IAs you are aware from your meeting of August 25 , 1988 , Carver
County Public Works Department has been coordinating the ini-
1 tiation of an Eastern Carver County Comprehensive Transportation
Planning Study to take advantage of the Trunk Highway 212 traffic
forecast and trip generation work that the firm of Howard,
Needles, Tammen and Bergendorf (HNTB) have been doing under their
I
Trunk Highway 212 Environmental Impact Study. Much of the
transportation network for the 212 corridor area has been
established and proofed by HN'TB; however, interzonal and local
Itrips are not a part of the 212 EIS forecasting.
The attached September 14 , 1988 memorandum from County Engineer
I Roger Gustafson lays out the purpose in detail for an Eastern
Carver County Comprehensive Transportation Planning Study. The
attached agreement has been prepared in accordance with the
agency understanding which have been given to date. The City
I Attorney has reviewed the attached agreement and finds approvable
as to form. The $6 ,000 commitment from the City of Chanhassen
has been budgeted for in the 1988 Administrative Trust Fund. I
I believe the study will be helpful to us in resolving our
Comprehensive Plan transportation issues in that it will generate
specific traffic forecasting data for our uses .
IIt is therefore recommended that the City Council authorize exe-
cution of the attached Joint Powers Agreement for an Eastern
Carver County Comprehensive Transportation Planning Study with
Ifunding to be provided from the City ' s Administrative Trust Fund.

An outline of understanding has been reached among the administrators of Car- - II ver County and the cities of Carver, Chanhassen, Chaska, and Victoria to move
forward with a comprehensive transportation planning study of eastern Carver ,
County. The next step in advancing this -project is to obtain tentative ap- II
proval of the planning study from the respective City Councils and the County
Board. If received, the necessary joint powers agreement, consultant con-

tract, and resolutions will be prepared for final approval by the appropriate

officials of the participating agencies.
The three purposes for an Eastern Carver County-Comprehensive Transportation
Planning Study are: I
_"y-: .--__1 . To take advantage of current technical work for the TH 2. 12 EIS
study at the subregional scale, and determine traffic and related

effects at the local scale.
2. To reach agreement and consistency between Carver County and af- '
fected cities and townships on the number, location and functional
classification of minor arterials and collectors to be included in
the comprehensive plan of each affected jurisdiction. I
3. To determine needed improvements on minor arterials and collectors
in eastern Carver County to serve the development of city and
township comprehensive plans. I
Accomplishment of these purposes and the subsequent amending of the par-
ticipating agencies' comprehensive plans will allow Carver County and the

These goals represent the basic tasks needed to advance the objective of
' providing an adequate city street and county highway system of collector and
minor arterial roadways to serve the projected growth in the eastern portion
of the county.
A preliminary proposal from the firm of Howard Needles Tammen and Bergendoff
(HNTB) has been discussed with the administrators of the participating
' agencies. A copy of this proposal is attached to this memorandum for your
review. The $25,000 fee for this study has, also, been discussed with the ad-
ministrators. Consensus was reached that the following cost distribution
seemed appropriate and should be given consideration by each respective
1 agency.
City of Carver $ 500 ( 2%)

City of Chaska 6,000 ( 24%)
City of Victoria 1 ,500 ( 6%)

It was the consensus of the administrators that the firm of HNTB would be the
appropriate consultant to perform this study because of the advantages in-
herent with having this study be consistent with the traffic forecasts being
developed for the area trunk highways and major county roads as part of the
new T.H. 212 E.I.S. The firm of HNTB is the consultant under contract to Car-
ver County for performing this environmental impact statement.
' A map illustrating the general study area for this proposed project is at-
tached to this memorandum for your review. Carver CSAH 43 extended northerly
and southerly is a more exact limit of the study area to the west.
Consensus of the County Board to advance this project as generally represented
by this memorandum is being requested at this time.

AN EASTERN CARVER COUNTY
COMPREHENSIVE TRANSPORTATION PLANNING STUDY
THIS AGREEMENT made and entered into by and between Carver County, the City
of Carver, the City of Chanhassen, the City of Chaska, and the City of Victoria
hereinafter referred to as the "Agencies".
WITNESSETH:
WHEREAS, it has been agreed that a Comprehensive Transportation Planning '" f
Study of eastern Carver County would be of benefit to said Agencies; and
WHEREAS, it has been determined that all of the said Agencies are a part of
or have a specific interest in the stated study area; and
' WHEREAS, the said Agencies are all willing to share in the cost of the
preparation and completion of same; and
WHEREAS, it is the expressed interest of said Agencies to participate and
cooperate in the preparation and completion of the said study and in furtherance
' of such interest, the Agencies will form the Eastern Carver County Transportation
Technical Committee, consisting of one or more representatives of each Agency; and
WHEREAS, the consulting firm of Howard Needles Tammen and Bergendoff (HNTB)
shall be hired by Carver County, subject to agency review, to prepare and complete
the Comprehensive Transportation Planning Study of eastern Carver County; and

WHEREAS, all of the said Agencies are authorized by Minnesota Statute 471 .59 ,
to enter into agreements providing for the exercise of powers shared in common;
and I
NOW, THEREFORE, IT IS MUTUALLY AGREED AS FOLLOWS: II

SECTION 1. EASTERN CARVER COUNTY TRANSPORTATION TECHNICAL COMMITTEE ORGANIZATION
AND RESPONSIBILITIES. I
1.01 There is hereby created and formed an Eastern Carver County Transporta- II
tion Technical Committee. The technical committee shall be composed of at least
I
one (1) staff member from each agency signing this agreement. Additional staff
members may participate in technical committee deliberations, however, each par-
ticipating agency shall be entitled to only one (1) vote.

