Data also
shows that 15 percent of the population is over 55 years of age;
' 60 percent of the population is 20 years to 54 years; and 5 per-
cent of the population is under 20 years of age. The combined
city, school and county mill rate is 2 mills. The assessed
' valuation of the City is $
The total City debt is $30,186,715 . The per capita debt in
Chanhassen is $3 , 271. A breakdown of the City' s current debt
' structure and a debt retirement schedule is in the City audit,
which is available if needed. The city has established a tax
increment financing district for the industrial park and downtown
' area which will assist the development/expansion of those areas.
The City has reserve funds to assist the park project. The
City' s annual financial audit indicates that reserves are
' available to fund the project.
The City' s request for financial assistance for Lake Lucy public
access is supported by the fact that this project is an unusually
large project for a City of this size and it will serve a wide
population.
' The City will contribute toward the cost of land acquisition and
development by providing $100, 000 from the Parks Acquisition and
Development Fund, which is funded through a park dedication fund.
' Property taxes will not increase as a result of this project.
Without a matching grant from the Outdoor Recreation Program, the
City would utilize the same sources to fund the project.
' However, development of the site would be delayed because the
City could only afford the cost of land acquisition.
' Though the City has provided for some acquisition and development
costs through a special assessment for parks and a limited
appropriation from the City' s general fund, state assistance is
needed to provide for immediate development of necessary park
facilities .
Operations and maintenance expenses for the park will be provided
' for through the City' s General Fund. No fees will be charged for
use of the park.
