1 SUBJ: Accept Trunk Highway 101/Lake Drive Feasibility Study

1 The attached feasibility study has been prepared based on the
Trunk Highway 101 Alternate 2A alignment selected by the City
I Council as the preferred alternate on October 24 , 1988 . The
feasibility study, as directed, includes the north leg of Trunk
Highway 101, the south leg of Trunk Highway 101 at Market
I Boulevard and the extension of Lake Drive from Powers Boulevard
(CR 17 ) all the way through the Ward property to Great Plains
Boulevard.
1 The Council has been given a preliminary presentation of the con-
cepts contained in the scope of this feasibility study at the
November 14 , 1988 City Council meeting. These concepts have not
Ichanged.
The report contains numerous figures and maps which summarize the
I project scope. Also included are property acquisition maps .
Based on a request from Rosemount Engineering, the majority owner
along Lake Drive, a streetscape program including street lights
has been included consistent with the reduced planting scheme
I approved on the West 78th Street detachment project. We have
also included lighting for the portion of existing Lake Drive
East from Trunk Highway 101 to Dakota Avenue for continuity which
II understand was the original intent of that project but was
inadvertently omitted.
I Another item of interest addressed the Lake Susan sedimentation
issue brought up at the last meeting. We have included a cost
for expanding the proposed sedimentation basin near Powers
Boulevard and propose to route Riley Creek through this sedimen-
t tation basin prior to its discharge into Lake Susan. There are
obvious permitting agency reviews/approvals that will be
necessary; however, we feel this would be an excellent water
1 quality control for the lake for upstream impacts.

The estimated total project cost including legal , engineering,
administration, financing and land acquisition is $6 , 359 ,250 .
Approximately $2 million of this is for construction of the Lake
Drive improvements . The remaining $4 . 3 million cost is therefore
in good agreement with the $4 .2 million Trunk Highway 101
realignment cost given as a part of the alternate selection pro-
cess for Alternate 2A.
Financing of the project is proposed from a combination of spe-
cial assessment to benefitting properties and tax increment
funds. The assessable area is shown in the study maps.
The actual scope of construction would not necessarily undertake '
the entire project at this time, and in all likelihood would only
deal with those elements necessary to accommodate the Rosemount
development and those portions of the project which impact on the
Trunk Highway 5 expansion. It may be appropriate; however , to
design the entire project at this time.
It is important obviously that the project move forward to accom- 1
modate the Rosemount site development as well as not to hold up
the Trunk Highway 5 improvements scheduled for construction
letting in June of 1989 . '
Representatives from BRW will be present at the meeting to pre-
sent the feasibility study and answer any questions. As will be
recalled, Council has already scheduled December 12 , 1988 for the
public hearing. It is the conclusion of this office that the
feasibility study has been completed in accordance with the
Council ' s direction and that the project is feasible as pre-
sented. I therefore recommend acceptance of this feasibility
study for public hearing on December 12 , 1988 .
