The plan set is quite large and I therefore has not been distributed .'iith this packet. A set of plans is available at the front desk of City Hall for review. I The attached letter from BRW provides a thorough review of the construction scope, costs and challenges which are a part of this project. To say the least, the combination of schedule, poor soils, access and environmental concerns will keep this project I from being anything but run-of-the-mill . The City ' s commitment remains to have this roadway in service by December, 1989 to accommodate the Rosemount development. As noted in Mr. Ehret ' s I letter, the soil correction ( surcharge) requirements of this pro- ject have forced us to be quite creative for access to the Lutheran Church of the Living Christ, Empak and Rosemount ' s site I during construction. This has also resulted in increased costs . The project, as currently designed, is estimated to cost $2 , 881, 000 . Mr. Ehret ' s memo summarizes the cost estimate and 1 the elements which have lead to increases. This cost estimate also includes a 25% overhead factor to cover contingencies, engi- neering, legal , administrative, etc. costs . As you are aware, we I have been fortunate again this year to receive very favorable bids on our projects. We hope this will hold for this project as well . I BRW intends to further refine the bid proposal for this project prior to actually distributing the bid set to contractors . It is hoped that this will also reduce the cost estimate somewhat. It IIis important that we proceed with this project to meet our access 1 Don Ashworth April 5 , 1989 commitments fo r the Ch anhassen Lakes Business Pa rk 2nd Addition properties . The schedule as laid out by Mr. Ehret is workable; however , we cannot afford to miss a beat at this phase of the project. It is therefore my recommendation that the plans and specifica- tions for the Trunk Highway 101 Realignment/Lake Drive Improvement Project No. 88-22 be approved and authorization given for taking of bids . ' Lake Drive/TH 101, CP 88-22 Dear Mr. Warren: We are currently completing the plans and specifications for the construction of Lake Drive and T H 101 (Phase I) as directed by the City Council , December 12, 1988. The plans and specifications follow the outline and intent of the feasi- bility study dated November 1988 and Supplemental Report #1 dated December 1988, except as described below. We have attempted to coordinate the improvements as described herein and those of Opus for the Rosemount site and Amcon for the ' Empak site. We would like to call to your attention some of the important issues of this ' project which you and the City Council must be cognizant of. They are: #1. CSAH 17 Intersection (Powers Boulevard) ' o We have designed the Lake Drive project based upon Powers Boulevard remaining in it's current condition. The intersection (Powers Boulevard/Lake Drive) will function as currently designed, however, ' we feel that numerous improvements could be made to significantly improve the safety of this intersection. Improvements which should be made include: ' A. The addition of turn lanes B. The addition of thru lanes C. Signage Improvements ' D. Move two-lane to four-lane transition south away from the inter- section The second phase of the West 78th Street Detachment feasibility ' study examined improvements to County Road 17 (Powers Boulevard) south of TH 5. Some of these improvements would significantly increase the safety of this intersection. The timing of the 2nd phase improvements of the West 78th Street Detachment project assumed that the project would be phased/timed with the TH 5 impro- vements. PETERSBURG my Mr. Gary Warren I April 6, 1989 Page 2 I timing for beginning the planning for the 2nd phase improvements I appears to be right. Regardless, we feel that it is encumbent upon the City and Carver County to continue examining alternatives for improving this intersection so that as future roadway funds become II available, this intersection can be reconstructed to proper design standards. A preliminary estimate indicates that these improvements are quite expensive (approximately $250,000+) and construction will II significantly impact the current roadway. Detouring traffic off County 17 will probably be necessary. Once Lake Drive and TH 101/Market Boulevard have been constructed to their final section, II and a full movement intersection with TH 5/Market Boulevard is open, it will allow you or the County to consider reconstructing County 17. #2. TH 5/TH 101 Intersection (Market Boulevard) I o The Lake Drive/TH 101 project will be approximately one year ahead II of the TH 5 project proposed by Mn/DOT. As you are aware, Mn/DOT' s concern for safety will not allow a full intersection to be constructed at TH 5/Market Boulevard until the improvements to TH 5 have been made. Therefore, the plans and specifications as sub- II mitted include the construction of a temporary right in and right out to/from TH 5/Market Boulevard (This is the same on both the north and south sides.) II o Because of the necessity to construct a temporary right in/right out and the need to allow for construction of TH 5, we have held our II permanent Market Boulevard construction