SUBJ: Approve Plans and Specifications for Street and Storm Sewer Construction for Lake Riley Woods 2nd Addition File No. 89-15 (pvt) The construction plans and specifications for Lake Riley Woods 1 2nd Addition for street and storm sewer improvements (rural road design) have been submitted by Pioneer Engineering for approval . A grading and erosion control plan was submitted and approved by ' the City Council in June, 1987 for the first phase, Lake Riley Woods, which included this 2nd Addition. The plans appear con- sistent with the preliminary and final plat layout. The east 1 connection of Foxford Road to Pioneer Trail (C.R. 14 ) will be constructed this summer as a part of the Carver County ' s upgrade project for Pioneer Trail (C.R.14) . 1 It is therefore recommended that the construction plans and spe- cifications prepared by Pioneer Engineering for Lake Riley Woods 2nd Addition be approved with the following conditions: 1 . The bituminous mat shall consist of 2 inches of 2331 plant mixed bituminous base course and 1 inches of 2341 plant mixed bituminous wearing course. The l inches of bituminous 1 wearing course shall be placed the construction season following the placement of the 2 inches of bituminous base course. 1 2 . A hay bale check dam shall be installed in the ditch between the existing 18-inch RCP culvert underneath Foxford Road and 1 the proposed 12-inch RCP culvert underneath Pineview Court. 3 . All erosion control measures shall be in place prior to the initiation of any grading and, once in place, shall remain in 1 place throughout the duration of construction. They shall not be removed until an established vegetative cover has been produced and the removal shall be the responsibility of the ' developer . .1 • Gary Warren ' July 18 , 1989 Page 2 4 . The developer shall comply with the recommendations of appro- val of the Watershed District. 5 . The developer shall enter into a development contract and provide the necessary financial guarantee with the City prior to initiating any work. 6 . Construction plans shall be retitled Lake Riley Woods 2nd Addition. ' 7 . All construction shall be in accordance with the City ' s stan- dard specifications and details.
