SUBJ: Funding of Design for New Highway 212
Attached please find correspondence received from Holmes and
Graven asking member cities of the Southwest Corridor
1 Transportation Coalition to consider making contributions to
accelerate the construction of Highway 212 .
1 Mayor Hamilton or Councilman Horn may wish to provide their
thoughts on this subject. My initial reaction is that the propo-
sal appears solely to be one of accelerating the project' s
schedule by 16 to 21 months if the cities/counties were to pro-
vide the $400 ,000 contribution. I believe it is critical to the
long range planning of our community to have TH 212 become a
reality. If this proposal is one of saying that without the
1 $400,000 contribution, TH 212 may never occur, consideration
should be given to the proposal. However, if the proposal is
solely one of being able to accelerate the construction of TH
212, the price tag for such acceleration appears to be exor-
bitant.
Barring comments to the contrary from either Mayor Hamilton or
1 Councilman Horn, this office would recommend that the City
Council instruct this office to prepare a letter back to Holmes
and Graven as depicted above.

RE: Funding of Design for New Highway 212

Gentlemen :
As you may know, the Southwest Corridor Transportation Coalition
proposes that the various affected governmental entities commit
to jointly funding the design of new U.S . Highway 212 between
Interstate 494 and existing 212 west of Chaska. Because of
previous and separately funded EIS work we understand that it may
be possible to design a four lane : road from I-494 to Hennepin
County Road 4 with a two lane road from County Road 4 to existing
U.S . 212 for approximately one million dollars.
We propose that the Cities of Chaska, Chanhassen and Eden Prairie
and Carver and Hennepin Counties jointly offer to fund $400 ,000
of this cost, payable in the years 1989 , 1990, and 1991, if MnDot
will agree to fund the remainder. We would offer our assistance
in obtaining federal funds to reduce the MnDot share, if federal
funds can be obtained for this purpose (we think this possibility
may exist) . '

IThe proposed schedule for Eden Prairie is intended to recognize
other proposals now under consideration for funding of the
Highway 212/ring road interchange in Eden Prairie.
We are aware that your organizations are each now engaged in
budgeting for 1989 . We hope that you are willing to assist in
I this effort and that this request is early enough for you to
include this item in your 1989 budget.
I We are advised that it is potentially possible that commencement
of construction of the four lane segment of 212 between I-94 and
County Road 4 could be accelerated by 16 months and that
completion of that project could be accelerated by 21 months if
Iwe are willing to make this commitment.
I am sure that you will agree that it has been very exciting to
I see significant progress on Highway 5 and Highway 212 in the last
year . In large measure this success has been due to the
willingness of your units of government to contribute to the cost
Iof design and environmental work.
We will be happy to do what we can to respond to any questions
which you might have. We look forward to hearing from you at
