il Attached is the Audubon Road feasibility study authorized the City Council on

June 27, 1988. This feasibility study was authorized to address the need to
11 upgrade Audubon Road and the utilities available to service the properties in
the newly established Tax Increment District No. 2-1, in particular to the
McGlynn Bakery site. With the establishment of Economic Development District
11 No. 2, a funding mechanism was in place for the financing of these improvements.
The attached report prepared by Bill Engelhardt & Associates portrays a
realistic, phased scenario for the undertaking- of the improvements in coor-
II dination with the development of the McGlynn Bakery site. Phase I is estimated
to cost approximately $907,000. Recent meetings with representatives from
McGlynn indicate the need for utility service to be available to the building
11 site by June of 1989. In order for this to be accomplished, it is anticipated
that the sanitary sewer and watermain portions of this project, needed strictly
to serve the McGlynn building, would be let for construction this fall and
il completed early winter. Completion of the roadways and the remaining utility
construction would then be completed in the spring and early summer of 1989.
This schedule works well with McGlynn.
I As Council is aware, the site grading has already been authorized and the
building foundation is scheduled to start construction the first week in
October, 1988. Since there are no assessments being proposed for this Phase I
I project, the Council can waive the public heating requirement and proceed
immediately with authorization of plans and specifications for the Phase I
improvements. In the interest of time this is recommended.
II It is therefore recommended that the City Council accept the attached feasibi-
lity study for Audubon Road dated August 18, 1988 and that the firm of William
R. Engelhardt & Associates be directed to prepare construction plans and speci-
1 fications for the Phase I improvements.
