SUBJ: City Hall and Fire Station Expansion, Award of Bids
On August 25 , 1988 the City opened bids for the City Hall and
Fire Station additions . There were a total of 12 contractors
submitting bids with 9 bids submitted for the City Hall expansion
and 7 bids submitted for the Fire Station remodel and expansion.
In addition, 7 of the contractors combined the bids for the City
Hall and the Fire Station to establish a base bid for both. The
average bid for the City Hall was grouped around $524 ,656 . The
average bid for the Fire Station expansion and remodel was
grouped around $847,514 . The average combined base bid was
grouped around $1,368 , 710 . Adolfson and Peterson, Inc. was the
low bidder for all three bids coming in at $475 ,800 for the City
Hall, $793 ,400 for the Fire Station, and a combined base bid of
$1 ,249 ,200 .
The bids ranged from Adolf son and Peterson ' s low for the City
Hall of $475 ,800 to a high of $559 ,000 . The range for the Fire
Station was, again, Adolfson and Peterson' s low of $793 ,400 to a
high of $901,300. Of the contractors bidding on a combined bid,
again the low was Adolfson and Peterson' s $1 ,249 ,200 to a high of
$1,427,571. The architect' s estimate for the base bid construc-
tion on the City Hall was $550,000. Their estimates for a base
bid on the Fire Station was $800,000 ( $1, 350 ,000 - combined) .
Not only did the bids from Adolf son and Peterson come in below
the architect' s estimate, the combined base bid submitted by
Adolfson and Peterson establishes an additional $20,000 in
savings . Your suggestion to EOS to establish a combined bid for
both projects essentially saved $20,000 in construction costs .
The City' s architect from EOS, Jack Anderson, has met with the
low bidder, Adolfson and Peterson, Inc. , and has reviewed their
cost schedule. He indicates that Adolfson and Peterson is com-
fortable with their bid and everything is in order for construc-
tion to begin. Because the bid is well within the estimated
construction costs, it will not be necessary to utilize the

deduct alternates . On the contrary, we are now able to add City
Hall alternates 1 , 4 , and 5 which include the ceiling in the
courtyard, the Council Chambers mechanical construction, and
cabling through the upper floor (computers, phone, radios, etc. ) .
RECOMMENDATION
It is recommended that the City Hall expansion and Fire Station
expansion and remodeling be awarded to Adolfson and Peterson,
Inc. , for a combined base bid of $1,249,200 and that the City
accept City Hall Alternates 1, 4 , and 5 . The total award bid to
Adolfson and Peterson, Inc. , for the combined City Hall and Fire
Station construction with the add alternates as indicated comes
to $1,276 ,800 .

Dear Jim,
Bids were received for the above referenced projects last
Friday. The results were quite competitive and the Projects
have come in slightly below the cost estimates . I would
like to review our research regarding the bids, specifically
the low bid, (enclosed please find the Bid tabulations) and
give recommendations on this and other items which will
affect the project budget.
The low bidder is Adolphson and Peterson, Inc . with a
combined base bid of $1,249, 000 . A & P has a long and fine
reputation in the construction industry, and we recommend
that you award the contract to them.
Along with the base bid, and through discussion with Don
Ashworth, City Manager, we recommend that you accept
Alternate #1--an add of $17 , 000--(Finished ceiling in City
Hall Courtyard) ; Alternate #4--an add of $6 , 000 (Additional
mechanical ventilation in Council Chambers) ; and Alternate
#5--an add of $4 , 600 (Computer Cabling Trough at upper floor
City Hall) .
The bidding climate was quite competitive which allowed for
a good low bid. We do recommend that the City include 7% in
the budget for contingency items . This should cover changes
and discrepancies which happen on any building project but
may be accentuated here because of the competitive
environment and the remodeling nature of the projects .

The project has received an excellent bidding. The average
bid for the Fire Station was $847,500; the average bid for
the City Hall was $520,000, and the percentage range was 15%
for both projects . This is not only a reflection of the
bidding environment but, also, that the documents were of
high quality. The average bids for both projects were
within 2 percent of previous cost estimates . The combined
base bid saves $20,000 from acceptance of each project
separately.
