SUBJ: West 78th Street/Laredo Drive Stop Sign/Signal
Councilman Boyt has asked that this item be placed under Council
Presentations . For Council information, the item was presented
to the Public Safety Commission at their last meeting. It was
the Public Safety Commission' s recommendation that the City
' should study and strongly consider a stop sign/signal at the
intersection of Laredo Drive and West 78th Street. The item
being presented to the City Council is solely one of endorsing
1 the Public Safety Commission' s recommendation and reaffirming
that engineering needs to respond as quickly as possible to the
question of how to ease the traffic burden for Laredo Drive
motorists during rush hour movements .
1 This office concurs with both the action taken by the Public
Safety Commission as well as the action proposed by Councilman
1 Boyt. At issue is one o; insuring that we have completed an in-
house traffic study to insure that we know what the effects will
be of our actions and that all of the alternatives are presented
and discussed. We may be looking at a two-prong approach, i .e. a
temporary solution which would involve the installation of stop
signs with the long range solution being a signal. The original
traffic study indicated that a signal may be warranted at this
' intersection at some time in the future, but that such would not
be necessary as a part of initial improvements . The character of
the Laredo/West 78th Street intersection will change signifi-
cantly once the "thru traffic" currently by-passing signals on
Highway 5 is lessened (new TH 101 intersection will less thru
traffic) and the new hotel is in operation (will increase turning
movement traffic) .
The traffic study being proposed is one to attempt to determine
the number of vehicles that may be backed up during the rush
hour. Again, this office concurs with Councilman Boyt that the
Council should direct staff to complete the study and present
alternatives as quickly as possible. The HRA should also act on
this item.

SUBJ: Four-Way Stop Sign at West 78th Street and Laredo Drive
At the last Public Safety Commission meeting on November 17,
1988, a commissioner introduced concerns that he had been
receiving from citizens about the intersection of Laredo Drive
and West 78th Street. Commissioner Blechta stated that he had
received numerous complaints about the inability for motorists to
access West 78th Street from Laredo Drive during the rush hour.
He made a motion to suggest that the City Council look into
establishing that intersection as a four-way stop. The motion
was seconded and unanimously passed.
In light of the recent occurrences about stop signs in the Near
Mountain neighborhood, this request would seem more appropriate
for the needs of the City. I would agree from a public safety
standpoint that stop signs on West 78th Street at this intersec-
tion would be desirable. After receiving input from engineering,
I will be drafting a memo to the City Council about the Public
Safety Commission' s concerns . Please let me know as soon as you
can your thoughts or feelings on this matter.
