DATE: April 18, 2005 SUBJ: Public Hearing for TH 101 Gap Municipal Consent Project No. 04-06 REOUESTED ACTION Hold public hearing for TH 101 Gap Project. BACKGROUND At the February 23, 2004 work session, staff updated Council on the TH 101 Gap project. The update included the proposed alignment of the roadway and costs for the project. On March 22, 2004, staff again updated the Council on lhe project and funding with cost splits at the Council work session. On August 10, 2005, City staff and MnDOT held an open house to discuss and receive feedback about the proposed project. On January 11,2005, City staff and MnDOT held an open house to discuss and receive feedback about the proposed project. On March 14,2005, Council called for the Municipal Consent Public Hearing. DISCUSSION The TH 10 I Gap project is pro£osed to address system continuity and safety issues along TH 101 from Lake Drive to 86 Street. TH 101 currently has four lanes north of Lake Drive and will be constructed to four lanes soulh of 86th Street as part of the TH212 realignment project. The segment of TH 10 1 between Lake Drive and 86th Street, a distance of approximately 2,400 feet, currently has two lanes. This configuration presents motorists wilh two possible merge areas wilhin a short distance. TH 101 has a curvilinear design between Lake Susan Drive and Lake Drive. A crash analysis shows that 10 of 16 crashes reported wilhin this segment during a 3-year period (Jan. 2000- Dec. 2002) involved vehicles losing control on a curve. Seven of those ten crashes were between 86th Street and Lake Drive. The proposed realignment of TH 101 through this segment wi\l improve the curve radius that currently exists. Realignment of TH 10 I will remove a total of 23 residential access points from the highway: II with the proposed TH 212 project and 12 with this project. Access points create more points of conflict on a roadway and increase the potential for crashes. Existing TH 101 will be deadended in a cul-de-sac near Lake Susan and remain in-place as a frontage road to residents. Access wi\l be provided off of Lake Susan Drive. The City of Chanhassen . A grea! place to live, work, and play Todd Gerhardt April 18, 2005 Page 2 Existing TH 10 1 wi\l be reconstructed and is planned to be urbanized with concrete curb and gutter in conjunction with the TH 101 Gap project and the TH 212 realignment project. A portion of Riley Creek is wilhin lhe construction limits of the new alignment for TH 10 1. It wi\l be directly impacted by the reconstruction of lhe paved bicycle/pedestrian trails adjacent to TH 101 on the east. The creek needs to be relocated in order to begin construction on TH 101. A pedestrian underpass is proposed at the current pedestrian crossing to improve safety. Additional pedestrian trails wi\l be built on the east side of TH 10 1. A right-in right-out access point is proposed at Mission Hi\ls Lane. This access is proposed due to lhe current long deadend street in lhis neighborhood. Currently, the Mission Hills area has over 255 units in lhis development wilh only one access point, 86th Street. Also, Mission Hi\ls Lane is a 2,00' long deadend roadway. City Code limits the lenglh of a deadend street with a cul-de-sac based on density. The proposed access point on Mission Hi\ls has always been planned when TH 101 was improved. The proposed connection was identified in the Mission Hills development contract at the time of development for a future connection. Staff drafted a traffic study for this area which also supported an additional connection to Mission Hi\ls. At the neighborhood meetings staff held, property owners were mainly concerned about lhe connection to Mission Hi\ls and screening. Attached to this background is a petition from residents concerning proposed access. The petition was drafted in September after the first open house. The olher concern was the lack of landscaping MnDOT was planning for this project. MnDOT is not planning any berming, screening walls, or landscaping in conjunction with this project. The environmental document for this project did not identify any mitigation requirements for visual or noise requirements. Because of the lack of excess right-of-way, berming in the road right-of-way is not feasible. Staff has discussed this issue with property owners and lhese property owners may allow for a temporary construction easement so a berm could be built on their property. The property owner would be responsible for the future maintenance. This issue is sti\l being discussed with MnDOT and the property owners. One resident on TH 10 1 requested a connection to new TH 10 1 at 86th Street making this intersection a 4-leg intersection. Because new TH 10 1 is in close proximity to the existing TH 10 1 at this intersection, traffic conflicts would be anticipated. Also, cut through traffic from TH 10 1 to Lake Susan Drive would be anticipated. The County and State are both against making this connection. Existing TH 10 1 wi\l be a long deadend street wilh a cul-de-sac, however, there is not a location along TH 101 where a safe secondary access point can be made. Petition to change the planned extension of Mission HiDs Lane toT.H; 101 On Tuesday, August 10, a meeting was held at the Chanhassen Library to outline the plan for expansion ofT.H. 101 ftom 86th Street to Lake Drive. On the plan, Mission Hills Llq1e is to be extended to intersect T.H. 101. Residents of the Mission Hills area had heard from a representative ofMNDOT that the original plan they supplied the City of Chanhassen did not include an extension of Mission Hills Lane. At the meeting, residents of Mission Hills inquired with the City ofChanhassen and the . . representatives ofMNDOT the reason for the extension of Mission Hills Lane. The answer provided was safety. One exit from the development, according to the City, would not be enough to handle the traffic ftom the single family housing ane;! town houses,. Listed below, are counter-arguments to lhe planned expansion of Mission Hills Lane: · Emergency vehicles arriving ftom the north will not be able to use the planned extension of Mission Hills Lane as a median will prevent them ftom turning left. They will need to access Mission Hills Lane as they currently do, from 86th Street. · Residents of Mission Hills Lane who desire to use the new 212 will need to use the 86th Street exit rather than the planned extension of Mission Hills Lane as a median will prevent them from turning left onto T.H. 101. · Mission Hills Lane is a winding residential street, with many driveways. An increase in thru-traffic volumes will likely increase the chances of an accident with children playing.