back from TH 5 about 250 feet. As a part of the TH 5 project, the City of Chanhassen should request that Mn/DOT build the remaining portion of the permanent Market Boulevard section. I o The necessity for an interim connection to TH 5 from Market Boulevard requires special detour signage for Market Boulevard. II This plan set details specific traffic control signage for Market Boulevard which will remain in place until the full intersection at TH 5 is complete. #3. Water Main Alternatives II o Two issues need to be mentioned relative to the project water main. I A. This project includes the jacking underneath TH 5 of a 10" water main which will connect to a 10" water main on the north side II(Phase II) to provide a complete water main loop, which will improve water/fire flow in the downtown as well as to the Rosemount site. II II mill Mr. Gary Warren April 6, 1989 Page 3 B. The existing 18" water main from Pumphouse #4 (Lake Susan Park) will be reconstructed from approximately Station 0+40 to Station 7+00. The new main will be constructed in the road core at a final depth of about 7.5 feet. This water main is proposed for reconstruction for three primary reasons: 1) After construction of Lake Drive and development of the Empak site, the existing water main will be 18-20 feet deep. If the water main were to remain this deep; maintenance and/or repair by City crews and equipment will not be possible. 2) If maintenance or repair is necessary, the depth (18-20 feet) would require disruption of Lake Drive and the parking areas of the Empak site. 3) The water main currently traverses an alignment which crosses thru several hundred feet of peat area. We are con- cerned that an additional 10-12 feet of over-burden may cause this main to break or the joints to separate. #4. Environmental Issues o Lake Drive and TH 101 (Market Boulevard) will be constructed through environmentally sensitive areas. The roadway will cross both a Class A and Class B Wetlands on the Rosemount site (received pre- vious City review) and a Class B wetland on the west end of Lake Drive (near Lake Susan Park) . We are working on permits and/or sub- mittals for this project for the Army Corp of Engineers, Riley Creek Watershed and the City of Chanhassen Wetland Alteration Process. These applications are not complete at this time, however, we will continue to pursue these issues with due haste. It is important that both you and the City Council recognize that the project can not commence until all of the appropriate permits are received. #5. Church of the Living Christ We have attempted to be sensitive to the potential concerns of the Church of the Living Christ in our design of this project. However, their proximity to the project area, the location of their current driveway, and the elevation of the church and church parking lot led to a number of difficult design decisions. Three of the primary issues are: A. In order to construct a new driveway to the church with a maximum percent grade of 10%, we will need temporary construction waivers of trespass for this project. Their new driveway is proposed at a width of 24 feet and a grade of 9%. It will be reconstructed with bituminous from Lake Drive to the church parking lot. Mr. Gary Warren April 6, 1989 Page 4 B. The new roadway grades along Lake Drive near the south corner of the church required the construction of about 100 feet of retaining wall . The plans and specifications currently propose a wood retaining wall of similar construction to the retaining wall in the downtown. The maximum height of this wall is about 5 feet. C. Church access during construction will be provided at all times, however, access may be located from several different locations and will be from gravel surfaces. Please note that we have included a bid item for liquid chloride to allow us to request effective dust control from the contractor. #6. Roadway Surcharges (See Exhibit A attached.) Two of the project areas require crossing wetlands which contain depths of peat in the range of 40+ feet. The only economical way to construct the roadway in these areas is to surcharge the peat. This process will require surcharging of the peat areas early in the project and removal after six months of placement. This presents some significant difficulty in completing the construction of Lake Drive this year. The project plans and specifications will require the contractor to construct Lake Drive in the following manner: A. The contractor will place surcharge material in the surcharge areas early in the project (approximately July 1989) . The surcharge material will remain inplace until about October 1, 1989 on the west, and May 1, 1990 on the east end. B. Improvements to the balance of Lake Drive and Market Boulevard will commence with all improvements being made to final design conditions except the surcharge areas. C. In late fall 1989, the contractor will construct a temporary asphalt roadway over the west end surcharge area in order for traffic to travel Lake Drive thru the winter. The surcharge area on the east end of Lake Drive will remain inplace effectively pre- venting travel on the east end of Lake Drive thru the winter. D. In the spring/summer of 1990, the temporary