MEMORANDUM

SUBJ: Assessment Contract, Carver County
Attached please find the Assessment Contract for 1989 and 1990 .
1 The rate is up from the 1988 amount of $6 .00 per parcel. The
1989 approved budget is based on the proposed $6 .50 rate.
1 As previously noted, I did meet with the Carver County Board
regarding the Council' s concern with assessment procedures in
Chanhassen. They stated their support for the two request items
presented, i .e:
Staffing: They agreed that the City of Chanhassen is
growing to the point where one assessor cannot reasonably
' carry out full assessment responsibilities . They stated
their commitment to add staffing during their budgetary
process. [Note: This commitment was achieved through
1 their subsequent adoption of their 1989 budget. ) ;
- Communication: The Carver County Board agreed that a first
work function of the new County Assessor should be to meet
1 with the Chanhassen City Council. Specifically, the new
Assessor and City Council should reach agreement as to
assessment procedures which would be used in the City and
goals which would hoped to be achieved in 1989.
During our budgetary process, the City Council had re-asked
1 the question as to whether the City would be better served
through hiring its own assessor. I have confirmed that the mini-
mum number of assessors which would be required to handle work
functions in Chanhassen would be 1 - not including one full-time
' secretarial/technical position. The total cost for such staffing
would significantly exceed the current contractual cost with
Carver County which is estimated to be approximately $40,000 .

Dear City Administrator,
Please be advised that Carver County hereby gives notice of 1
cancellation of the assessment contracts currently in effect
with your jurisdiction. Enclosed is a two year contract
covering the 1/2/1989 and 1/2/1990 valuation dates. 1
It should be noted that the rate for 1989/1990 valuations
has been increased to $6. 50 per parcel.
Please review the contract at your earliest convenience and
feel free to contact me if you have any questions.

CONTRACT FOR JOINT ASSESSMENT
I This Agreement is made and entered into by and between
g y en
I City of Chanhassen , a municipal corporation under the
laws of the State of Minnesota, hereinafter referred to as the
City , and the County of Carver, State of Min-
' nesota, hereinafter referred to as County.
I WHEREAS, the City desires to enter into an
agreement with the County to provide for the assessment of
I property is said City by the County Assessor's Office;
and
WHEREAS , the County desires to cooperate with the
ICity in that regard; and
WHEREAS, M.S. 273.072 and M.S. 471.59 permit such an agree-
I ment for joint assessment;
NOW, THEREFORE, in consideration of the mutual covenants
contained herein, it is agreed as follows:
I1) That the City , which is
situated in the County of Carver and which constitutes a separate
I assessment district, shall have its property within Carver County
assessed by the Carver County Assessor for the assessment dates
January 2, 1989 and January 2, 1990. All work done necessary to
Ithe establishment of the estimated market value for each Carver
County parcel in City shall be performed by
Ithe Carver County Assessor or by one or more of the deputies un-
der his direction and supervision.
I 2 ) It is hereby agreed that the City and
all of its officers, agents, and employees shall render full
cooperation and assistance to the County to facilitate the provi-
ISion of the services contemplated hereby.
3 ) The City shall pay to the County for
I the assessment of property within Carver County the sum of Six
and 50/100 Dollars ($6.50) per parcel existing or created before
the closing of the relative assessment years.

4) Full payment of all parcels assessed for the January 2,
1989 and January 2 , 1990 assessment date shall be received by the
County no later than November 15th of the respective years.
5) The County agrees that in each year of this Agreement it
shall, by its County Assessor or one or more of his deputies,
view and determine the market value of at least twenty-five per-
cent (25%) of the parcels within the City . It is
further agreed that the County shall provide written documenta-
tion of those parcels physically inspected for each year of this ,
agreement.
6) It is understood by the parties that, pursuant to M.S.
273.072, this contract for joint assessment must be approved by
the Commissioner of Revenue.
