SUBJ: Accept Feasibility Study for Lake Drive East and
184th Avenue; Call Public Hearing
Improvement Project No. 89-6
The attached feasibility study has been prepared by the City ' s
r consultant as directed by the City Council and covers the
easterly portion of Lake Drive East from Dakota Avenue to 184th
Avenue. The report, I find, is complete and accurate in detail
r and will be verbally presented to the Council at Monday night ' s
meeting .
r As noted, staff and our consultant have involved the Datasery -
personnel intimately in the preparation of this report since the
majority of the improvements cross and impact the Datasery pro-
perty. The impetus for the project, as noted, is to interface
r with the Trunk Highway 5 improvements and Part 5 of the report
presents a reasonable schedule for the project from inception
through to collection of assessments .
1 The total estimated project cost is $928 , 800 and it is antici-
pated that $314 , 050 ( 34%) will be covered through a combination
of MnDOT funding and tax increment funding. The report does not
r contain an assessment roll at this time, although the assessment
area has been defined and the assessment methodology also pre-
sented in the report. A preliminary assessment roll will be
r generated for information purposes in time for the public
hearing.
r It is therefore recommended that the attached feasibility study
for Improvement Project No. 89-6 be accepted by the City Council
and a public hearing be set for October 9 , 1989 .
