On August 3 , 1987 , the City Council accepted the feasibility I study for parking lot improvements on the north side of West 78th Street between Great Plains Boulevard and the Riviera. This pro- ject was initiated to insure that adequate accessibility and I coordinated vehicular parking be provided for the new and deve- loping businesses along the north side of West 78th Street. A public hearing was held on this project on August 24 , 1987 and plans and specifications were authorized for preparation at that I time. Due to the complex nature of the land acquisitions in this area, I especially as it relates to building demolition and new construc- . tion, it was not practical to proceed with construction of the parking lot improvements at that time. New building footprints were unknown and imminent damage from new construction made pro- ' ceeding with this project imprudent at that time. Another factor which has resulted in delays has been the pollution problem at Automotive Unlimited (R. Pauly property) . IAttached is the Medical Arts Building development schedule. This building is a significant element of this north side parking lot I area. The applicant is seeking site plan approval on Monday night' s Council agenda for Phase I. With building footprints and construction schedules better defined and the pollution problem in the hands of the MPCA, the construction plans and specifica- ' tions can now be prepared. Phase I of the Medical Arts Building is proposing to open its doors for its grand opening in October, 1989 . As such, the parking lot improvements in this general area IIneed to be completed en early September. II 1 - II Don Ashworth January 17 , 1989 Page 2 State statutes require that if construction has not been ini- tiated within one-year ' s time after the public hearing that the feasibility study needs to be re-initialized and a new hearing held. Since this is the case for this project, and in accordance with the 1989 development schedules for this area, it is appropriate and necessary at this time for the City Council to authorize preparation of an updated feasibility study for Project 87-17 . The initial feasibility was prepared by the firm of BRW and it is therefore recommended that they be delegated this upgrading responsibility. Attachments 1 . Map of project area. 2 .
