1 As noted in the attached correspondence from MnDOT, the prelimi-
nary plans have been received for City approval for the segment
of Trunk Highway 5 from the east Carver County line west to Park
I Drive at Lake Ann Park ( see overview map) . The layout plan
covers one wall in the Engineering Department at City Hall and is
available there for review. As noted in MnDOT' s correspondence,
the plan is the same preliminary plan that has been displayed at
II the public meetings which were held on October 20 and 27 of this
year. On October 10 , 1988 , City Council approved the preliminary
plan for the Trunk Highway 5 segment which abuts on the east end
II of this project (S.P. 2701-28 ) . Likewise, you will recall the
Council approved the Environmental Assessment for the entire
corridor at the November 14 , 1988 meeting (see administrative
packet letter) .
IThe work that the City has been doing as a part of the Trunk
Highway 101 and Lake Drive feasibility study has provided us with
I detailed traffic information to review the intersection con-
figuration proposed on the preliminary plan. Attached are two
memorandums addressing this layout; one from BRW which addresses
I the intersection traffic forecasts and "laneage" , and a second
memo from the Hoisington Group which address-es the need for
median cuts and the access issues for the respective commercial
properties which have the potential for being impacted by this
II project. I have also included various letters which we have
received from interested parties concerning the proposed plan.
These individuals have been provided a copy of this staff report
II and attachments.
The memorandum from Fred Hoisington summarizes the access issues
in detail. The information generated by Howard Preston of BRW

including the intersection layouts, in detail reviews the impact
of providing median cuts such as at West 79th Street and Great
Plains Boulevard. In simple terms, in order to properly accom-
modate the median cuts additional lanes need to be added to
store the traffic and expedite their movement through the inter-
sections so vehicle stacking does not encroach on the median
cuts . This results in the need for additional right-of-way to
accommodate these lanes.
Each of the intersections has been closely reviewed in this
fashion based on year 2005 expected volumes . This information
should be provided to MnDOT for incorporation into their plans
similar to the way that they have attached "Flap A" depicting the
City' s requested Market Boulevard intersection plans.
It is important to note that the intersection layouts as indi-
cated in the BRW review represent ultimate capacity based on pro-
jections for the year 2005 volumes. While the entire
right-of-way would need to be acquired to accommodate this sec-
tion,
it may be prudent to construct the roadway with an interim
median condition which could be modified in the future as traffic
demands dictate the need for increased laneage. In order to con-
vince MnDOT of the prudence of this approach more detailed traf-
fic forecasting for year 1990 (anticipated construction year) is
necessary. This would cost the City approximately $5 , 000 to
$6 ,000 in additional forecast modeling but would give us the

answer as to when the expanded median section would be necessary.
I believe that this should be done at this time.
Also attached to the memorandum is the preliminary plan' s criti- I
cal timepath prepared by MnDOT earlier in the year which shows
the entire project schedule from Trunk Highway 41 to the east
Carver County line. The section under consideration tonight is
indicated as "CSAH 17 to CL" . As you are aware, Barton-Aschman
is responsible for the design of the entire project from CSAH 17
to CSAH 4 in Eden Prairie. MnDOT' s schedule called for comple-
tion
of plans by March, 1989 and anticipated a letting date of
June, 1989. Construction would then be undertaken during the
summer of 1989 through autumn of 1990 . Recent conversations with
Carl Hoffstedt of MnDOT indicate skepticism _that project
construction can be initiated in 1989 .
City staff will be working closely with MnDOT to address drainage
and utility crossing issues that need to be worked out in detail
as a part of the plans and specifications. A copy of the Trunk
Highway 101/Lake Drive feasibility will be provided to MnDOT
after approval for their use in integrating these plans which
could save the City significant cost if constructed as a part of
the Highway 5 improvements .

