MEMORANDUM
TO:
Scott A. Botcher, City Manager
FROM:
Todd Gerhardt, Assistant City Manager
DATE:
June 7, 2000
SUBJ:
Proposed Ordinance Change Concerning Private Kennels
The City Council has asked staff to review amending Chapter 5 of City Code
concerning private kennels; specifically, limiting the number of dogs and cats
needed for a "private" kennel license. The ordinance currently does not limit the
number of cats and dogs a private kennel owner may have on their premises (see
Attachment #1).
As you may remember, this issue was raised with the review of the Hans & Julie
Petruska's kennel license application, and the Council limited their license to six
dogs and/or cats. Currently, we have two other individuals with kennel permits
that have either six or more dogs and/or cats. They are as follows:
. Patricia Charney, 3861 Meadow Lane (4 dogs/2 cats)
. Chuck Gabrielson, 2600 Arboretum Boulevard (7 dogs)
Mr. Gabrielson would be the only one affected by this proposed ordinance
amendment. Staff did talk with Mr. Gabrielson about the proposed change and
he suggested that his permit be "grandfathered-in" or suggested increasing the
number to 7 dogs and/or cats. He uses his dogs as animal therapy for his
residents.
RECOMMENDATION
Staff recommends amending the City Code to limit a private kennel license to
no more than seven (7) dogs and/or cats (see Attachment #2).