1.02 The consultant firm of Howard Needles Tammen and Bergendoff (HNTB) shall i
prepare and complete the Eastern Carver County Comprehensive Transportation Plan-
ning Study. The Eastern Carver County Comprehensive Transportation Planning Study
II
shall be conducted under the direction of the Eastern Carver County Transportation
Technical Committee with Carver County as the contracting agent for administrative I
purposes through and by a designated Project Administrator. The Project Ad-
ministrator shall be the Carver County Engineer. I

1.03 A Chairman of the Technical Committee shall be elected by a majority
vote. The Carver County representative shall act as Secretary, responsible for I
assembling meeting packets, minutes and other mutually agreeable duties that the
IItechnical committee deems appropriate.

1 .04 The scope of the services to be performed by the consultant pursuant to
the consultant contract as generally outlined above shall conform with the pur-
poses and tasks listed in the "Scope of Study" document attached hereto, made a
part hereof, and identified as "Appendix A .
' 1.05 The Agencies shall furnish any and all information and/or data that they
have available and which is pertinent to the Planning Study to the consultant firm
' without separate compensation therefore or adjustment to any Agency's share of the
cost.
' 1.06 The Agencies, acting through their Technical Committee representatives,
shall at all times during the term of this Agreement be afforded the opportunity
for review of the work being performed for the Study, including but not limited to
obtaining without additional cost, copies of such reports, studies and data com-
piled to date, as may be requested. Such review by Technical Committee represen-
tatives shall not be considered the official comments of the individual Agencies.
Agency comments shall be made during the normal review process.
1 .07 The ownership of the data collected for the study together with sum-
maries, diagrams, maps, charts, reports and other data derived therefrom shall be
vested with Carver County, subject to the right of all Agency participants of this
Agreement to secure access to and copies of any such data, summaries, diagrams,
maps, charts, reports and other data. Each Agency shall be entitled without cost
to no less than ten (10) copies of the final planning study report. Carver County
shall be furnished one (1) camera ready copy of the final planning study report.

SECTION 2. CONTRACT ADMINISTRATION. I
2.01 The consultant contract shall not exceed $25,000 and shall be approved '
by a majority vote of the Eastern Carver County Transportation Technical Committee
prior to execution by Carver County and the consultant. Costs to the
municipalities and to the county shall be shared as follows: '

A final contract cost of less than or more than $25,000 shall result in adjusted '

' 2.02 Each agency's pro rata share shall be paid to Carver County as contract-
ing agent, from time to time when and as payments are required to be made by Car-
ver County to the consultant firm pursuant to the contract. Carver County shall
invoice each Agency from time to time as payments are required to be made to the
consultant firm. Such invoices shall reflect each member Agency's share of the
payment due and shall be paid within 35 days from receipt of the invoice.
2.03 The contract between Carver County as contracting agent and the consult-
ant firm shall be approved by a majority of the members of the Technical Com-
' mittee. Agency comments shall be made during their normal contract review
processes before it is signed by Carver County.
SECTION 3. DURATION AND AVAILABILITY OF FUNDS.
' 3.01 This Agreement shall be valid and effective only when executed by the
' fully authorized officials of each Agency which officials by their signatures,
shall also thereby certify that the financial commitment will be obligated for the
full liability of their respective Agencies hereunder.
' 3.02 This Agreement shall remain in full force and effect until the comple-
tion of the contract with the consultant between Carver County, as contracting
agent, and the consultant firm, or for a period of 12 months after the effective
' date of the consultant's contract with Carver County whichever comes first.
3.03 This Agreement may be renewed for additional 6 month terms upon written
agreement of all parties.

EASTERN CARVER COUNTY
COMPREHENSIVE TRANSPORTATION PLANNING STUDY
SCOPE OF SERVICES
Purposes of Study '
1. To take advantage of current technical work for the TH 212 EIS study at
the subregional scale, and determine traffic and related effects at the
local scale.
2. To reach agreement and consistency between Carver County and affected
cities and townships on the number, location and functional
classification of minor arterials and collectors to be included in the
comprehensive plan of each affected jurisdiction.
3. To determine needed improvements on minor arterials and collectors in
eastern Carver County to serve the development of city and township
comprehensive plans.
Tasks
1.0 Review of current functional classification of streets and highways in
comprehensive plans and proposed changes.
2.0 Prepare a base functional classification system for analysis and
evaluation.
3.0 Forecast the average weekday and peak hour traffic volumes -- based
upon the population, employment and land use utilized in the T.H. 212
EIS.
3.1 Estimate the proportion of local and through trips on minor arterials
and collectors of each alternative.
3.2 Calculate the capacity of each minor arterial and collector to
accommodate the forecasted traffic.
4.0 Evaluate the base system and modifications -- based upon type of trips,
forecasted traffic volumes, roadway capacity and consistency with
comprehensive plans.
5.0 Select recommended system.
6.0 Identify capacity deficiencies in the recommended system, needed
improvements and estimated cost of improvements.
7.0 Prepare draft and final report of the findings and recommendations of
the study.
8.0 Management and coordination including meetings and presentation(s) of '
final report.