Our consultants will be available as will I to field any
questions that Council may have on this layout. Acknowledging
that pedestrian movement across Highway 5 is an issue that we
have previously taken issue with during the Environmental
Assessment review, it would be my recommendation that the
attached preliminary plan, Layout 1B for S.P. 1002-44 , be
approved by the City Council incorporating the intersection
layouts and median cut recommendations as contained in the
attached BRW and Hoisington reports. Further, it is recommended
1 that BRW be authorized to undertake year 1990 traffic forecasting
for this segment.

in an orderly fashion. It is our understanding that the

28 meeting.
This preliminary plan is the same one that has been I
displayed at the public meetings that were held at the city
hall on October 20 and 27 . The proposed plan is compatible
with Chanhassen' s proposed T.H. 101 Alternative 2A, which

I have reviewed the Mn/DOT layout documenting the proposed
I° improvements to TH 5 , as you requested . This layout calls for II(` the current two- lane highway to be upgraded to a four- lane I
divided rural roadway along the basic alignment of existing TH 5 ,
t_ with the eastbound and westbound roadways separated by a 32 foot
s wide depressed median . The basic design features documented in i '
the layout appear to be in substantial conformance with Mn/DOT 7
guidelines for rural expressways . 1

The layout also calls for full access intersections , with left 1
and right turn lanes along the mainline , at Dakota Avenue , Great
Plains Boulevard , and CSAH 17 . The intersection with Market
Boulevard is shown with partial access , right turns in and out ,

f' and the capability of being upgraded to a full access
n intersection at some point in the future. Mn/DOT has previously
indicated that they would consider the full access design for 11
Market Boulevard when the cross street traffic volumes meet the a
warrants for signalization , documented in the Minnesota Manual on
Uniform Traffic Control Devices . 3 I 3
It should be noted that the intersection locations shown in the
Mn/DOT layout conform to the locations recommended in the TN 101
realignment study , which was previously approved by the City
_' Council . However , the Mn/DOT plan does not call for the
r realignment of TH 101 and , in general , does not provide design
features for the cross streets in accordance with the City ' s
'1, current plans for the area .

1 ) Realign the north leg of the intersection so that it
I connects directly to the north leg of TH 101 , north of
West 78TH Street .
I 2) Widen the north leg of the intersection in order to
provide four southbound lanes (a right turn lane , one
through lane , a combined through/ left turn lane , and a
left turn lane) and two northbound through lanes ,

3) Widen the south leg of the intersection in order to

through lane , a combined through/ left turn lane , and a

(Note , this revision requires four southbound lanes
on Great Plains Boulevard between West 79TH Street and I TH 5. )

3) Revise the entrance to the gas station on the east side of
Great Plains Boulevard so that it aligns with West 79TH II Street .

Mn/DOT has prepared an alternative design for the TH 5 and
IMarket Boulevard intersection ( " Flap A" ) which shows a full
access intersection with four lanes of approach and a raised
median on both the north and south legs of the intersection .
I This design is in accordance with the results of the TH 101
realignment study . It should be noted , however , that additional
traffic forecasting and signal warrant analysis will probably
have to be preformed in order to prove to Mn/DOT that the full
I access intersection should be implemented concurrently with the
TH 5 upgrading .
IThis additional traffic forecasting is necessary because all
previous forecasts produced expected year 2005 volumes , and
Mn/DOT will probably not be willing to make a committment for
I construction of a full access intersection at Market Boulevard in
1990 based on year 2005 traffic volumes . Therefore , 1990 traffic
forecasts should be prepared . These forecasts would provide the
necessary information to document the following :
II o The impact on traffic atterns i
realignment of TH 101 . p in the area associated with the
Io The impact on existing turning movements at the TH 5/Great
Plains Boulevard intersection following relocation of the
I north leg of TH 101 to the Dakota Avenue intersection and the
south leg to the Market Boulevard intersection .
o Expected peak hour traffic volumes at all intersections along
ITH 5 and TH 101 to be used in a traffic signal justification
study and to analyze the possibility of providing interim
designs on the cross street approaches to TH 5 in order to
I minimize present construction costs . (Additional lanes would
then be added in the future as development occurs and traffic
volumes increase . )
IThese 1990 traffic forecasts were not prepared in the past , as
part of the City ' s transportation planning effort , because they
were not necessary . However , the forecast are now necessary in
I order to satisfactorily complete the preliminary design phase of
the TH 101 realignment study .
II have checked with our traffic forecasting section about
preparing these 1990 forecasts and they estimate that it will
take approximately three to four weeks and cost between $ 5, 000
and $6, 000 .

