Animals in City Parks, Code Amendment
Attached please find a proposed ordinance amending Chapters 5 and 14 of the
Chanhassen City Code concerning animals. This amendment is in response to
confusion over whether or not dogs are "officially" allowed to be walked on city
trails that exist within the boundaries of city parkland. Our current ordinance
prohibits the presence of dogs in parks altogether. I do not believe it is the City's
desire to prohibit dog walking on trails that pass through city parks.
The amendment also mandates that the owner or a person having cQntrol of a dog
shall immediately remove any feces left by the dog not left on property of the dog
owner or the person in control of the dog. A person walking·a dog off the owner's
property must have in their possession equipment for picking up and removing the
feces. This ordnance shall be in effect citywide. The Park and Recreation
Commission reviewed these amendments at their June meeting and unanimously
recommended their passage.
RECOMMENDATION
It is recommended that the City Council approve this ordinance amending
Chapters 5 and 14 of the Chanhassen City Code concerning animals.

AN ORDINANCE AMENDING CHAPTERS 5 AND 14
OF THE CHANHASSEN CITY CODE
CONCERNING ANIMALS
THE CITY COUNCIL OF THE CITY OF CHANHASSEN, MINNESOTA
ORDAINS:
SECTION I. Chàpter 5 òfthe Chanhassen City Còde is amended by adding Section
5-22 to read:
Sec. 5-22. Waste Clean-up.
The owner or a' person having control of a dog shall immediately remove any feces
left by the dog noUeft on property of the dog owner or the person in control of the dog. A
person walking a dog off the owner's property must have in their possession equipmènt for
picking up and removing the feces.
SECTION 2. Section 14-65 of the Chanhassen City Còde is amended to read:
Sec. 14-65. Animals.
(a) ExceDt as orovided in s'ubDara!!raph (b) below. Nno person shall be permitted
to take any animal, including but not limited to dogs and cats, into a park. This prohibition
shall not apply to properlyhamessed or leashed service animals, from a recognized service
animal training program, assisting blind or deaf persons or persons with a physical or
sensory disability. or to a dog used bv law enforcement officers or in rescue action.
(b) Walking leashed dogs is allowed on Citv trails and streets, exceDt in public
beach areas. The \JCrson having control of the dog shall immediatelv remove anv feces left
bv the dog. The oerson in control of the dog must have in their possession equiDrnent for
picking up and removin¡! the feces.
SECTION 3. This ordinance shall be effective immediately upon its passage and
publication.