roadway and surcharge areas will be removed and the final roadway construction completed. Final construction of Lake Drive will not be complete until fall 1990. Please note that Market Boulevard construction should not be signifi- cantly impacted by the surcharge requirements. Market Boulevard should be open to traffic in late fall of 1989. Mr. Gary Warren April 6, 1989 Page 5 #7. Import/Disposal of Materials The project site is significantly short of select material with which we can build the roadway. In fact, quite the opposite exists. We have an excess of poor materials which must be disposed of. We have currently specificed the import of select material for roadway construction. We have specified that excess poor soils will be disposed of within the project area. It may be necessary to negotiate this issue with the successful contractor if we cannot find acceptable alternatives to those specified above. #8. Lake Susan/Riley Creek This project includes the construction of a major storm water deten- tion pond on the west side of Lake Susan Park. This pond will be designed to effectively reduce sediment loading to Lake Susan from the upstream developed areas. We have not included any work associated with Riley Creek or Lake Susan itself. We are aware of concerns about Lake Susan and in par- ticular the delta at Riley Creek in the northwest corner; however, we are of the opinion that this could be addressed through the Watershed Chain of Lakes Project or as a separate project. #9. Land Acquisition ROW for Lake Drive was obtained as a part of the platting process for the Rosemount site. Right of way for TH 101/Market Boulevard must be acquired from the MJ Ward Estate. Negotiations have been underway for sometime, however, I do not believe that they have been completed. We will continue to work with staff and the City Attorney to resolve this issue. #10. Posted Speed Limits The plans and specifications call for the placement of speed limit signs which will post the road at 35 mph. The Council may wish to consider posting at 30 mph. #11. Business Park Sign We have included in our estimate costs to cover the construction/ erection of two Business Park Signs similar to those found in the adjacent Business Park areas. We are anticipating placement of one sign at the intersection of Lake Drive and Powers Boulevard and the other sign near the Rosemount Site on Lake Drive. Mr. Gary Warren April 6, 1989 Page 6 #12 Sidewalk (See Exhibit B attached.) The feasibility study did not include costs for the construction of sidewalk or bikepath. We have included a 6-foot concrete walk on the south side of Lake Drive from Power Boulevard to Market Boulevard. This walk can be extended in the future to connect to the inplace 5-foot concrete walk on Lake Drive east from Great Plains Boulevard to Dakota Avenue. As outlined above, there are numerous issues of significance for this project. We have attempted to resolve as many of these issues as possible, however, a few remain to be resolved and will require additional time for complete resolution. We have completed an Engineer' s Estimate for the project which is summarized below: COST ESTIMATE Bid Engineer' s Schedule Item Estimate A Sanitary Sewer $ 99,000.00 B Water Main 187,000.00 C Storm Sewer 404,500.00 D Roadway/Lighting/Landscaping 1,614,300.00 SUBTOTAL $2,304,800.00 25% ADMINISTRATIVE & OVERHEAD 576,200.00 TOTAL $2,881,000.00 Our Engineer' s estimate reflects added project cost which was not included in the feasibility study. Items of work and added costs include: A. Approximately 5,000 feet of concrete walk along Lake Drive and TH 101 has been added. Approximate Cost = $ 60,000.00 B. Temporary access road costs have been included to provide for construction traffic access for Rosemount. Approximate Cost = $ 30,000.00 C. The feasibility study assumed an average topsoil depth of about 2 feet on the project. The soil borings indicate topsoil depths of as much as 9 feet. This has increased the excavation costs. Approximate Cost = $250,000.00 Mr. Gary Warren April 5, 1989 Page 7 D. We have included additional storm detention pond mucking on the West End Pond for additional Wetland Mitigation and to meet the require- ments of NURP. Approximate Cost = $ 60,000.00 E. The relocation of the 18-inch trunk water main was not anticipated in the feasibility study. Approximate Cost = $ 30,000.00 F. The surcharge phasing requires the construction of a temporary road and the construction of temporary storm sewer which has added project cost. Approximate Cost = $ 50,000.00 G. The road profiles for Market Boulevard and Lake Drive were raised as a result of the proposed TH 5 grades. This resulted in the addition of significant quantities of imported materials. Approximate Cost = $ 50,000.00 H. The soil borings have indicated soil conditions which are signifi- cantly worse than those anticipated requiring a significant amount of imported material and an increased pavement section. Approximate Cost = $ 75,000.00 Separate Bid Schedules will be used as described above to allow for accurate estimating of the work by type of improvement. We recommend that the City Council authorize the advertisement of bids on this project Monday, April 10, 1989.
