P. 2701-28 File No. PW067B 1 The Minnesota Department of Transportation has submitted their "Staff Approved" layout for Trunk .Highway 5 improvements for pro- I ject S. P. 2701-28. This project encompasses the road segment from 800 feet west of C. S.A.H. 4 in Eden Prairie to the west Hennepin County line in Chanhassen. As stated in the attached July 27 , 1988 correspondence from MnDOT, we are being asked to 1 give City approval to the portion within our corporate limits, i .e. West 184th Avenue to west Hennepin County line . I MnDOT' s maps are too large to include with the Council packet; however, a color-keyed version of the map is available at City Hall over the weekend and before the Council meeting on Monday Inight for Council member review. Staff has met with and/or had conversations with the affected property owners abutting this segment of the roadway. The plan I shows a full intersection at West 184th Avenue consistent with the City' s previous approvals. The plan also calls for an 8 foot bituminous bike path running parallel to the roadway along the 1 north side of the alignment. The two new travel lanes will be added to the south of the existing travel lanes. This causes some encroachment on the current alignment of Lake Drive East 1 just to the north of the DataSery building and also results in the closing of access for Innovative Industries , Inc. to Trunk Highway 5 . In order • to compensate for the access closure to Trunk Highway 5 , MnDOT will construct Lake Drive East from the 1 west edge of the DataSery building to West 184th Avenue. This is shown on the plan and results in substantial savings to the Development District in construction costs since MnDOT will be 1 picking up a large share of the frontage road construction. I have sketched out a crude version of these proposed improvements on the attached map for those of you who are not able to review 1 • the larger scale copy. I Don Ashworth October 6 , 1988 Page 2 I personally have met with representatives from DataSery and Innovative Industries, Inc. to review this plan. Minor questions were raised as far as driveway locations and fine tuning of the Lake Drive East frontage road alignment; however, for the most part there was good support for the project as represented. Barb Dacy also has communicated with Mr . Daryl Fortier concerning the Beddor property. Properties on the north side of Trunk Highway 5 encounter little or no impact since their access already is restricted from Highway 5 and there is no encroachment proposed on this side of the roadway since the new lanes will be added on the south side of existing Trunk Highway 5 . Staff has some detailed drainage issues to work out with MnDOT as a part of their design phase; likewise, the City will no doubt be interested in taking advantage of this opportunity to install sanitary sewer, watermain and storm sewer improvements along the Lake Drive East alignment. All these things will be worked out as a part of the design phase which MnDOT will be rapidly embarking on once the City has given its approval to this concept 11 layout . It is therefore recommended that the City Council approve the concept layout for State Project No. 2701-28 dated June 17 , 1989 and that the enclosed resolution be adopted. Attachments 1. Henn. Co. Line to East Limits of City of Chanhassen Layout 1B - City Approval Dear Mr. Warren: ' Transmitted herewith is the above referenced preliminary plan for city approval. As you know, every effort is being made to advance the con- struction of this project. The project is currently scheduled for a June 1989 letting which is highly dependent upon our ability to secure ' local approvals. As you also may know, this is only a portion of the total reconstruction ' project on T.H. 5 in Chanhassen. Another layout covering the area between CSAH 17 and the W. Henn. Co. line will be submitted for city approval when it is completed. Approval of this layout will not have any impact on the layout design between CSAH 17 and the W. Henn. Co. line. P. 2701-28 WHEREAS, the Commissioner of the Department of Transportation has prepared a preliminary layout for the improvement of a part of Trunk Highway No. 121 renumbered as Trunk Highway No. 5 within the corporate limits of the City of Chanhassen, from the West Hennepin Co. Line to the East Corporate limits of Chanhassen and seeks the approval thereof; and WHEREAS, said preliminary layouts are on file in the Office , of the Department of Transportation , Saint Paul , Minnesota , being marked, labeled, and identified as Layout No. 1B - S. P. 2701-28 ( 5=121 ) from the west Hennepin Co. line to 800 feet west of C. S.A.H. 4. NOW, THEREFORE, BE IT RESOLVED that said preliminary layouts for the improvement of said Trunk Highway within the corporate limits be and hereby are approved.
