ISUBJ: Final Plat for Lake Riley Woods North - Outlots C and D The applicant has submitted the final plat for the second and final addition of Lake Riley Woods North. The proposed final I plat includes Outlots C and D. The first addition contained 34 of the 42 approved lots. The second addition contains the remaining 8 approved preliminary platted lots. The preliminary I plat was approved by the City Council on March 16 , 1987, with the following conditions : II 1. Submit a detailed grading plan providing the preservation of the mound site on Lot 14, Block 1 and not permitting road drainage over the mound site before final plat approval . 1 2 . Submit a plan showing the mound sites oriented with the contours. I 3 . Submit approved percolation tests for the drainfield site on Lot 14, Block 1. I4 . All streets must have a grade of 8% or less. 5. Designate the property between existing County Road 14 and the realignment of County Road 14 as an outlot which will be Iconsidered unbuildable. 6 . Any access onto County Road 14 must receive a permit from ICarver County. 7 . The final plat must designate an additional 27 feet of right- of-way along TH 101 and all remaining lot areas shall contain 2. 5 acres. 8. A phasing plan must be provided before final plat approval. I9 . All disturbed areas must be immediately restored. I 10. There shall be no clear cutting within the shoreland area except for public roads, structures and utilities. II ■ Mr. Don Ashworth July 19 , 1989 Page 2 11 . A plan designating areas of clear cutting must be provided. ' 12 . No direct access from Lots 18 through 25 , Block 1 will be allowed to TH 101. 13. The developer shall enter into the developer' s agreement with the city to guarantee completion of improvements. 14. Provide a schedule to the city indicating the phasing of the project of such is the intent of the developer. 15. Submit a satisfactory grading and erosion control plan to the city prior to construction. 16 . Submit construction plans to Williams Pipeline Company for ' review and approval prior to construction. 17. Lots 2, 3 , 13 and 14, Block 2 meet all wetland setback ' requirements for structures and septic systems. 18. Provide a 20 foot easement for park trails along TH 101 and County Road 14. The applicant has met all of the preliminary plat conditions as part of the Lake Riley Woods First Addition final plat approval. The submitted final plat for Lake Riley Woods 2nd Addition is consistent with the approved preliminary plat. RECOMMENDATION Staff recommends the City Council adopt the following motion: ' "The City Council approves the final plat for Lake Riley Woods 2nd Addition #86-25 as shown on the plat dated July 10, 1989, and subject to the following conditions: 1. Execution of a development contract and submission of the necessary financial security. 2 . No direct access for Lot 3 , Block 1 , shall be permitted to TH 101. ' 3 . No direct access shall be permitted from Lot 1, Block 2 , to County Road 14. 4 . All approved treatment systems shall be staked to preserve prior to any construction of the site. " ATTACHMENTS 1.
