SUBJ: Final Plat for McGlynn Bakery

On August 8 , 1988, the City Council approved the subdivision of
69.7 acres into one lot and two outlots for McGlynn Bakery with
the following conditions:
1 . The applicant shall enter into a development contract with
1 the City and provide the City with the necessary financial
sureties to guarantee the installation of these public
improvements.
2 . The applicant will work with the City to provide the
necessary easements or improvements which are required as a
1 result of the feasibility study for the upgrading of Audubon
Road and McGlynn Park.
3 . All stormsewer systems shall be constructed of reinforced
1 concrete pipe to be in accordance with the City' s standards
for urban construction.
1 4. The plans shall be revised to show pond skimmer details .
5 . The applicant shall obtain and comply with all conditions of
the Watershed District permit.
1 The applicant has submitted the final plat for approval by the
City Council. The final plat is consistent with the approved
1 preliminary plat. Conditions #3 and #4 of the subdivision approval
will be completed at time of the development of the site plan.
The applicant has received a Watershed District permit (condition
1 #5) .
Prior to recording of the final plat, the applicant will have to
enter into a development contract and provide the necessary finan-
cial sureties . Condition #2 required the applicant to work with the
city to provide the necessary easements or improvements which are
required as a result of the feasibility study for the upgrading of

Audubon Road and McGlynn Park. In Attachment #2, the Assistant City
Engineer addresses the status of the feasibility study and the pro-
vision of necessary easements and improvements .
RECOMMENDATION
Staff recommends approval of McGlynn Park Final Plat dated
September 16 , 1988 subject to the following conditions:
1 . The applicant shall enter into a development contract with
the City and provide the City with the necessary financial
sureties to guarantee the installation of these public
improvements.
2 . The applicant agrees to provide the City with any additional
roadway, utility or drainage easements as determined in the
plans and specifications review process for the upgrading of
Audubon Road as prepared by William Engelhardt & Associates
dated "Received September 23 , 1988" . This agreement shall be
made part of the content of the Development Contract to be
signed by the Developer for the McGlynn Park plat.

APPROVAL OF AGENDA: Councilman Johnson moved, Mayor Hamilton seconded to
' approve the agenda as amended with the following additions: Councilman Geving
wanted to discuss communications under Council Presentations and to move item 7
to the first item after Visitor Presentation; Councilman Horn wanted to discuss
streets; Councilman Boyt wanted to discuss the carousel building and building
construction hours; and Mayor Hamilton wanted to discuss the Brooks Superette
parking area. All voted in favor and the motion carried.
' CONSENT AGENDA: Councilman Horn moved, Councilman Geving seconded to approve
the following Consent Agenda items pursuant to the City Manager's
recommendations:

The City Council approved the preliminary plat on August 8 , 1988 I
subject to five conditions from staff . Condition 2 of the
approval stated "The applicant will work with the City to provide
the necessary easements or improvements which are required as a
result of the feasibility study for the upgrading of Audubon Road

and McGlynn Park. "
The feasibility study has been completed as prepared by William
I
Engelhardt & Associates for the upgrading of Audubon Road.
Acceptance of the feasibility study is scheduled as Item lh. on
the City Council agenda for September 26 , 1988 . Although the
Ifeasibility study has been completed and agrees with the proposed
improvements for the McGlynn site, additional roadway or construction
easements may be required. These easements will be revealed
through the plans and specifications process . Authorization for

the preparation of these plans will be started immediately
assuming that the City Council approves the feasibility study.
In light of the Developer ' s request to proceed with the final I
plat approval for McGlynn Park, the Developer has agreed to pro-
vide the City with any necessary easements to facilitate the
I
construction within McGlynn Park. This agreement will be part of
the Development Contract required of the Developer for McGlynn plat .
It is therefore recommended that the City Council approve the I
final plat for McGlynn Park with staff ' s five conditions and the
sixth condition reading as follows:
6 . The applicant agrees to provide the City with any additional I
