I SUBJ: Final Plat Approval for Rome Park (Replat Of Lots 1, 2 ,
and 3 , Block 2, Chanhassen Lakes Business Park)
I On October 24, 1988, the City Council approved the preliminary
plat for Rome Park subdivision with the following conditions
(Attachment #1) :
I1 . An amended preliminary plat shall be submitted for City
Council approval which maintains a maximum of 70% impervious
surface on Parcel A.
I2 . The plat shall be revised to show a 20-foot wide utility
easement centered on the existing 10-inch diameter watermain
I which traverses Lot 2 , Block 1 . This easement shall be
extended between Park Court and State Highway 5 .
3 . The plat shall be revised to show the appropriate side lot
IIand front and rear utility easements prior to final approval.
4 . The final plat shall be revised to reflect the additional
I roadway easements for the widening of State Highway 5 if
MnDOT forwards to the City written confirmation that addi-
tional easements are required.
IThe applicant has submitted a final plat for City Council
approval. The final plat has met Condition #1 . The final plat
does not meet Conditions #2 and #3 . Conditions #2 and #3 must
I still be provided prior to the signing of the final plat. MnDOT
has sent a letter requesting 80 to 90 feet of additional right-
of-way be provided for the improvements to Hwy. 5 (Attachment
I #2) . When property is subdivided, the city can require dedica-
tion of ROW. Condition #4 of the preliminary plat required the
plat to provide additional right-of-way as required by MnDOT.
I Staff and MnDOT agreed that 80 feet of additional ROW would be
adequate. Therefore, the plat must be amended to provide 80 feet
of ROW from the southerly edge of existing ROW on Lot 2 , Block 1,
Rome Park. The provision of the required ROW will require the
Isite plan for the day care center to be amended.

RECOMMENDATION '
Planning staff recommends the City Council adopt the following
motion:
"The City Council approves Final Plat #88-22 with the following
conditions:
1 . An amended final plat be submitted which provides the
following:
a. A 20 foot wide utility easement centered on the existing
10-inch diameter watermain which traverses Lot 2 , Block 1.
b . The plat shall be revised to show the appropriate side lot
and front and rear utility easements prior to final approval.
c. Eighty feet of additional right-of-way for Hwy. 5 from
the existing southerly right-of-way on Lot 2 , Block 1,
Rome Park.

APPROVAL OF AGENDA: Councilman Geving moved, Councilman Horn seconded to
' approve the agenda with the following changes: Councilman Johnson wanted to
discuss recycling committee; Councilman Geving had a resolution for the National
Drug Free America Week; Councilman Horn wanted an update on the form of -
government issue; and Councilman Boyt wanted to discuss campaign signs. All
voted in favor of the agenda as amended and the motion carried.
' CONSENT AGENDA: Councilman Geving moved, Mayor Hamilton seconded to approve the
following Consent Agenda items pursuant to the City Manager's recommendations:

Review of proposed Amoco Oil Company site plan
and Roman Roos site plan
Dear Jo Ann, '
I have reviewed the above referenced site plans and have the
following comments on each one:
Roman Roos Site Plan
This proposed development is located just west of the
Mini Storage near Park Drive. At this time, it appears
that the additional construction for expansion of T.H.
5 will be south of the existing roadway. Based on our
preliminary plans and profile, we would expect to need
an additional 80 ' - 90' of right-of-way (see attached
plan) . We are assuming there will be no direct access
to T.H. 5 .
Amoco Site Plan
This development is located in the N.E. quadrant of
T.H. 5 and T.H. 101 . At the present time, the station
has two access points to T.H. 101 . The plan as
submitted proposes to maintain two access points,
however, the southerly one would be one-way off of T.H.
101 .
Our current preliminary plans for upgrading T.H. 5
include proposed work on inplace T.H. 101 which would
widen it and also include construction of a center
median. There would be no left turns allowed to these
entrances on W. 79th Street to the west. This is
Mn/DOT' s preferred plan.
