The were: A. 25-0131200 Henry and Gloria Pauly 25-0131600 B. 25-0131400 John Pryzmus C. 25-0130800 Kallestad Enterprises The primary issue at hand was the 3+ feet of Pauly Property which is, in effect, a part of Heritage Park Plaza. A related issue was the assessment of the land acquisition costs associated with the plaza property which was acquired from the Church of St. Hubert. We have recently become aware of a third issue which is the number of water services being assessed to the property. We have reviewed each of these issues and offer the following comments: #1 Approximately 3'-4" of property owned in fee title by Harry Pauly lies east of the existing building (i .e. , the plaza area). The assessments, as proposed were based upon total parcel front footage or parcel area (square footage) on a fee title basis. However, an argument can cer- tainly be made that given the proximate area of this property to the plaza area, the property should be acquired by the City. Given the nature and use of the Heritage Park area by the City of Chanhassen, and the relative lack of use of this property by Mr. Pauly, we would offer the following recommendations: 1. Reduce the assessable footage by the area in question. 2. The City should consider fee title acquisition of this pro- perty. Therefor, the land acquisition costs should be a HRA expense and should not be assessed back to the property owners. We have, therefor, revised the assessment roll to reflect this reduction in the proposed assessments. #3 The current assessment roll shows assessment of one (1) water service against Parcel 25-0131200 and one (1) water service against Parcel 25-0131600. In reality, two (2) water services were constructed, (one domestic water service, and one fire protection service) , but both ser- vices run in the east side of the building. Therefor, the correct assessment would have shown two (2) service assessments against Parcel 25-0131600 and none (0) against 25-0131200. The net change in total assessable costs to Mr. Pauly's properties is zero. No change occurs in this item. The assessment rate change described in Number Two (2) above should then be made as a corresponding change to the Pryzmus (25-0131400) and Kallestad Enterprise (25-0130800) properties. Hopefully, this will conclude all remaining issues associated with the downtown assessment roll , and the roll can be certified to the County.
