This memo is in support of our proposal to seek a fire sprinkler
permit fee schedule. The benefits of such a program are many,
particularly considering the rapid development of fire sprinkler
technology.

Bearing in mind that the City of Chanhassen now requires
sprinkler systems in many of its commercial developments, our II Fire Inspector is having to spend considerable time reviewing
plans and inspecting the installations of fire sprinkler systems .
Having recently attended a workshop on the topic of fire
sprinkler systems, I can attest to the high technology that is

involved in this area of the fire service.
The proposed permit application process, with the fee schedule, II will serve two purposes. First, it will establish a process by
which fire sprinkler installations will be monitored. This will
be done by requiring a plan review of the system, as well as
inspections of the installation, with final tests . Secondly, the

fee schedule will provide the City of Chanhassen with a minimal
recovery of the additional costs incurred by us for plan review
and inspection time. 1
The fee schedule that we are proposing is that recently adopted
by the City of Eden Prairie. Fire Inspector Mark Littfin and I 11 have worked with Eden Prairie Fire Marshal Phil Mathowitz in
developing a "per head" fee schedule. The fee amounts shown
reflect a middle of the road figure, determined by reviewing the
fees required by other area cities. 1
Please feel free to let me know if you have any additional
questions. I commend Fire Inspector Mark Littfin for his efforts
in pursuing this matter.

Attached are samples from Eden Prairie, Plymouth, Edina, and
Brooklyn Center regarding permit fees . Both Plymouth and
Brooklyn Center base their fees on job cost. Edina and Eden
Prairie base theirs on number of sprinkler heads . I would recom-
mend the latter.
1 Eden Prairie is in the process of raising their fees . A copy of
both is included. Phil Mathiowetz also feels we would be able to
justify charging what his new proposed permit fee will be. We
could, however, charge less .
If a formal fee does get approved, a letter is sent to all the
1 fire sprinkler companies in the Twin Cities informing them of the
change. I will still be using Phil Mathiowetz as a consultant
until I become better educated with fire sprinkler systems.
' I would also like to move quickly on this , if possible, because
of future commercial construction and additional consultation
needed on larger projects . Possibly a meeting with yourself,

APPROVALS
Plans shall be approved, permits secured, and fees paid prior to starting any sprinkler
work. Work started without aproval shall be subject to an investigation fee equal
to the permit fee, as provided for in Uniform Building Code, Section 304 (d) . '
Signed applications, fees (make check payable to the ("CITY OF EDINA") , and three
sets of completed plans should be mailed to the Edina Building Department. Allow a
minimum of 10 working days for review and approval.
Permits will be returned by mail with plans. Approved plans are required to be on
the job site. If it is acceptable to the contractor, plans may be delivered to the
job site and left with the job foreman.
Approval for minor work may be arranged verbally with the Fire Department (Allen Rothe
or Ted Paulfranz) , provided application and fees & plans are approved by the Fire
Department within 5 working days.

the same permit having a rated capacity of 3 horsepower or less, $9.00. For capacities in excess of 3
horsepower but not to exceed 15 horsepower,$25.00 for each system.For capacities in excess of 15
horsepower, but not to exceed 50 horsepower,$50.00+.500 State Surcharge for each system.
For capacities in excess of 50 horsepower,$75.00 for each system.
For any permit for alteration or repairs to any existing refrigeration system or equipment,where the cost
of the proposed work does not exceed $500,$10.50.
However,the total fee at said rate shall in all instance exceed the sum$50.00 for each refrigeration sys-
tem or its equipment included in such permit.
GAS PIPING PERMITS:
Minimum Fee$8.00 +.500 State Surcharge
