1 SUBJ: National of League of Cities Conference, November 25-29
Approximately five years ago, Mayor Hamilton noted his desire to
attend the National League of Cities fall conference. The budget
1 was modified to include that conference. In the next two to
three years, Mayor Hamilton did attend this conference. During
that time frame, he continuously encouraged other Council
members/Manager to similarly attend. For the past two years, a
1 majority of the Council has attended this conference and have
spoken highly of the conference program/workshops .
1 The National League of Cities conference is well recognized for
its excellence. Minnesota cities , both large and small, send a
large delegation to this conference each year. Similarly, the
' conference is well attended by Council members of both large and
small cities from every state in the union. The 1989 budget does
include monies to pay all costs associated with the Mayor and
Council attending this years session [spouses have generally
1 attended with each Council member responsible for paying their
costs] . Hopefully we can discuss this item Monday evening so as
to insure that preplanning can start as quickly as possible if
attendance is to be considered.

IDear Mr. Ashworth:
At your request at the meeting you and I had with Pat Farrell last week,
I met with both Bill Diem, Abbie Bongard, and her representative, Steve Plowman.
I My intent was to find out first hand Ms. Bongard' s position at the present time
with respect to the new home which has been constructed on her behalf.
I I have been informed that the home Ms. Bongard intends to purchase with
the proceeds of the acquisition of her property by the City of Chanhassen is
presently on the market and listed with the Multiple Listing Service in the
amount of $169,000.00. It will take that amount to put Ms. Bongard into that
I home.
I understand you had the City Appraiser out to the Bongard property last
I week and so must have pretty good idea of the value of the property on the house
in question independent of the purchase agreement entered into between Ms.
Bongard and Meid Construction for this property for $330,000.00.
IIWhen you and I and Mr. Farrell spoke last week, I indicated I would hold
off commencing a petition to obtain a writ of mandamus requiring the City to
proceed with the condemnation of this property to see if the City Council would
I provide the funds necessary for Ms. Bongard to acquire her new home, with the
amount so paid to be credited against the amount eventually to be paid to her
as a result of the condemnation.
IIIt is our understanding the City Council will feet again next Monday
evening, July 24. If this is the case, we -rould appreciate the council
I considering this issue and the situation Ms. Bongard has been paced in and
agreeing to pay to her this amount of money at the present tithe. If the City

Council will agree to do so and to release the funds by the end of next week,
we will be happy to execute whatever documents are necessary to make certain that
receipt of the funds are acknowledged and all parties understand and agree these
funds will be credited toward the eventual acquisition price of the property in
question.
If the City is unable to assist Ms. Bongard in this manner, we hope you
will understand that we have no recourse but to commence this action.
We will await the Council's decision. Thank you.