Subject: Highway 5 Impacts On Business Accesses

As per your request, we have reviewed the Highway 5 Plans regarding
their impact on business accesses and we have been working with several
of the property owners to resolve accesses related to TII 101
improvements. The following is a report of our findings and
recommendations.
The subject properties evaluated include: The Chanhassen Legion, Q '
Superette, West 79th Street Businesses, the Amoco Station,
McDonalds/Sinclair, Chanhassen Taco Shop/Apple Valley Ready-Mix and
the Ward property.
We believe the plans as proposed to include a median in Great Plains '
Boulevard from Highway 5 to West 79th Street East will have a potentially-
detrimental effect on businesses lying westerly of Great Plains Boulevard.
We strongly recommend that a single median cut be provided at West 79th I
Street so that left turns can be accommodated. JoAnn and I have
explained to Amoco that this would be our recommendation and have
asked them to plan on having only one median cut in Great Plains
Boulevard. We would expect the Amoco Site Plan to reflect such a
proposal. Given the median cut, additional laneage will also be required
which may demand additional right-of-way on both sides of Great Plains
Boulevard.
The MnDOT proposal calls for the '
t e closing of driveways to the Legion and Q
Superette properties from Great Plains Boulevard south of Highway 5. We
feel very strongly that median cuts are not warranted but that each should
be provided with a right-in right-out only access to Great Plains Boulevard.
We would, however, strongly recommend that the Legion entrance be ,
moved to the Legion's south property line to maximize spacing between it
and ill 5.

IMnDOT's Highway 5 plans essentially have no impact on access to
McDonalds and the Sinclair Station. The BRW plans do indicate that some
Iadditional right-of-way may be required from the Sinclair parcel but all
accesses will essentially remain intact.
IWe have been working with the Chanhassen Taco Shop and Apple Valley
Ready-Mix owners to address their respective access needs. What we have
I concluded after considerable traffic analysis, is that a median will be
required in the north leg of TH 101 and under no circumstances can we
permit a left turn median cut into the Taco Shop and Apple Valley Read-
IMix. The reason is the very short distance between such a median cut and
TH 5. In the absence of a median cut, U-turns will be a common practice at
I both ends of the median at Highway 5 and West 78th Street to satisfy
those left turn movements.
I What we are proposing to provide and have discussed with the owners, is
a right-in right-out only access to TH 101 plus a private railroad crossing
to allow a connection to West 78th Street. The private railroad crossing
Iwould be primarily to serve Apple Valley Ready-Mix and such crossing
should be considered a temporary access having a life only as long as the
Ready-Mix plant.
I
While this access solution is marginally acceptable, it is fraught with
I problems that should be avoided if at all possible. One way to avoid the
problem would be to acquire the Taco Shop property and thereby
eliminate the right-in right-out access to future TH 101. While beyond the
Iscope of the Feasibility Study, this would be an excellent time for the HRA
and City Council to consider such an action.
IWe have been working carefully with the Wards to establish roadway
alignments that reflect the potential for development of that property.
I While MnDOT's plans do not have a direct impact on the Ward pro p ert it
would be our recommendation that one right-in right-out access to Great
Plains Boulevard be provided approximately opposite the Q Superette
Ientrance. This should provide sufficient spacing between that entrance to
the Ward property and Highway 5 to accommodate anticipated traffic
flows.

' Dear Mr. Warren:
' I represented the Chanhassen American Legion at the public meeting of the
proposed upgraded Highway #5 through Chanhassen last Thursday night, October
27, 1988.
At the meeting, it was stated that concrete barriers would be installed in the
four legs of the intersection of Highway #5 and #101 (Great Plains Boulevard) .
The plans for the intersection also call for the closing of our present access
to our property and moving the access to somewhere on Lake Drive.
I stated at the meeting that these proposed plans are not satisfactory to the
Chanhassen American Legion as the loss of easy and visible access would greatly
reduce our traffic to said property with the resultant loss in our restaurant
business. It is also anticipated that loss of access to our property from the
present #101 could result in greatly decreased value of our property for future
' commercial development.
The Chanhassen Legion has the same objections as the business establishments
' on the north side of the intersection, (the two service stations, the motel
and other business located on West 79th Street) . In finalization of the plans
for the intersection, we expect the same consideration for our concerns as
' you will give to the northern business concerns.
We request that you and the City Council give immediate consideration to our
position in trying to protect our property values.
Copies of this letter are being given to all of the City Council members.

