Council reviewed and accepted plans and specifications for this project on January 9, 1989. IIAs summarized in the attached memo from William R. Engelhardt & Associates, the low bidder on this project was Latour Construction at a bid of $23, 799. 50. As noted in the attached 1 tabulation, the bids were very competitive and a good response was received. 1 Funds for this project have been pledged by Council resolution from the Tax Increment District No. 2 proceeds. We wish to proceed at this time with the project due to the nature of the 1 soils and the desire to have these improvements in place prior to the spring runoff. It is therefore recommended that the award for construction of the storm sewer piping from the Kronick storm water retention pond be made to the firm of Latour Construction IIin the amount of $23 , 799. 50 . Last fall the City acquired approximately li acres of property on the Jay II Kronick Retail Garden site located on West 78th Street between the Chanhassen Office Complex and Redmond Products (see map) to facilitate the construction of II a storm water retention pond in this location. This pond is an important ele- ment for dealing with storm water management in this area as identified in the City's storm water management plan. In the fall of 1988, the City closed on I this property and approved the site plan for Mr. Kronick to cohabitate with the City's pond in this location. The attached construction plan includes the gar- den center facilities for reference. • • Rough grading of the City's storm water pond is to be done by Mr. Kronick's I contractor as a part of the purchase agreement for the property. The storm sewer outlet for this pond will be constructed by the City to convey storm water i from this retention pond. II Attached are the construction plans prepared by the City's consultant, 1,S. -- Engelhardt and Associates, for this construction. The engineer's estimate for II. the cost of construction is $25,000. All necessary easements have been provided by Mr. Kronick for accommodating the City's access and this storm sewer connec- tion. Since the cost of construction is estimated to be more than $15,000, it II is necessary for the City to publicly advertise for contractor bids. These pro- ject costs will be funded through Tax Increment District No. 2 proceeds. It is therefore recommended that the attached storm sewer plan dated December . I 19, 1988 be accepted and staff be authorized to advertise for bids for this pro- ject. It is further recommended that a budget modification to the Tax Increment District No. 2 funds be approved for dedication of proceeds to fund this pro- ' ject. Attachments II 1. Location Map. 2. Twelve bids were received ranging from a low bid of $23 , 799 . 50 to a high bid of $42 , 096 . 00. The low bid was submitted by Latour Construction of Maple Lake, Minnesota. We have had several projects for which Latour Construction was the contractor and have found their work to be satisfactory . They have a good reputation and are very capable of performing the work associated with this project . The bidding on this project was very competitive judging by the number of bids received and the amounts between the bids . The engineer ' s estimate for this project was $25 , 000 . 00 , which is slightly higher than the low bid submitted .
