1 With Rosemount's acceptance of the City's development proposal, the attached
approval/construction schedule was prepared recognizing the desire of Rosemount
occupy their facility by April of 1990. As you can see in the schedule,Ito
there are construction commitments which the City needs to address to service
this development.
1 The design of Lake Drive East is complicated by the need to closely coordinate
with the Trunk Highway 101 realignment work which is also a topic of discussion
for Monday night's City Council meeting. In addition, if the acceleration of
1 Trunk Highway 5 construction remains on the fast track, June 1989 letting, the
City would also be in a position to implement Phase II of the West 78th Street
detachment project which involves the upgrading of County Road 17 from Highway 5
the proposed Lake Drive East connection.
Ito As you are aware, the West 78th Street detachment design and the Trunk Highway
101 realignment study are being prepared by BRW. In light of the timing
II constraints and coordination and interfacing issues to be addressed with main-
taining the attached schedule, I am recommending that the feasibility study for
Lake Drive East between County Road 17 and Great Plains Boulevard would best be
1 completed by the firm of BRW. This office I believe has been good at mixing the
work between firms when possible. This is one case where we would be
unnecessarily complicating the process to involve another engineering firm when
BRW has already a tremendous amount of background for this area from the West
1 78th Street detachment work and obviously the" Trunk Highway 101 realignment
study. It is therefore the recommendation of this office that the firm of BRW
be authorized to prepare the feasibility study for Lake Drive East between
1 County Road 17 and Great Plains Boulevard including that segment of Highway 101
from Highway 5 through the business park if that alternative is chosen as a part
of the realigned Highway 101 decision.