Review of proposed Amoco Oil Company site plan
and Roman Roos site plan
' Dear Jo Ann,
I have reviewed the above referenced site plans and have the
following comments on each one:
Roman Roos Site Plan
This proposed development is located just west of the
Mini Storage near Park Drive. At this time, it appears
' that the additional construction for expansion of T.H.
5 will be south of the existing roadway. Based on our
preliminary plans and profile, we would expect to need
an additional 80 ' - 90 ' of right-of-way (see attached.
plan) . We are assuming there will be no direct access
to T.H. 5 .
' Amoco site Plan
This development is located in the N.E. quadrant of
I T.H. 5 and T.H. 101 . At the present time, the station
has two access points to T.H. 101 . The plan as
submitted proposes to maintain two access points,
however, the southerly one would be one-way off of T.H.
101 .
Our current preliminary plans for upgrading T.H. 5
' include proposed work on inplace T.H. 101 which would
widen it and also include construction of a center
median. There would be no left turns allowed to these
entrances on W. 79th Street to the west. This is
Mn/DOT' s preferred plan.

These preliminary plans will be submitted to the City
for review and approval. If it is determined that an
opening in the island is necessary , then the Amoco
Station would have to be served with one entrance
directly opposite W. 79th Street. I
It should also be noted that the proposed widening on
T.H. 101 may require additional right-of-way from the II Amoco site. It is too early in the planning stage to
determine the exact amount that will be needed.

Amoco wishes to express our strong concern over MN DOT proposed plans to - -
add a solid median on Highway 101 between Highway 5 North to the railroad

• in Chanhassen.
Should this median be constructed severe damage will be done to the existing
businesses on both sides of Highway 101 as traffic will not be allowed ingress
or egress respectively and therefore business failure will occur.
. We are particularly disturbed that this current project follows what we 1
were informed and shown as the "Downtown Redevelopment TH 101/ Great Plains
Roadway" plan dated 5/8/87. This plan changed elevation of T.H. 101, added
medians north of Amoco's northerly drive cut to the tracks, right of way

slope changes occured etc.
Our concern further is that a proposal to relocate T.H. 101 is also being
considered, making the median proposal one of a nonsensical approach. II
The street functions fine today and will continue to function in a safe
manner well into the next century. Businesses have invested tremendous sums

of capital to improve their appearance and some wish to even spend more
capital dollars to improve their businesses. It clearly seems that MN DOT
wishes to meddle in the free enterprize system in order to cause chaos '
without compensation.
Amoco respectfully requests your discontinuance of this project as being
a.worthless expenditure of public funds. Please keep us informed as we • II
are a very interested, effected property owner and substantial tax payer.

A RESOLUTION APPROVING LAYOUT NO. 1B
FOR TRUNK HIGHWAY 5 , FLAP A - S.P. 1002-44
WHEREAS, the Commissioner of the Department of Transportation
has prepared a preliminary layout for the improvement of a part '
of Trunk Highway No. 121 renumbered as Trunk Highway No. 5 within
the corporate limits of the City of Chanhassen, from Park Drive to
the Carver/Hennepin County Line and seeks the approval thereof; and
WHEREAS, said preliminary layouts are on file in the Office
of the Department of Transportation, Saint Paul, Minnesota , being
marked, labeled, and identified as Layout No. 1B, with Flap A -
S.P. 1022-44 (5=121 ) upgrading Trunk Highway 5 to four lanes and
new Bridge No. 10009 .
NOW, THEREFORE, BE IT RESOLVED that said preliminary layouts
for the improvement of said Trunk Highway within the corporate
limits be and hereby are approved with the following conditions: '
1 . Intersection configurations for Dakota Avenue, Great Plains
Boulevard and Market Boulevard shall be as presented in the
November 22, 1988 memorandum from the firm of BRW (attached) .
2 . A full median cut be provided at the southerly intersection
of West 79th Street and Great Plains Boulevard.
3 . A staged construction of the intersections be allowed if
supported by the City ' s 1990 traffic forecasting.
4 . MnDOT shall cooperate with the City to accommodate utility
and drainage improvements which the City has proposed for the
Trunk Highway 5 area as documented in its Trunk Highway 101
Realignment/Lake Drive Feasibility.
