I SUBJ: Public Hearing for Chanhassen Hills Trunk Watermain
Supplemental Assessment Roll
Project No. 86-2
This is an assessment hearin g to receive public comment on the
supplemental assessment roll prepared for the Chanhassen Hills
I Trunk Watermain Project . The City Council at its August 22 , 1988
meeting accepted the attached supplemental roll dated August 15 ,
1988 and set the public hearing date for September 26 , 1988 .
I Notices were mailed to the affected property owners on September
7 , 1988. The legal notice was placed in the official newspaper
in the September 8 , 1988 issue.
IAs of the writing of this staff report , the only objection to the
roll has been raised by Mr . Don Patton representing the Lake
Susan Hills West PUD assessments (see attached letter dated July
I 25 , 1988 . The inaccuracies in the roll referenced by Mr. Patton
have been corrected I am confidant to his satisfaction.
Concerning the issue of alleged excess comments , as you are
I aware, this roll follows the same policies established with the
Kerber Boulevard and Powers Boulevard trunk watermain projects
assessed last year. Properties such as Saddlebrook and the
Eckankar property have been assessed based on this trunk policy
I
in advance of actual development and full build-out .
The City' s water utility is being heavily taxed during this time
I of rapid development . We need to be 'able to continue to expand
our water generation and distribution capabilities by undertaking
projects such as the construction of the Lake Lucy Road trunk
I watermain in 1989 and the addition of Well #5 in 1990. Without
the timely receipt of trunk funds such as these , the City will be
forced to seek other financial resources to fund these important
improvements.

g , 987 the City Council approved the assessment roll
for the Chanhassen Hills trunk watermain (minutes attached) . The
I assessment is a unit assessment based on acreage and density.
From day one in the project , the City' s consultant has had dif-
ficulty with clearly identifying the proper ownerships in this
I area as well as piecing together the property descriptions to
identify all -of the proper parcels for the roll. I was lead to
believe that they had gotten closer than it has turned out.
IWith the Lake Susan Hills PUD and subsequent ownership transfers
thereof ( i .e. Argus Development) , some of the property ownership
questions have come to light and errors have been identified in
I the roll. Through the assistance of Mr. Don Patton representing
the Lake Susan Hills Partnership, and the work that their con-
sultants have done for their own property transfers , we have been
I able to piece together with confidence the accurate parcel
ownerships and acreages . We have had several meetings with Mr.
Patton and have prepared a revised assessment roll that agrees
Inow with the actual properties in the assessment area.
There were also some calculation errors in the roll prepared by
our consultant. One major error was found in the calculation of
1 the assessment for the first property"on the roll, PIN
25-0140200. Instead of multiplying the acreage by the 1 . 85 unit
density, the consultant divided and came up with 90 less units or
II approximately $52,000 less than what should have been assessed.
These calculation errors have also been corrected on the supple-
mental roll.
The original dollar value of the assessment roll was $443 ,682. 89.
The revised assessment roll now levies $514, 838. 95 or an increase
of $71 ,156. 06 over the original roll. The attached supplemental

roll dated August 15 , 1988 has recalculated the assessments for
those properties which are affected and comes up with a net 11 supplemental assessment recognizing the payments that were made
by the property owners in the 1988 tax year .
Adoption of the supplemental assessment roll follows the same
procedures as the original roll in that a public hearing needs to
be called and held prior to certification to the County. It is
therefore recommended that the attached supplemental assessment 11
main dated August 15, 1988 for the Chanhassen Hills trunk water-
main be accepted and a public hearing be called for September 26 ,
1988.
