Please find attached a memo from Scott Harr to me regarding
I expanded Animal Control Services for the five cities listed:
Excelsior
I Greenwood
Shorewood
Tonka Bay
I Victoria
As noted in Scott 's memo, the five cities listed were left "high
and dry" when Midwest Animal Services, Inc . discontinued their
I service.
This is not dissimilar to what we provided to Chaska in the area
I of Animal Control Services on a contractual basis. The contracts
would be for an interim period, i . e. , temporary, until we can sit
down and hammer out the intricacies of a more permanent
I agreement. I f this program is implemented, the City of
Chanhassen would benefit from the synergistic effect of the
increased hours and expanded service.
IA rough breakdown of our costs follows:

The revenue received from the five cities at $17. 00/hour for

The ur ose of
P P this memo is to provide a proposal by which the
City of Chanhassen Department of Public Safety could provide
animal control services for the cities of Excelsior, Shorewood,
Greenwood, Tonka Bay and Victoria. on a temporary basis for three
months.
' BACKGROUND
' Last week Shorewood City Administrator Larry Whittaker contacted
Chanhassen Public Safety to inquire whether we would consider ex-
panding our animal control services to cover the cities listed
above. He explained that the independant contractor that they had
' been using (Midwest Animal Services, Inc. ) had suddenly discontinued
service, and they were all left without animal control.
' Mr. Whittaker explained that the City of Chanhassen was contacted
because in addition to the fact that we have an established animal
control program, we are in close proximity to these other cities,
and they all are under contract with the Chanhassen Vet Clinic for
impound services, etc.
Mr. Whittaker went on to advise that they are interested in solving
' their immediate problem by entering into a temporary three month
contract for such services, with an eye toward the future to establish
a permanent arrangement. They are in immediate need of assistance,
and are seeking to enter into a temporary contract as soon as pos-
sible.
ANALYSIS

y y, who is presently working as a temporary full-time
' employee, is scheduled to return to part-time status (his hours

had been increased during the summer in order to
g provide additional
park patrol, etc. ) , he is available to work additional hours. I
have talked with him, and he would be interested in working additional
hours in such an expanded animal control program.
Therefore, we could utilize CSO Zydowsky for the twenty (20) hours
of animal control patrol that the cities are proposing. We could
arrange the schedule so that Bob could use the animal control vehicle
he regularly uses, so that all that- would be immediately necessary
would be the leasing of a pager and a mobile radio with the Hennepin
County Dispatch frequency.
The figures that you and I have calculated require a fee of $17. 00
per hour for patrol services, which would include patrolling these
cities, responding to calls while on duty, impounding animals as
needed and providing animal control related services to these com-
munities
as they arise.
Emergency call outs would be charged time-and-one-half, with a two
hour minimum. I recommend that emergency call outs be limited to
situations in which an animal is in custody, and there are no alter-
natives to having it impounded at the moment.
RECOMMENDATION
'
We can provide the requested service on a temporary basis, as outlined '
above. What little administrative time will be required would be off-
set by the benefits of having CSO Zydowsky on duty for an extended
period, during which he could respond to calls in our City if needed.
Of course, this also provides us with an opportunity to be of assistance'
to our neighboring cities and to keep Bob working full time.
If a more permanent relationship is desired, however, we would need
to reconsider the issues of hiring someone to fill the position on a
permanent basis; the purchase of a vehicle; and obtaining the additional
necessary equipment. I
Based on the above, I recommend that the City of Chanhassen provide
the animal control services requested on a temporary, three month basis. "

' ANIMAL CONTROL CONTRACT
AGREEMENT made this _ day of , 1989, by
and between the CITY OF CHANHASSEN, a Minnesota municipal
corporation ("Chanhassen") , and
a Minnesota municipal corporation ("City") .
1. This agreement shall be effective September , 1989,
' and shall terminate December 31, 1989.
' 2. Chanhassen agrees to patrol the public streets of the
City in a vehicle especially designed for the transportation of
' small animals hours per week.
3 . The City authorizes Chanhassen to apprehend and retain
' dogs, cats, and other animals, and/or issue citation tags for
' violations of the City ordinances. However, Chanhassen will not
invade private property contrary to the wishes of the owner of
' the property nor forcibly take an animal from any person without
the approval and assistance of a peace officer of the City.
4 . In addition to the regular hours of patrolling referred
to, Chanhassen agrees to respond outside regular patrol hours, at
1 the specific request of the City's Police Department, to animal
' bites and injured animal incidents.
5. Chanhassen shall transport all impounded animals to
